MINUTES OF REGULAR MEETING
THURSDAY, JUNE 12, 2025
The Owasso Economic Development Authority met in regular session on Thursday, June 12, 2025, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 5:00 pm on Monday, June 9, 2025.
Call to Order- Vice Chair Skip Mefford called the meeting to order at 10:02 am. A quorum was declared
present.
Present: Absent:
Chair- Dirk Thomas ** Trustee - Alvin Fruga Trustee - David Charney
Vice Chair - Skip Mefford Trustee - Dennis Phillips
Secretary - Chelsea Feary
Trustee - Bryan Spriggs
Staff - City Manager Chris Garrett, City Attorney Julie Lombardi
2. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under
"Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee
may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent
Agenda is non -debatable.)
A. Approve minutes - May 8, 2025, Regular Meeting
B. Accept monthly financial report
Dr. Spriggs moved, seconded by Ms. Feary, to approve the Consent Agenda, as presented.
YEA: Spriggs, Fruga, Feary, Mefford
NAY: None
Motion carried: 4-0

3. Consideration and appropriate action relating to items removed from the Consent Agenda -None
4. Discussion relating to City Departments and attached reports
A. Community Development Report
B. Public Works Project Status Report
C. Sales Tax Report and Revenue Outlook
Chris Garrett referred to the reports included in the agenda packet.
5. Discussion relating to Economic Development and Opportunities
Chris Garrett presented the item and discussion was held.
6. Discussion relating to Parks Master Plan and Owasso Sports park Improvements
Chris Garrett and Carly Novozinsky presented the item and discussion was held.
7. Report from City Manager
Chris Garrett reported on project delays due to weather.
8. Report from Trustees
Alvin Fruga reported on City Council approved items and the creation of an official City of Owasso
flag. Chelsea Feary reported on recent election results and upcoming Owasso Public School election.

10. Adjournment
Dr. Spriggs moved, seconded by Mr. Mefford , to adjourn the meeting.

Motion carried: 5-0 and the meeting adjourned at 10:35 am.
