The Owasso Economic Development Authority met in regular session on Thursday, May 8, 2025, at City Hall
in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street at 5:00 pm on Tuesday, May 6, 2025.
1. Call to Order -Chair Dirk Thomas called the meeting to order at 10:00 am.

Chris Garrett gave an update business growth, the 20 aces purchased at the Sports Park, Parks
Masterplan, and Owasso Sports Park Renovation Project approved at City Council. Discussion was held.
6. Consideration and appropriate action relating to the FY 2025 - 2026 Hotel Tax Fund 3% Expenditures
Carly Novozinsky presented the item. After discussion, Dr. Spriggs moved, seconded by Mr. Phillips to
recommend approval to City Council for FY 2025-2026 Hotel Tax Fund.

Consideration and appropriate action relating to Resolution No. 2025-01 approving the OEDA FY 2025-
2026 Annual Operating Budget
Carly Novozinsky presented the item. After discussion, Mr. Mefford moved, seconded by Ms. Feary to
approve Resolution 2025-01.

- Bid opening is scheduled to occur on June 19, 2025, with proposed bid
award on July 1, 2025.
- Construction is anticipated to commence in September 2025.
E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements -
East Phase
- East phase improvements commenced in August 2024, with final
completion February 2025.
- Project is complete.
West Phase
- In April 2025, City Council approved construction contract with Grade Line
Construction.
- Construction commenced in May 2025, with completion by March 2026.
- Contractor is in the process of adding a right turn lane onto N 121 E Ave.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected
by July 2025; followed by construction in the fall.
E 96 St N and N 145 E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with
Garver LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation commenced in March 2025, with completion expected by
December 2025; followed by construction in 2026.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with
Garver Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners;
followed by utility relocation in 2026.
- 2025 Street Rehabilitation Proiect
- High Density Mineral Bond (Rejuvenation with HA5 Product) Project
advertised in April 2025, with construction commencing in July 2025.
- Annual Street Rehabilitation (Mill, Overlay, Street Repair &
Replacement) Project advertised in May 2025, with construction
expected to commence in July 2025.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering
agreement with Beck Design.
- Construction commenced in October 2024, with completion by April 2026.
- Work continues on all structures including the administration building,
facility/fleet maintenance and storage facilities.
- Main water line work is underway as well.
Parks Facility
- On April 18, 2023, the City Council approved an agreement with K+D for
professional architecture and engineering services agreement.
- Bid opening occurred on June 2, 2025, with proposed bid award on July
17, 2025.
- Construction is anticipated to commence in July or August 2025.
- Centennial Playground Equipment
- The project is nearing completion, with final grading and sodding
underway.
- Construction is expected to be complete in June 2025, weather
permitting.
- 117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Construction commenced on March 24, 2025, with completion scheduled
for January 2026.
- Contractor has completed the bore under US 169 and continue installing
pipe west towards the treatment plant facility.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-
way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 90% complete.
