Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared present. Present: Chair - Dirk Thomas Vice Chair -Skip Mefford Secretary - Chelsea Feary Trustee - Bryan Spriggs Staff - City Manager Chris Garrett Absent: Trustee - Alvin Fruga None Trustee - Dennis Phillips Trustee - David Charney 2. West Phase - Bid advertisement occurred in early March 2025. - Bid opening is scheduled for April 10, 2025. - Staff anticipates recommending a bid award to City Council on April 15, 2025, with construction commencing in May 2025. - E 106 St N and N 129 E Ave Intersection Improvements - Engineering design is 90% complete. - Utility Relocation commenced in October 2024, with completion expected by June 2025; followed by construction. Morrow Gravity Sanitary Sewer Line Extension - In March 2024, OPWA approved a construction contract with GC Enterprises, LLC. - Construction commenced in June 2024, with completion in March 2025. - Construction is complete. - Contractor is working on final grading and erosion control measures. - Final completion is expected by the end of April 2025. - E 86 St N and N 161 E Ave Intersection Improvements - Engineering design is approximately 80% complete; followed by right-of-way obtainment. - E 86 St N Bridge Replacement - Engineering design is 90% complete; followed by right-of-way obtainment.
