HomeMy WebLinkAbout2025.03.10 Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, March 10, 2025 The Owasso Planning Commission met in regular session on Monday, March 10, 2025, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall, 200 South Main Street, at 5:00 pm on Thursday, March 6, 2025. 1. Call to Order- Dr. Balthrop called the meeting to order at 6:00 p.m. 2. Flag Salute- Dr. Balthrop led the flag salute. 3. Roll Call - A quorum was declared present. PRESENT: ABSENT: STAFF: Dr. Chad Balthrop - Chair None Brian Dempster, Community Development Director David Smith - Vice Chair Alexa Beemer, Planning Manager Kelly Lewis Wendy Kramer, City Planner Brian Cook Cyndi Townsend, Recording Secretary David Vines Jake Ketner, Civil Engineer 4. Presentation of the Character Trait of Patience Alexa Beemer presented the character trait for March. S. Consideration and appropriate action relating to the minutes of the February 10, 2025, Regular Meeting Mr. Vines moved, seconded by Mr. Smith, to approve the minutes as presented. YEA: Lewis, Balthrop, Smith, Cook, Vines NAY: None Motion carried: 5-0 6. Consideration and appropriate action relating to a specific use permit request to allow an automotive repair and maintenance facility in a Commercial Shopping (CS) zoning district, on approximately 0.64 +/- acres, located at 10596 North Owasso Expressway, under OPUD-18, within the US-169 Overlay District Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mr. Vines moved, seconded by Mrs. Lewis, to recommend approval to the City Council, subject to the following Technical Advisory Committee comments: Conceptual Site Plan: • Show the square footage, height, and setbacks from all property lines of the proposed building • Label the outdoor storage area and ensure it's screened per Owasso Zoning Code Section 11.4.3 • Extend the 6' screening fence around the entire storage area (east, west, and south sides) • Add a note that the screening fence and any gates must be opaque • Show the location of HVAC/mechanical equipment and add note it must be fully screened per Chapter 19 of the Owasso Zoning Code • Show the location and height of any proposed lighting fixtures • Add a note that the dumpster enclosure must be architecturally compatible with the main structure per Chapter 19 of the Owasso Zoning Code • Show location of proposed ground signs and note that freestanding signs must be set in a landscape bed; signage requires a separate permit • Show landscape planting counts (large shrubs, shade trees, ornamental trees, etc.) using Table 19.1 of the Owasso Zoning Code as a guide Street and parking lot tree counts appear insufficient per Chapter 19 of the Owasso Zoning Code 0 3 additional evergreen trees are required along the western property line (adjacent to the highway), beyond the base Code requirements • Extend parking lot screening shrubs to the northern edge of the access point • Show the required sidewalk that will be installed • Add a note confirming compliance with the Owasso Noise Ordinance • Label zoning designations of adjacent properties Owasso Planning Commission March 10, 2025 Page 2 • Show required bicycle rack Miscellaneous: • Provide architectural building elevations indicating materials used Public Works: • Submit Civil Plans to the Engineering Division of Public Works RWD#3: • This property is within Washington Co. RWD#3's service area • The developer's representative should contact the district regarding water service • All district requirements must be met when requesting water service YEA: Balthrop, Vines, Cook, Smith, Lewis NAY: None Motion carried: 5-0 Consideration and appropriate action relating to a preliminary plat request for Boardwalk at Preston Lakes, a single-family residential subdivision on approximately 45.93 acres +/-, located at the northwest corner of East 86rh Street North and North 161.1 East Avenue, zoned Residential Single -Family (RS-3), under OPUD 18-01 Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Mr. Cook, to approve the preliminary plat, subject to the following Technical Advisory Committee comments: Plat Face: • Ensure topographic lines and labels do not obscure lot numbers or key details • Revise FEMA floodplain contour colors for better visibility • Label the width of Right -of -Way dedicated by the plat • Correct street names provided by Addressing Coordinator and update in the "Notes" box • Clarify in the "Notes" box that traffic calming devices will create three-way intersections at specified locations • Modify the "Building Permit Note" box to require elevation certificates for the affected lots • Change the approval certificate box signature line from "Chris Garrett, City Manager" to "Mayor" • Ensure Lot 10, Block 2 meets the 55'minimum width requirement • Label the Reserve Areas as "amenity spaces" per the approved PUD • Consider extending the 10' landscape easement (L/E) around entryway corners to accommodate signage • Label FEMA Flood Elevations and Finished Floor Elevations (FFE) for all lots in the floodplain • Ensure the 100-Year Floodplain is placed within drainage easements or Reserve Areas • Denote proposed floodplain areas as "pending engineering plan and approval by the floodplain administrator" Deeds of Dedication (DoD) Page: • Section 1 - Add language to clarify use and maintenance responsibilities for landscape easements (L/Es) • Section 1.8 - Add a note that specifies developers will install sidewalks along adjacent arterials (for frontage outside of city improvement areas) or escrow $30 per linear foot forfrontage within proposed city intersection improvement areas • Section 3.2 - Align minimum side yards on arterials with OPUD 18-01 (20' minimum) • Section IV - Add language detailing the developer's responsibility for maintaining common areas prior to transfer to the HOA • Remove "Bill Bush" from the mayoral signature line in plat approval signature block • Add language regarding proposed detention easements, including use, maintenance, etc. Miscellaneous: • Request a Minor PUD Amendment to increase the maximum unit count from 125 to 129 • Dedicate a public trail easement within Reserve Area "D" for potential future connection to Centennial Park • Submit a conceptual landscape/entrance plan at final platting; signage requires a separate permit • Floodplain boundaries must be officially revised before construction can proceed for lots in the floodplain; therefore, no building permits will be released until FEMA approves the LOMR Owasso Planning Commission March 10, 2025 Page 3 • Consider delaying submission of the final plat for phases affected by the LOMR to help prevent confusion or conflicts with future floodplain boundary changes Grand River Dam Authority (GRDA): • Address potential encroachments into GRDA ROW for Lots 3 & 4, Block 1; Lot 1, Block 6; Reserve Area "A" (see attached plat exhibit) • Ensure continued access to GRDA ROW behind Lots 1-7, Block 2; privacy fences may create issues (see attached example plat exhibit) • Incorporate required use/restriction language into the DoD page (see attached exhibit) Public Works: • Submit revised stormwater and grading plans as soon as possible YEA: Vines, Smith, Lewis, Balthrop, Cook NAY: None Motion carried: 5-0 8. Consideration and appropriate action relating to a preliminary plat request for Brighton Park Phase II, a single-family residential subdivision on approximately 32.56 acres +/-, located west of the intersection of East 1091h Street North and North 971h East Avenue, zoned Residential Single -Family (RS-3), under OPUD 14-01 Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Dr. Balthrop moved, seconded by Mrs. Lewis, to approve the preliminary plat, subject to the following Technical Advisory Committee comments: Plat Face: • Update the location map to include filed plats in the SW quarter • Correct and adjust street names as per Addressing Coordinator • Split Block 1 into two blocks at Reserve Area "D" • Add a 15' utility easement every five lots for rear yard utility access • Change front yard easement labels from "20' RWE" to "20' U/E" • Coordinate entry street name correction with Addressing Coordinator and update the plat face, including the instrument number if a scrivener's error is filed • Label the limits of access for the two proposed access points and clarify the northernmost access alignment with the county stub road • Lighten detention pond boundary lines to avoid confusion with lot/Reserve Area boundaries • Label the type and width of easement through Reserve Area "D" (shown below) 7-11 Provide a 5' fence easement (F/E) along the western, eastern, and southern boundaries per the approved PUD Label FEMA Flood Elevations and Finished Floor Elevations (FFE) for all lots within the floodplain Confirm the necessity of front yard utility easements on Lots 1-5, Block 3, and all lots in Block 4, 5, and 6 to avoid potential issues Deeds of Dedication (DoD) Page: • Add missing "Section I" title • Move Section II.P.2, II.Q, II.S to Section I and clarify that the remaining portion of Section II contains private restrictions not enforceable by the City of Owasso • Section II.P.2 - Specify that internal sidewalks will be constructed in accordance with Owasso Subdivision Regulations Owasso Planning Commission March 10, 2025 Page 4 • Section 11.1.1 - Revise to allow signage per the approved PUD and Owasso Zoning Code • Section II.N.I - Add "and west" to the first line and reference the required 5' F/E • Section ILS - Specify the location of required amenities per the approved PUD • Section IV.C.1 - Remove reference of Owasso Planning Commission and revise to align with state statutes regarding amendments to privately enforced restrictive covenants • Section III.A - Add required HOA language "Ownership, control, and maintenance of all Reserve Areas shall be the responsibility of the owner/developer until the XX Homeowners' Association, Inc. is created. Miscellaneous: • Provide the Oklahoma Corporation Commission (OCC) Oil & Gas Well letter, before building permits can be released • Dedicate a public trail easement in Reserve Areas "A", "B", and "C" along the creek per OPUD 14-01 • Submit a conceptual landscape/entrance plan at final platting; signage requires a separate permit • Install sidewalks along North 971h East Avenue (North Mingo Road) adjacent to the subdivision • City Staff is reviewing Owasso water service boundaries; the northern portion of the subdivision may be within City of Owasso service area - confirmation pending Public Works: • Submit stormwater and drainage plans before the final plat submission RWD#3: • This property is within Washington Co. RWD#3's service area • No water line plans have been submitted or approved • All district requirements must be met when requesting water service • A 20' utility easement is required for waterlines and service • Specific plat language is required • We reserve the right to comment upon review of updated waterline plans • Utility easements or appropriate plat language are required across reserves and all lots • A reserve for an irrigation meter at the entrance is recommended, with appropriate plat language YEA: Vines, Smith, Lewis, Balthrop, Cook NAY: None Motion carried: 5-0 9. Community Development Report - Brian Dempster reported on the monthly building report and permit activity for February 2025. 10. Report on Items from the January 15, 2025 Technical Advisory Committee (TAC) Meeting Brian Dempster reported on a Lot Combo (OLC 25-01) and a site plan for Owasso Planet Fitness at 9281 North Garnett Road, along with two other site plans: A New Leaf Community Center at 8535 North Memorial Drive, and Express Oil at 9401 North Garnett Road. 11. Report from Planning Commissioners - Mr. Vines congratulated Dr. Balthrop on his upcoming transition to Owasso City Council in May 2025, 12. New Business - None 13. Adjournment - Mr. Smith moved, seconded by Mrs. Lewis, to adjourn the meeting.
