MINUTES OF REGULAR MEETING
Tuesday, October 24, 1995, 5:30 p.m.

The Owasso Public Golf Authority met in a regular session on Tuesday, October 24, 1995 at
5:30 p.m. at the Bailey Golf Ranch Maintenance Facility per the Notice of Public Meeting
posted on the City Hall bulletin board at 2:00 p.m. on Wednesday, October 18, 1995.
ITEM 1: CALL TO ORDER.
Chairperson Glenna Anderson called the meeting to order at 5:42 p.m., and declared a quorum
present.
ITEM 6: UNFINISHED BUSINESS.
City Manager Rodney Ray briefly discussed financing options available, with general discussion
following. The Chair called a special meeting for 5:00 p.m. on Tuesday, October 31 to further
discuss golf course financing.
ITEM 2: REQUEST APPROVAL OF MINUTES OF SEPTEMBER 26, t995 REGULAR
MEETING.
Ed Sokolosky moved to approve the minutes as written. Motion seconded by Tom Rikkola and
carried 4-0.

Mr Fitzsimmons summarized the financial reports for the month of September. Warren Lehr
and Kirk Ruark reviewed the portion of the financial reports pertaining to their areas. Bob
Oldefest moved, seconded by Ed Sokolosky, to approve the September financial reports. Motion
carried 4-0.
ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REVISION OF THE DRAW ARRANGEMENT FOR BAILEY GOLF RANCH
MANAGEMENT INC.
Jim Fitzsimmons discussed the need to amend the draw arrangement with First Bank of Owasso
in order to improve the cash management situation. The current arrangement authorizes First

Bank of Owasso to transfer from the OPGA account to the Bailey Golf Ranch Management Inc
operating account on the 10th and 25th day of each month the sum of $40,000 and $60,000
respectively. Mr Fitzsimmons requested that a draw be authorized weekly or as needed instead
of twice monthly on specific dates. Tom Rikkola moved, seconded by Bob Oldefest, to approve
the revision of the draw arrangement from the OPGA money market account to the Bailey Golf
Ranch Management Inc operating account, effective immediately, allowing funds to be drawn
weekly or as needed. Motion carried 4-0.
ITEM 5: GENERAL DISCUSSION AND UPDATE ON GOLF COURSE
MANAGEMENT ISSUES
Warren Lehr discussed marketing strategies, including coupons for play included in bank
statements, a "stay and play" arrangement with Best Western Motel, and contacts for
tournaments.
ITEM 7: NEW BUSINESS
Ed Sokolosky suggested that the OPGA take a look at allowing persons living in golf course
subdivisions to use their own golf cart for a fee. Jim Fitzsimmons said that he has sent letters
to golf course subdivision developers in an attempt to improve communications. There is still
a problem with the placement of some of the cart paths on the north side of the course. There
are still problems with erosion. A letter will be sent to the city engineering technician relative
to this problem.
Bob Oldefest moved, seconded by Glenna Anderson, to adjourn. Motion carried 4-0 and the
meeting was adjourned at 7:45 p.m.
