The Owasso Economic Development Authority met in regular session on Thursday, July 10, 2025, at City Hall
in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street at 5:00 pm on Tuesday, July 8, 2025.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared
present.

STATUS REPORT
August 5, 2025
- Garnett Road Widening (E 106 St N to E 116 St N)
- In July 2025, City Council approved construction contract with R&L Construction.
- A public meeting will be held on August 6, 2025, with construction commencing in late
August/early September.
E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements -
West Phase
- In April 2025, City Council approved construction contract with Grade Line
Construction.
- Construction commenced in May 2025, with completion by March 2026.
- Contractor is in the process of widening N 121 E Ave (Smith Farm Road). In addition,
progress continues on the electrical cabinet placement and traffic control box in
preparation for the new traffic signals.
E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected by August
2025.
- Project is currently on the October 2025 ODOT letting. Construction is anticipated to
commence in January 2026.
E 96 St N and N 145 E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with Garver LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation commenced in March 2025, with completion expected by December
2025; followed by construction in 2026.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners; followed by utility
relocation in 2026.
2025 Street Rehabilitation Project
- HA5 placement is complete.
- Mill, Overlay, Street Repair & Replacement Project commenced in July 2025.
Contractor is currently working on E 116 St N between Memorial and Mingo Rd.
Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with Beck
Design.
- Construction commenced in October 2024, with completion by April 2026.
- Progress continues on the administration, field operations and fleet and facility
maintenance building, including exterior and interior wall, plumbing and electrical
installation.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Ground breaking ceremony is scheduled for August 12, 2025.
Ranch Creek Trail Proiect
- Design agreement was approved by City Council September 2024.
- Land purchase agreement with Bailey Trust is expected to before City Council for
consideration either in August or September 2025.
117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Construction commenced on March 24, with completion scheduled for January 2026.
- Contractor has been surveying property in preparation to remove trees to begin
placement of piping east of US 169.
E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment.
E 86 St N Bridge Replacement
Engineering design is 90% complete.
Right-of-way obtainment commenced in June 2025.
E 106 St N from N 129 E Ave to N 145 E Ave Improvements
- Engineering design agreement was approved by City Council on January 21, 2025.
- Conceptual design was reviewed by staff and comments returned to the design
engineer on June 20, 2025.
- 60% plans due from engineer by end of August.
E 96 St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 21, 2025.
- 30% design commenced and 30% plans expected October 2025.
E 86 St N from Main St to Garnett Rd
- Engineering design agreement was approved by City Council on January 21,2025.
- Engineering design kick-off meeting occurred in May 2025.
- Project has been surveyed and test holes have been drilled.
- Conceptual plans due in mid -August.
US 169 Improvements/E 66 St N to E 86 St N
- ODOT opened bids in May 2025, with construction expected to commence in
September 2025.
E 76 St N Water Line Replacement Proiect
- In February 2025, OPWA approved a construction agreement with Creek Construction,
LLC.
Construction commenced in April 2025, with completion by November 2025.
Contractor is preparing to bore underneath the railroad track on the east end of the
project. Once complete, the contractor will move back to the west to areas that were
too wet during spring rains.
