Monday, March 10, 2025
The Owasso Planning Commission met in regular session on Monday, March 10, 2025, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City
Hall, 200 South Main Street, at 5:00 pm on Thursday, March 6, 2025.
1. Call to Order - Dr. Balthrop called the meeting to order at 6:00 p.m.
2. Flag Salute - Dr. Balthrop led the flag salute.
3. Roll Call - A quorum was declared present.

Alexa Beemer presented the character trait for March.
5. Consideration and appropriate action relating to the minutes of the February 10, 2025, Regular Meeting
Mr. Vines moved, seconded by Mr. Smith, to approve the minutes as presented.

6. Consideration and appropriate action relating to a specific use permit request to allow an automotive
repair and maintenance facility in a Commercial Shopping (CS) zoning district, on approximately 0.64
+/- acres, located at 10596 North Owasso Expressway, under OPUD-18, within the US-169 Overlay
District
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Vines moved, seconded by Mrs. Lewis, to recommend approval to the City Council,
subject to the following Technical Advisory Committee comments:
Conceptual Site Plan:
■ Show the square footage, height, and setbacks from all property lines of the proposed building
■ Label the outdoor storage area and ensure it's screened per Owasso Zoning Code Section 11.4.3
■ Extend the 6' screening fence around the entire storage area (east, west, and south sides)
■ Add a note that the screening fence and any gates must be opaque
■ Show the location of HVAC/mechanical equipment and add note it must be fully screened per
Chapter 19 of the Owasso Zoning Code
■ Show the location and height of any proposed lighting fixtures
■ Add a note that the dumpster enclosure must be architecturally compatible with the main structure
per Chapter 19 of the Owasso Zoning Code
■ Show location of proposed ground signs and note that freestanding signs must be set in a landscape
bed; signage requires a separate permit
■ Show landscape planting counts (large shrubs, shade trees, ornamental trees, etc.) using Table 19.1
of the Owasso Zoning Code as a guide
Street and parking lot tree counts appear insufficient per Chapter 19 of the Owasso Zoning Code

7. Consideration and appropriate action relating to a preliminary plat request for Boardwalk at Preston
Lakes, a single-family residential subdivision on approximately 45.93 acres +/-, located at the northwest
corner of East 86rh Street North and North 161 s+ East Avenue, zoned Residential Single -Family (RS-3), under
OPUD 18-01
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Cook, to approve the preliminary plat, subject to the
following Technical Advisory Committee comments:
Plat Face:
■ Ensure topographic lines and labels do not obscure lot numbers or key details
■ Revise FEMA floodplain contour colors for better visibility
■ Label the width of Right -of -Way dedicated by the plat
■ Correct street names provided by Addressing Coordinator and update in the "Notes" box
■ Clarify in the "Notes" box that traffic calming devices will create three-way intersections at specified
locations
■ Modify the "Building Permit Note" box to require elevation certificates for the affected lots
■ Change the approval certificate box signature line from "Chris Garrett, City Manager" to "Mayor"
■ Ensure Lot 10, Block 2 meets the 55'minimum width requirement
■ Label the Reserve Areas as "amenity spaces" per the approved PUD

Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Dr. Balthrop moved, seconded by Mrs. Lewis, to approve the preliminary plat, subject to the
following Technical Advisory Committee comments:
Plat Face:
■ Update the location map to include filed plats in the SW quarter
■ Correct and adjust street names as per Addressing Coordinator
■ Split Block 1 into two blocks at Reserve Area "D"
■ Add a 15' utility easement every five lots for rear yard utility access
■ Change front yard easement labels from "20' RWE" to "20' U/E"
■ Coordinate entry street name correction with Addressing Coordinator and update the plat face,

activity for February 2025.
10. Report on items from the January 15, 2025 Technical Advisory Committee (TAC) Meeting Brian Dempster
reported on a Lot Combo (OLC 25-01) and a site plan for Owasso Planet Fitness at 9281 North Garnett
Road, along with two other site plans: A New Leaf Community Center at 8535 North Memorial Drive,
and Express Oil at 9401 North Garnett Road.
11. Report from Planning Commissioners - Mr. Vines congratulated Dr. Balthrop on his upcoming transition
to Owasso City Council in May 2025.

USE OF GRDA RIGHTS OF WAY BY LANDOWNERS
The Grand River Dam Authority (GRDA) is an agency of the State of Oklahoma
These guidelines address questions related to the use of GRDA's rights of way ("ROW") by a landowner. The
information contained below does not cover all restrictions or all situations and does not give consent to a third
party's use of GRDA's ROW. These restrictions are subject to change at any time and without any notice. Prior
to making any additions or alterations to property on which a ROW is located, the landowner should contact
GRDA for permission. THE STATEMENTS BELOW ARE GUIDELINES ONLY, AND ARE NOT A WAIVER
OF ANY RIGHTS OR INTERESTS IN THE RIGHTS OF WAY POSSESSED BY GRDA.
1. The following are not allowed in GRDA's ROW:
a. Structures, buildings, manufactured homes, mobile homes and trailers, satellite signal
receiver systems, swimming pools (and any associated equipment and decking), graves, bill-
boards, dumpsters, signs, wells, septic systems or storage tanks and systems (whether above or
below ground), refuse of any type, flammable material, building material, wrecked or disabled
vehicles and all other objects (whether above or below ground) which may, in GRDA's opinion,
interfere in any way with the electric transmission ROW or the ingress and egress along the
ROW, are not allowed within the ROW.
b. Transformers, telephone/cable pedestals (and associated equipment), fire hydrants man-
holes, water valves, water meters and backflow preventers are not allowed within the ROW.
2. Fences shall not be attached to poles or towers. Fences shall not exceed 10 feet in height and shall be installed at
least 25 feet from poles, towers and guy anchors. Fences shall not parallel the centerline within the ROW but may
cross from one side to the other. If
a fence crosses the ROW, a gate at
least 16 feet wide at each crossing
shall be installed by the property
owner, per GRDAs specifications, to
allow GRDA free access at all times
to GRDA equipment.
3. Landowner must contact GRDA
at 918-825-0280 at least 3 business
days prior to any ground distur-
bance and obtain written approval
before grading or filling on the
ROW. Grading (cuts or fill) shall
be no closer than 25 feet from
a pole or tower leg or any other
GRDA structure or equipment and
the slope shall not exceed 4:1 (four
feet run to one foot rise or fall) on the ROW. Grading or filling within the ROW or near a structure, which will
prevent free equipment/vehicle access, or creates ground to conductor clearance violations, will not be permit-
ted. Sedimentation control, including approved re -vegetation, is required.
4. Streets, roads, driveways, sewer lines, water lines, and other utility lines, or any underground facilities shall not
be located within 25 feet of GRDAs supporting structures.
5. Any drainage feature that allows water to pond, causes erosion, directs storm water toward the ROW, or limits
access to or around a structure is prohibited.
6. No excavation within 25 feet of GRDAs structures, including but not limited to poles, guy anchors or other
appurtenances shall be permitted. Contact GRDA at 918-825-0280 at least 3 business days prior to any planned
excavations of any type on new and/or existing installations. The "Call OKIE"' "One Call" and "811" programs
do not notify GRDA of planned excavations as our transmission lines are overhead, not underground.
7. Any approved underground facility placed within GRDAs ROW shall have a tracer/locating wire and shall be
clearly marked above ground.
8. No tall growing species of vegetation, including trees, may be planted within the GRDA ROW. Grasses or
crops may be planted, however, any vegetation impeding the maintenance of GRDAs ROW shall be subject to
removal without reimbursement to the property owner.
9. GRDA does not object to parking within the ROW, provided that:
a. A barrier, sufficient to withstand a 15 mph vehicular impact, shall be erected by the party
constructing the parking area to protect the pole, tower or guy anchor. The barrier shall be
located in such a manner as to restrict the nearest part of a parked vehicle to no nearer than
5 feet from the structure.
b. Any access areas, entrances, or exits shall cross (from one side to the other) the ROW
at or near right angles to the centerline, and shall not pass within 25 feet of any structure.
Parking lot entrances/exits may not create an intersection within the ROW.
c. Lighting structures shall not be installed within GRDAs right of way.
d. Signs and other attachments to GRDA structures are prohibited.
The GRDA reserves the right to remove anything within GRDAs ROW which interferes with or is inconsistent
with GRDAs use of its ROW. Removal of property interfering or inconsistent with GRDAs use of its ROW shall
be at the expense of the landowner and/or installer along with any costs incurred by GRDA to restore the ROW.
GRDA RESERVES THE RIGHTS TO BE MORE OR LESS RESTRICTIVE BASED UPON
THE FACTORS OF EACH SITUATION.

BACKGROUND:
The Community Development Department received an application for review and approval of a final
plat for Boardwalk I at Preston Lakes, a proposed single-family subdivision. The subject property is
located at the northwestern corner of the intersection of East 86t" Street North and North 1615t East
Avenue.

ANALYSIS:
• The subject property was annexed into Owasso City Limits with Ordinance 1125 in 2018.
• A preliminary plat for the subject property was approved by the Owasso Planning Commission
in March 2025.
• This is the first phase for a single-family residential development - the phase one (1) final plat
consists of seventy-eight (78) lots, on five (5) blocks yielding a gross density of 3.20 dwelling units
per acre (DU/Ac).
o The proposed lots as depicted on this plat meet the bulk and area requirements
stipulated in both the Owasso Zoning Code for RS-3-zoned property and the OPUD 18-
01 document.
• There will be two (2) points of access for this subdivision.
o One point of access will be off of East 86t" Street North, and will contain a large
landscaped entrance area.

The Plat depicts three (3) Reserve Areas, denoted as "A", "B", and "C".
o Reserve Area "A" will function as the location for the main entrance signage and
landscaping. It will also function as open space for stormwater and utilities.
o Reserve Area "B" will function as amenity space for the subdivision, as required per the
approved OPUD 18-01 document, including a public trail connection via easement
dedication. It will also function as open space for stormwater and utilities.
o Reserve Area "C" will function as amenity space for the subdivision, as required per the
approved OPUD 18-01 document, including a public trail connection via easement
dedication. It will also function as open space for stormwater and utilities.
• Perimeter and interior utility easements are shown on the Plat allowing utility companies
adequate access to service the subdivision.
o There are also landscape easements depicted along the perimeters of the subject
property, to house required fencing and signage.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the
property. The Rogers County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property must adhere to all subdivision, zoning,

TECHNICAL ADVISORY COMMITTEE:
The Owasso Technical Advisory Committee (TAC) reviewed this item at their regular meeting on March
19, 2025. Comments from that meeting have been included in this Planning Commission agenda
packet.
RECOMMENDATION:
In developing a recommendation, staff evaluated the final plat on the criteria outlined in Section 2.4
of the Owasso Subdivision Regulations. Following this evaluation, staff concluded that the subject plat

Plat Face:
■ Correct addresses on the plat as directed by Addressing Coordinator
■ Label metes/bounds and/or bearings for the Public Trail Easements in Reserve B & C, or
remove trail notation and dedicate the entire Reserve Areas B & C as potential trail easement
on the DoD page, with exact trail location to be determined later (blanket easement)
