MINUTES OF REGULAR MEETING
Tuesday, September 26, 1995, 5:30 p.m.

The Owasso Public Golf Authority met in a regular session on Tuesday, September 26, 1995
at 5:30 p.m. at the Bailey Golf Ranch Maintenance Facility per the Notice of Public Meeting
posted on the City Hall bulletin board at 10:00 a.m. on Wednesday, September 20, 1995.
ITEM 1: CALL TO ORDER.
Chairperson Brian Skelton called the meeting to order at 5:35 p.m., and declared a quorum
present.
ITEM 2: REQUEST APPROVAL OF MINUTES OF AUGUST 22, 1995 REGULAR
MEETING AND AUGUST 29,1995 SPECIAL MEETING.
Ed Sokolosky moved to approve the minutes as written. Motion seconded by Glenna Anderson
and carried 5-0.
Mr Fitzsimmons summarized the financial reports for the month of August. Warren Lehr and
Kirk Ruark reviewed the portion of the financial reports pertaining to their areas. Brian Skelton
moved, seconded by Tom Rikkola, to approve the August financial reports. Motion carried 5-0.
City Manager Rodney Ray discussed several options available to the Trust in relation to the
current financial situation. City staff will continue to look into debt restructuring and will keep
the Trustees advised of any avenues that might be available.

ITEM 8; CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR TRUSTEE APPROVAL OF AN AMENDMENT TO THE FY
1995-96 OPGA BUDGET FOR ALL FUNDS ADMINISTERED BY THE
OWASSO PUBLIC GOLF AUTHORITY
No budget amendments were requested. Glenna Anderson presented a statement that she had
drafted pertaining to the budget, and moved that the statement be adopted and made a part of
the permanent record of the Trust. Motion seconded by Tom Rikkola and carried 5-0. The
referenced statement is attached to these minutes and made a part thereof and is also attached
to the current budget.
ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
WINTER FEE SCHEDULE.
Warren Lehr presented and discussed the proposed fees for the off season. The proposal is to
increase off season rates as follows: regular public fees by $1.00, weekend regular patron rates
by .50, and regular nine hole fee by $1.00. Even with an increase in off season rates, they will
still be lower than current in season rates. Ed Sokolosky moved, seconded by Glenna Anderson,
to approve the proposed off season rate schedule. Motion carried 4-0.
ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO AN
AMENDMENT TO THE MANAGEMENT CONTRACT
RESOURCES
hl a letter to Brian Skelton on September 7, 1995, Bailey Golf Ranch Management Inc stated
their willingness to waive the scheduled increase in the management fee for August 1995 through
June 1996 because of the present financial situation. Glenna Anderson moved, seconded by Ed
Sokolosky, to accept the offer from BGRM to waive the increase in their management fee for
the time period July 1995 through June 1996. Motion carried 4-0. A copy of that letter is
attached to these minutes and made a part thereof and a copy will be attached to the Management
Contract.

Items discussed were marketing strategies, tournaments, course maintenance, and seeding.

ITEM 7: ELECTION OF OFFICERS 110/1/95 THRU 9/30/97)
The Chair called for nominations for Chairperson. Ed Sokolosky moved for the election of
Glenna Anderson as Chairperson. Motion was seconded by Bob Oldefest and carried 4-0.
The Chair called for nominations for Vice Chairperson. Bob Oldefest moved for the election
of Ed Sokolosky as Vice Chairperson. Motion was seconded by Brian Skelton and carried 4-0.
ITEM 10: NEW BUSINESS
None.
ITEM 11: ADJOURNMENT.
Ed Sokolosky moved, seconded by Brian Skelton, to adjourn. Motion carried 4-0 and the
meeting was adjourned at 7:45 p.m.

lit the August 22, 1995 Owasso Public Golf Authority meeting, Bailey Golf Ranch Management, Inc,
(BGRM) offered to defer the increased portion of the monthly management fee which was to begin
August, 1995. The OPGA asked us to consider some other ways in which to reduce the management fee
expenses.
In light of the current circumstances, BGRM is willing to waive the scheduled increase in management
fee for August 1995 through July 1996. No future payment will be asked of the OPGA on this amount
which totals $18,000 over the next 12 months. If this meets with your approval, I will inform Marcia
13011twel I to put this issue on the next agenda.
As we have stated in the past, GRI is committed to working with the Golf Authority to find solutions for
the present cash flow shortage, Sam and I are prepared to mist you in any meetings or presentations
that you feel are appropriate.

I recommend adoption of the following statement (or something
similar) in lieu of adopting a budget for the year at this point:
The Owasso Public Golf Authority, Golf Resources Management Company
and employees have been diligent in efforts to adopt a budget that
will balance and also keep Bailey Golf Ranch the quality golfing
experience we set out to achieve,
In June we adopted a 90 day budget. Obviously, we are not meeting
that budget. There have been many factors beyond our control
which have resulted in the current dilemma; including the weather,
delays in developing homes around the course, etc. The Golf
Authority has worked toward apprising the Bailey Foundation as well
as appropriate City staff of this situation. Together, we must
find a solution. In the meantime, the budget will be on a month
to month basis with continuing careful scrutiny of all expenses.
Bailey Golf Ranch is growing, the area is growing and the future
is bright! A cooperative effort will result in finding a solution
and maintaining the quality golfing experience in Owasso!
