MINUTES OF REGULAR MEETING
Tuesday, November 28, 1995, 5:30 p.m.

The Owasso Public Golf Authority met in a regular session on Tuesday, November 28, 1995
at 5:30 p.m. at the Bailey Golf Ranch Maintenance Facility per the Notice of Public Meeting
posted on the City Hall bulletin board at 8:00 a.m. on Monday, November 27, 1995, and
Addendum to Agenda posted on the City Hall bulletin board at 3:30 p.m. on Monday,
November 27, 1995.
Chairperson Glenna Anderson called the meeting to order at 5:30 p.m., and declared a quorum
present.
ITEM 7: UNFINISHED BUSINESS.
City Manager Rodney Ray briefly discussed the incorrect placement of cart paths and how land
will be exchanged between the entities to correct the problem. Pete Kourtis, Bland Pittman, and
Bill Lewis also spoke to the item. Staff recommended that a special meeting be called within
the next few days to finalize the exchange. That will allow staff time to review the location
maps, prepare the deeds, and obtain a release of the lien on the OPGA property from the
Trustee Bank. The Chair called a special meeting for Friday, December 1, 1995 at 12:00 noon
at the City Hall Conference Room.
ITEM 2: REQUEST APPROVAL OF MINUTES OF OCTOBER 24. 1995 REGULAR
MEETING AND OCTOBER 31 1995 SPECIAL MEETING.
Ed Sokolosky moved to approve the minutes as written. Motion seconded by Brian Skelton and
carried 5-0.
Mr Fitzsimmons summarized the financial reports for the month of October. Warren Lehr and
Kirk Ruark reviewed the portion of the financial reports pertaining to their areas. Tom Rikkola

moved to approve the October financial reports. Motion seconded by Bob Oldefest and carried
5-0.
ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING T*
ACCOUNTING SERVICES FOR THE AUTHORITY.
Staff recommended that the Authority's accounting responsibilities be moved from Bailey Golf
Ranch Management Inc to the City of Owasso Finance Department as a cost reduction measure.
Ed Sokolosky moved, seconded by Brian Skelton that the Authority's accounting responsibilities
be transferred to the City of Owasso Finance Department. Motion carried 5-0.

Staff recommended that two bank accounts be opened in the OPGA name to allow for the receipt
and disbursement of funds, and that Sherry Bishop and Lisa Melchior of the City of Owasso
Finance Department be authorized as signatures for check signing purposes. Ed Sokolosky
moved, seconded by Tom Rikkola to authorize the opening of two bank accounts as
recommended by staff, that Sherry Bishop and Lisa Melchior be authorized to sign checks, and
that the appropriate corporate resolutions be executed. Motion carried 5-0.
ITEM 6: CONSIDERATION AND APPROPRIATE ACTION RELATING TO OPGA
MEETING DATES AND TIME.
It was noted that a meeting date late in the month does not allow timely review of financial
reports. Possible meeting dates were discussed. Brian Skelton moved, seconded by Ed
Sokolosky, that the OPGA meetings be held on the second Tuesday of each month at 5:30 p.m.
at the Bailey Golf Ranch Maintenance Facility. Motion carried 5-0.
Mr Ray and Ms Bishop discussed the progress being made in refinancing the golf course bonds.
The Trustee Bank has been helpful and movement is toward refinancing the bonds.
ITEIN 8: GENERAL DISCUSSION AND UPDATE ON GOLF COURSE
MANAGEMENT ISSUES
Warren Lehr discussed marketing strategies. A quarter -page full -color advertisement has been
placed in the Great Western Directories phone book. Directional signage was discussed, and
Warren said that winter rates are now in effect and there have been positive comments about the
rates. The NAIA National Championship Tournament, which was previously announced as a

women's tournament, may be the men's tournament instead. Membership in the Owasso
Chamber of Commerce was discussed. It was felt that it was not an essential cost at this time.
Mr Swanson and Mr Fitzsimmons offered for Bailey Golf Ranch Management Inc to pay the
membership fee this year. The offer was accepted. Kirk Ruark briefly discussed grounds work
that has been going on.
ITEM 10: NEW BUSINESS
None.
ITEM 11 o ADJOURNMENT.
Ed Solcolosky moved, seconded by Brian Skelton, to adjourn. Motion carried 5-0 and the
meeting was adjourned at 7:20 p.m.
