Monday, April 7, 2025
The Owasso Planning Commission met in regular session on Monday, April 7, 2025, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday,
December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall,
200 South Main Street, at 9:00 am on Friday, April 4, 2025.
1. Call to Order - Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Smith led the flag salute.
3. Roll Call - A quorum was declared present.

6. Consideration and appropriate action relating to a final plat request for Boardwalk I at Preston Lakes,
a single-family residential subdivision on approximately 24.34 acres +/-, located at the northwest
corner of East 861h Street North and North 161s' East Avenue, zoned Residential Single -Family (RS-3),
under OPUD 18-01
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Smith, to recommend approval to the City Council,
subject to the following Technical Advisory Committee comments:
Plat Face:
■ Correct addresses on the plat as directed by Addressing Coordinator
■ Label metes/bounds and/or bearings for the Public Trail Easements in Reserve B & C, or remove trail
notation and dedicate the entire Reserve Areas B & C as potential trail easement on the Deed of
Dedication (DoD) page, with exact trail location to be determined later (blanket easement)
■ Add language to the "Notes" section stating that traffic calming device locations will be shown on
the relevant civil sheets
■ Show proposed revised floodplain, noting pending LOMR-F and Floodplain Administrator approval
■ List base flood elevations to ensure all lot elevations are V above them

■ Section 1.8 - Remove "for $30 per linear feet"
■ Section IV - Add "and off -site detention ponds" after "...all common areas..." in the second paragraph

BACKGROUND:
The Community Development Department received a request for the annexation and rezoning of
property located approximately one-half (1 /2) mile northeast of the northeastern corner of East 106th
Street North and North 97th East Avenue. The subject property is approximately 20.0 acres in size and is
currently zoned Agriculture (AG) within Tulsa County. The property is currently owned by the City of
Owasso. Upon annexation, the applicant is requesting the property be brought into Owasso City Limits
as Public Facilities (PF) via accompanying rezoning request (OZ 25-02).

• The subject property is contiguous with City limits on the northern, eastern, and western
boundaries of the property.
• Typically, property is assigned a zoning of Agriculture (AG) by default upon annexation. The
applicant can also request the property retain the County's corresponding zoning designation
under the Owasso Zoning Code, or seek a concurrent rezoning based on what the GrOwasso
2035 Land Use Master Plan prescribes.
o In this case, the applicant is requesting that the subject property be annexed and
assigned a zoning of PF, via a concurrent rezoning request.
• The GrOwasso 2035 Land Use Master Plan identifies the subject property for future "Residential"

The Technical Advisory Committee (TAC) reviewed this item at their regular meeting on March 19,
2025. No comments were made concerning this item.
RECOMMENDATION:
In developing a recommendation, staff evaluated Oklahoma State Statute, Title 11, Chapter 1, Part 1,
Article XXI, Section 21-101 and Section 1.4.3 of the Owasso Zoning Code. Following this evaluation, staff
concluded that the subject annexation and rezoning requests meet all of the legal requirements for
approval.
As such, staff recommends approval of annexation request OA 25-01 and concurrent rezoning request
OZ 25-02, annexing the subject property into Owasso City Limits with an assigned zoning of Public
Facilities (PF).

BACKGROUND:
The Community Development Department received an application for review and approval of a
Preliminary Plat for Hawthorne at Stone Canyon Phase II, a proposed single-family residential
subdivision. The subject property is located south and west of the intersection of East 76t" Street North
and North 193rd East Avenue in the Stone Canyon Development and is approximately 18.27 acres in
size. The property is zoned Residential Single -Family (RS-3/RS-6) under the Stone Canyon Planned Unit
Development (PUD).

ANALYSIS:
The Stone Canyon PUD was originally approved in Rogers County in 2006. Subsequently, the
developer applied for annexation into the City of Owasso for the undeveloped portion of the
Stone Canyon PUD.
o The undeveloped land involved in the annexation request encompassed a majority of
the land under the PUD, minus the already -developed residential subdivisions in Rogers
County, located in the southeast quarter of the development.
• The undeveloped land in Stone Canyon was brought into Owasso City limits with Ordinance
934 in 2008, giving that area access to Owasso City services, including Police, Fire, EMS, and
sanitary sewer.
• Section 2.3.6 of the Owasso Subdivision Regulations states that any preliminary plat not
receiving subsequent final plat approval within one (1) year shall be considered null and void.
o The preliminary plat for the subject property was originally approved in February of
2022, the approval then lapsed, and the plat was therefore additionally reviewed by
Planning Commission and obtained approval a second time in June of 2023. However,
the applicant did not secure final plat approval for the subject property within one (1)
year of this June 2023 date; because of this, the approval for the preliminary plat for this
development has lapsed.

o As such, the applicant is now requesting the preliminary plat be re -considered by the
Owasso Planning Commission, so they may begin work on the final plat of the subject
property.
• The proposed Preliminary Plat for Hawthorne at Stone Canyon Phase II consists of forty (40) Lots
on five (5) Blocks on approximately 18.27 acres, yielding a gross density of 2.19 dwelling units
per acre (DU/AC).
o All of the proposed lots as depicted on this Plat meet the bulk and area requirements
stipulated in the Owasso Zoning Code and the Stone Canyon PUD document.
There will be two (2) points of access for this subdivision, both off of East 72nd Street North.
o The plat also depicts two (2) stub roads that run between Blocks 3 and 4, and Blocks 4
and 5, which will eventually connect this phase of the neighborhood with a future
phase, expected to be constructed northwest of the subject property.
• Reserve Area "A" is located at the entrance of the subdivision, and will serve as a landscape
feature. Additionally Reserve Areas "C", "D", "E". and "F" are present at the neighborhood
entrance points for additional signage as well as utility and drainage easements.
• Detention will be provided for via Reserve Area "B". This reserve area is situated along the
northern and eastern boundaries of the subject property.
• Perimeter and interior utility easements are shown on the Plat, and will allow utility companies
adequate access to service the subdivision.
o Additionally, interior drainage easements are shown between all lots within the
subdivision to potentially assist with lot -to -lot drainage concerns and provide further
access for runoff to reach the detention area within Reserve "B". Specifics regarding
detention and these easements will be further solidified after coordination with Planning
and Engineering staff, when this development is reviewed at the final platting stage.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the
property. Rogers County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property must adhere to all subdivision, zoning,
and engineering requirements of the City of Owasso.

RECOMMENDATION:
In developing a recommendation, staff evaluated the preliminary plat on the criteria outlined in
Section 2.3 of the Owasso Subdivision Regulations. Following this evaluation, staff concluded that the
subject plat meets all of the legal requirements for approval.
As such, staff recommends approval of the Preliminary Plat for Hawthorne at Stone Canyon Phase II,
subject to TAC comments.
