Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared present. St. Owasso-, OK 74055 City of Owasso Public Work Department STATUS REPORT May 6, 2025 - Garnett Road Widening (E 106 St N to E 116 St N) - Bid opening occurred on September 10, 2024. - Lowest bid received exceeded the budget and engineering estimate by $2 million. - October 1, 2024, City Council rejected bids based on project being over budget. - Staff anticipates the project to be re -bid in early May 2025, with construction commencing in July 2025. E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements East Phase - East phase improvements commenced in August 2024, with final completion February 2025. - Project is complete. West Phase - In April 2025, City Council approved construction contract with Grade Line Construction. - Construction is scheduled to commence on May 5, 2025, with completion by March 2026. - E 106 St N and N 129 E Ave Intersection Improvements - Engineering design is 90% complete. - Utility Relocation commenced in October 2024, with completion expected by June 2025; followed by construction. 2022 Street Rehabilitation Project - The street rehab project is separated into phases as shown below: o First Phase -Various Street improvements in Baptist Retirement Center, Elm Creek Estates, Three Lakes II and Coffee Creek subdivisions are complete. o Final Phase - N 97 E Ave (Mingo Rd) Improvements from E 96 St N to E 116 St N is underway. Construction is expected to be complete by mid -May, weather permitting. o Third Phase - January 30, 2024, Tulsa County commenced with the asphalt overlay on E 76 St N from N 129 E Ave to N 145 E Ave. Roadway Improvements along with roadway striping is complete. E 96 St N and N 145 E Ave Intersection Improvements - In November 2021, City Council approved an engineering agreement with Garver LLC. - Engineering design is approximately 95% complete. - Right-of-way obtainment is complete. - Utility relocation commenced in March 2025, with completion expected by December 2025; followed by construction in 2026. - E 96 St N from N 134 E Ave to N 145 E Ave Improvements - In July 2022, City Council approved an engineering agreement with Garver Engineering. - Engineering design is approximately 80% complete. - Right-of-way obtainment continues with 1 of the 14 property owners; followed by utility relocation in 2026. - 2025 Street Rehabilitation Project - High Density Mineral Bond (Rejuvenation with HA5 Product) Project advertised in April 2025, with construction commencing in June 2025. - Annual Street Rehabilitation (Mill, Overlay, Street Repair & Replacement) Project advertised in May 2025, with construction commencing in June 2025. - Public Works Facility - In October 2022, OPWA approved an architectural/engineering agreement with Beck Design. - Construction commenced in October 2024, with completion by April 2026. - Iron framing is being installed on the administration, field operations, and fleet/facility maintenance facility. Additionally, pad work for the storage building is underway. - Lastly, the contractor is working on the two detention ponds as well. Parks Facility - On April 18, 2023, the City Council approved an agreement with K+D for professional architecture and engineering services agreement. - Bid advertisement for construction occurred in April 2025, with construction anticipated to commence in July 2025. - Centennial Playground Equipment - The contractor has completed the concrete work on the playground area and inlet structures. In the upcoming week, the contractor will focus on fence installation, grading, sodding and repair of the trail. - Construction is expected to be complete by early June 2025. - 117th Force Main Replacement - Contract Award was approved by OPWA Trustees February 4, 2025. - Construction commenced on March 24, with completion scheduled for January 2026. - Contractor is currently boring underneath US 169. In addition, the force main piping is being installed from the west bore pit back to the west towards the Wastewater Treatment Plant. - E 86 St N and N 161 E Ave Intersection Improvements - Engineering design is approximately 80% complete; followed by right-of-way obtainment. - E 86 St N Bridge Replacement - Engineering design is 90% complete. - Right-of-way obtainment will commence in June 2025. E 106 St N from N 129 E Ave to N 145 E Ave Improvements - Engineering design agreement was approved by City Council on January 21, 2025. - Design kickoff meeting held 2/6/25. - Survey and geotechnical exploration activities are complete. - Conceptual design is underway. - E 96 St N from Mingo Rd to Garnett Rd Improvements Engineering design agreement was approved by City Council on January 21, 2025. Design kickoff meeting held 2/14/25. Survey and geotechnical exploration activities will be ongoing for the next few weeks. E 86 St N from Main St to Garnett Rd - Engineering design agreement was approved by City Council on January 21,2025. - Engineering design is will commence in May 2025. In August 2008, Owasso citizens voted to increase the hotel tax rate to 5%. The 2% increase was designated by the City Council to fund the Strong Neighborhood Initiative. 3% ECONOMIC DEVELOPMENT HOTEL TAX FUND EXPENDITURES: The Hotel Tax fund (City of Owasso) is used to account for the revenues received from the hotel tax and to account for the use of those restricted funds. Recognizing the OEDA Trustees' interest in the appropriation of funding for economic development, the proposed budget for fiscal year 2025-2026 for the 3% Hotel Tax fund is presented to the OEDA for review. The fiscal year 2025- 2026 budget for the City of Owasso will be presented on Tuesday, June 17, 2025, for Council consideration and appropriate action. For fiscal year 2025-2026, the estimated revenue from the Economic Development 3% hotel tax is $328,882, which is a 10% decrease from fiscal year 2024-2025 estimated revenues. The proposed Economic Development Hotel Tax fiscal year 2025-2026 expenditure budget is $1,130,642. The proposed budget is an increase of $1,032,642 over the fiscal year 2024-2025 adopted budget. The increase is largely due to improvements to the Sports Park included in the proposed budget. RECOMMENDATION: Staff will present the proposed fiscal year 2025-2026 Economic Development 3% Hotel Tax Budget for OEDA consideration and recommendation to the Owasso City Council. As a Title 60 Public Trust, the OEDA is required to file an annual budget with its beneficiary, the City of Owasso. The budget or appropriation for a public trust is not a legal restriction on the expenditure of funds as it is for a municipality. Resolution 2025-01 adopts the annual operating budget for the OEDA. RECOMMENDATION: Staff recommends Trustee approval of Resolution 2025-01 adopting the fiscal year 2025-2026 budget proposal with estimated resources of $10,626 and total appropriations for expenditure of $5,000. WHEREAS: It is the intent of the Owasso Economic Development Authority to adopt an operating budget for fiscal year 2025-2026; and, WHEREAS: The adoption of such budget is vital to the continuation of services to the citizens of Owasso; and, WHEREAS: Public access to the adopted budget is desired; and, WHEREAS: Certain filing requirements are mandated by State Statutes.
