MINUTES OF REGULAR MEETING
THURSDAY, MAY 8, 2025
The Owasso Economic Development Authority met in regular session on Thursday, May 8, 2025, at City Hall
in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street at 5:00 pm on Tuesday, May 6, 2025.
1. Call to Order -Chair Dirk Thomas called the meeting to order at 10:00 am.
Present: A quorum was declared present
Chair - Dirk Thomas
Vice Chair- Dennis Phillips
Secretary - Chelsea Feary
Trustee - Bryan Spriggs
Trustee - Alvin Fruga
Trustee -Skip Mefford
Staff - City Manager Chris Garrett
Absent
Trustee - David Charney
2. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under
"Consent"are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee
may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent
Agenda is non -debatable.)
A. Approve minutes - April 10, 2025, Regular Meeting
B. Accept monthly financial report
Dr. Spriggs moved, seconded by Mr. Fruga, to approve the Consent Agenda, as presented.
YEA: Thomas, Spriggs, Fruga, Feary, Mefford, Phillips
NAY:None
Motion carried: 6-0
3. Consideration and appropriate action relating to items removed from the Consent Agenda - None
4. Report from City Departments
A. Community Development Report
B. Public Works Project Status Report
C. Sales Tax Report and Revenue Outlook
Chris Garrett referred to the reports included in the agenda packet.
5. Discussion relating to Economic Development and Opportunities
Chris Garrett gave an update business growth, the 20 aces purchased at the Sports Park, Parks
Masterplan, and Owasso Sports Park Renovation Project approved at City Council. Discussion was held.
6. Consideration and appropriate action relating to the FY 2025 - 2026 Hotel Tax Fund 3% Expenditures
Carly Novozinsky presented the item. After discussion, Dr. Spriggs moved, seconded by Mr. Phillips to
recommend approval to City Council for FY 2025-2026 Hotel Tax Fund.

NAY:None
Motion carried: 6-0
Consideration and appropriate action relating to Resolution No. 2025-01 approving the OEDA FY 2025-
2026 Annual Operating Budget
Carly Novozinsky presented the item. After discussion, Mr. Mefford moved, seconded by Ms. Feary to
approve Resolution 2025-01.

8. Report from City Manager
Chris Garrett reported on the proposed budget and union negotiations. Discussion was held.
9. Report from Owasso Economic Development Authority Trustees -None
10. New Business -None
11. Adjournment
Dr. Spriggs moved, seconded by Mr. Phillips, to adjourn the meeting.

NAY:None
Motion carried: 6-0 and the meeting adjourned at 1 1:01 pm.
