MINUTES OF REGULAR MEETING
Monday, April 7, 2025
The Owasso Planning Commission met in regular session on Monday, April 7, 2025, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday,
December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall,
200 South Main Street, at 9:00 am on Friday, April 4, 2025.
1. Call to Order- Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Smith led the flag salute.
3. Roll Call - A quorum was declared present.

4. Presentation of the Character Trait of Forgiveness
Wendy Kramer presented the character trait for April.
5. Consideration and appropriate action relating to the minutes of the March 10, 2025, Regular Meeting
Mr. Cook moved, seconded by Mrs. Lewis, to approve the minutes as presented.
YEA: Cook, Lewis, Smith
NAY: None.
Motion carried: 3-0
6. Consideration and appropriate action relating to a final plat request for Boardwalk I at Preston Lakes,
a single-family residential subdivision on approximately 24.34 acres +/-, located at the northwest
corner of East 86th Street North and North 161sr East Avenue, zoned Residential Single -Family (RS-3),
under OPUD 18-01
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Smith, to recommend approval to the City Council,
subject to the following Technical Advisory Committee comments:
Plat Face:
• Correct addresses on the plat as directed by Addressing Coordinator
• Label metes/bounds and/or bearings for the Public Trail Easements in Reserve B & C, or remove trail
notation and dedicate the entire Reserve Areas B & C as potential trail easement on the Deed of
Dedication (DoD) page, with exact trail location to be determined later (blanket easement)
• Add language to the "Notes" section stating that traffic calming device locations will be shown on
the relevant civil sheets
• Show proposed revised floodplain, noting pending LOMR-F and Floodplain Administrator approval
• List base flood elevations to ensure all lot elevations are V above them
DoD Page:
• Section 1.8 - Remove "for $30 per linear feet'
• Section IV - Add "and off -site detention ponds" after "...all common areas..." in the second paragraph
• Section 1.12 - Clarify or remove reference to a detention easement, if not applicable at this phase
• Section 1.12.4 - Remove subsections and replace with "per city standards"
• Section 1.12.6 - Remove entire section; the city will follow applicable abatement laws
• Section 2.2.3 - Clarify if there will be parking in Reserve Areas A, B, & C; remove if not applicable
Miscellaneous:
Submit conceptual landscape plan showing street trees, landscaped entryways, and fence easements;
signage requires a separate permit
Provide temporary dead-end signage and/or bollards required at end of North 159th East Avenue until
Phase 11 develops

• Coordinate with the Grand River Dom Authority (GRDA) on DoD language
• Submit revised stormwater and grading plans if not already done
• Submit a $28,200 escrow fee for sidewalk construction in the City's adjacent intersection improvement
project before filing the final plat with the County, if approved
Per the City Engineer, 560' of sidewalk along East 86th Street North and 380' along North 161 sr East
Avenue must be escrowed at $30 per linear foot
• Developer must install frontage sidewalks outside of the city improvement areas
• A $39,692.20 payback fee is due before filing the final plat with the County, if approved:
• $38,475.20 for Elm Creek Relief Payback Area ($1,580/acre * 24.34 acres)
• $1,217.00 for Storm Siren Fee ($50/acre * 24.34 acres)

7. Community Development Report - Alexa Beemer reported on the monthly building report and permit
activity for March 2025.
8. Report on items from the March 19, 2025 Technical Advisory Committee (TAC) Meeting - Alexa Beemer
reported on the annexation and rezoning (OA 25-01/OZ 25-02) request for property located east of
Owasso Sports Park South.
9. Report from Planning Commissioners - None
10. New Business - None
11. Adjournment - Mrs. Lewis moved, seconded by Mr. Cook, to adjourn the meeting.
