HomeMy WebLinkAbout2025.02.10 Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, February 10, 2025 The Owasso Planning Commission met in regular session on Monday, February 10, 2025, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall, 200 South Main Street, at 5:00 pm on Thursday, February 6, 2025. 1. Call to Order- Dr. Balthrop called the meeting to order at 6:00 p.m. 2. Flag Salute - Dr. Balthrop led the flag salute. 3. Roll Call - A quorum was declared present. PRESENT: ABSENT: STAFF: Dr. Chad Balthrop - Chair None Brian Dempster, Community Development Director David Smith - Vice Chair Alexa Beemer, Planning Manager Kelly Lewis Wendy Kramer, City Planner Brian Cook Cyndi Townsend, Recording Secretary David Vines Daniel Dearing, Assistant City Engineer 4. Presentation of the Character Trait of Attentiveness Alexa Beemer presented the character trait for February. 5. Consideration and appropriate action relating to the minutes of the January 13, 2025, Regular Meeting Mr. Smith moved, seconded by Mrs. Lewis, to approve the minutes as presented. YEA: Balthrop, Cook, Smith, Vines, Lewis NAY: None Motion carried: 5-0 6. Consideration and appropriate action relating to a request to vacate the Cornerstone Hardware filed final plat and replat as Cornerstone Hardware Amended on approximately 6.55 +/. acres, located at 11550 North 129th East Avenue, zoned Commercial Shopping (CS) Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Mr. Smith, to recommend approval for vacating the plat to the City Council. YEA: Cook, Lewis, Vines, Smith, Balthrop NAY: None Motion carried: 5-0 Mrs. Lewis then moved, seconded by Mr. Cook, to recommend approval of the replat to the City Council, subject to the following Technical Advisory Committee comments: Replat (Plat Face): • Add city name to sub -header • Label and show the locations of all subdivisions within the mile section on the location map • Show current topographic information (minimum 2' contours) • Label the property address for Lot 1, Block 1 - 11550 North 129th East Avenue • Revise the name of this subdivision in the "Flood Plain Designation" note to match the title block • Label names of all adjacent property owners and subdivisions • Show adjacent curb -cuts across the street from the subject property • Shift (or eliminate) the southern -most access point off of N 129th E Ave to the southern property line and dedicate it as a Mutual Access Easement (MAE) Replat (DOD): • Signature Blocks - Replace "Tulsa Metropolitan Area Planning Commission (TMAPC)" with "City of Owasso" and replace "Chairman" with "Mayor" and "City Clerk" • All Sections - Replace references of TMAPC and Tulsa County with "City of Owasso", including in easement and stormwater detention language Owasso Planning Commission February 10, 2025 Page 2 • Section I.G,4 - Remove subsections a-d; revise last sentence to state, "... detention facilities shall be maintained by the owner in accordance with City standards." • Section LH - Correct street names to "North 129th East Avenue" and "East 1 I6th Street North" Miscellaneous: Provide Oklahoma Corporation Commission (OCC) Oil & Gas Well letter, prior to issuance of the building permit application for expansion YEA: Balthrop, Vines, Cook, Smith, Lewis NAY: None Motion carried: 5-0 Consideration and appropriate action relating to a request for a change of access for the northern 300.60 feet of Lot 1, Block 1, of The Replat of Lots 7 & 8, Block 4, Graceland Acres, on approximately 1.95 +/- acres, located at 7659 North 129th East Avenue, zoned Commercial Shopping (CS) under SUP 24-01 Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Dr. Balthrop, to approve the change of access, subject to the following Technical Advisory Committee comments: • Add note stating that the southern -most access points off of N 129th E Ave may not be blocked with any permanent structures or objects, as it serves as an access point to the adjacent southern lot • Show all structures and appurtenances within the adjacent right-of-way, to verify that the proposed new access point does not conflict with any utilities YEA: Vines, Smith, Lewis, Balthrop, Cook NAY: None Motion carried: 5-0 8. Community Development Report - Brian Dempster reported on the monthly building report and permit activity for January 2025. 9. Report on items from the January 15, 2025 Technical Advisory Committee (TAC) Meeting - Brian Dempster reported on a Lot Split (OLS 25-01) and a site plan for The Villages at A New Leaf Phase II, at 8535 North Memorial Drive, along with five other site plans: Cornerstone Hardware Amended at 11550 North 129th East Avenue German Corner Commercial at 11102-11150 East 116th Street North, Goodwill Industries at 11290 North 135th East Avenue, Hartland Center at 10615 North 98rh East Avenue, and Standard Supply at 11759 North Garnett Road. 10. Report from Planning Commissioners - Mr. Vines reported on the February 1 1, 2025, election in the City of Owasso. 11. New Business - None 12. Adjournment - Mr. Smith moved, seconded by Mrs. Lewis, to adjourn the meeting.
