HomeMy WebLinkAbout1995.02.28_OPGA MinutesOWASSO PUBLIC GOLF AUTHORITY MINUTES OF REGULAR MEETING Tuesday, February 28, 1995, 5:30 p.m. Bailey Golf Ranch Maintenance Facility MEMBERS PRESENT Brian Skelton Glenna Anderson Ed Sokolosky (out at 7: 10) Tom Rikkola Bob Oldefest STAFF PRESENT Warren Lehr Kirk Ruark Jim Fitzsimmons Marcia Boutwell Russ Carlson The Owasso Public Golf Authority met in a regular session on Tuesday, February 28, 1995 at 5:30 p.m. at the Bailey Golf Ranch Maintenance Facility per the Notice of Public Meeting posted on the City Hall bulletin board at 4:00 p.m. on Wednesday, February 22, 1995. a ITEM 1: CALL TO ORDER. Chairperson Brian Skelton called the meeting to order at 5:35 p.m., and declared a quorum present. ITEM 2: REQUEST APPROVAL OF MINUTES OF JANUARY 24,1995 REGULAR MEETING, FEBRUARY 1, 1995 SPECIAL MEETING AND FEBRUARY 6 1995 SPECIAL MEETING. Glenna Anderson requested that maps showing the easements granted at the special meetings be included with those minutes. Ed Sokolosky moved to approve the minutes as written, with the inclusion of the requested maps. Motion seconded by Tom Rikkola and carried 4-0. Mr Fitzsimmons reviewed and discussed the financial reports for the month of January. Ed Sokolosky moved, seconded by Tom Rikkola, to approve the financial reports as presented. Motion carried 4-0. ITEM 4: CONSI RELATING TO A RECREATIONAL FACILITIES PROJECT AGREEMENT BETWEEN THE CITY OF OWASSO AND THE OWASSO PUBLIC GOLF AUTHORITY. Provisions of the 1992 OPGA Revenue Bond Issue included an agreement between the City of Owasso and the OPGA. This agreement must be approved by the City Council each year prior to June 30 and accepted by the OPGA. Ed Sokolosky moved to accept the Recreational Facilities Project Agreement and authorize the Chair to execute the document. Motion seconded by Glenna Anderson and carried 4-0. Owasso Public Golf Authority Minutes of February 28, 1995 Page 2 ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO ALLOW PRIVATELY OWNED GOLF CARTS ON THE GOLF COURSE. Following discussion of this item, Tom Rikkola moved to ban the use of privately owned golf carts on the golf course. Motion seconded by Brian Skelton and carried 3-1, with Ed Sokolosky voting nay. ITEM 6: GENERAL DISCUSSION AND UPDATE ON GOLF COURSE RELATED MEETINGS. Various meetings have been held with developers relating to construction and restrictive covenants. The lines of communication will be kept open and dialogue continue in these areas. ITEM 7: GENERAL DISCUSSION AND UPDATE ON _GOLF COURSE MANAGEMENT ISSUES Warren Lehr discussed the Tulsa Golf Show and Bailey Golf Ranch booth at that show. Jim Fitzsimmons updated the Trustees on cash flow. Russ Carlson announced that he had accepted an opportunity for a position with a golf course in Nashville, TN, and thanked the Trustees for the time he has spent at Bailey.
