EMERGENCY RESOLUTION 2025-01
A RESOLUTION OF THE CITY COUNCIL OF OWASSO, OKLAHOMA, DECLARING A STATE OF
EMERGENCY DUE TO SEVERE WEATHER CONDITIONS
WHEREAS, the City of Owasso, Oklahoma, has been experiencing and continues
to experience severe weather conditions, including tornadoes and extremely high winds
on April 2, 2025, which have resulted in, or are likely to result in, significant damage to
property and pose a threat to the safety and well-being of citizens; and
WHEREAS, the current conditions require immediate action to ensure public safety
and to mitigate the potential for further damage; and
WHEREAS, the City Council of Owasso, Oklahoma, has the authority to declare a
state of emergency pursuant to the City Code of Ordinances and the laws of the State
of Oklahoma.
NOW, THEREFORE, BE IT RESOLVED by the City Council of Owasso, Oklahoma, that a state
of emergency is hereby declared to be in effect in the City of Owasso, Oklahoma,
commencing on this 2nd day of April, 2025, and continuing until such time as the
conditions that gave rise to the emergency have been alleviated or no longer pose a
threat to public safety.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to take all necessary
actions, including but not limited to:
• Coordinating with other governmental agencies and emergency response
organizations;
• Mobilizing resources and personnel to respond to the emergency;
• Establishing and maintaining communication channels with the public;
• Issuing warnings and advisories to the public;
• Implementing traffic control measures;
• Promulgating emergency contracts as needed, with concurrent notice to the
City Council, and to later be ratified by the City Council;
• Evacuating or sheltering residents, if necessary;
• Authorizing the expenditure of funds to address the emergency;
• Implementing additional law enforcement patrols to protect affected areas;
• Temporary waiver of building permit fees for homes and businesses affected by
storm damage;
• Limiting road access, if determined to be needed, by the Chief of Police or the
Public Works Director, for traffic control or security purposes.

BE IT FURTHER RESOLVED that this resolution shall be effective immediately upon
passage.
