MINUTES OF SPECIAL MEETING
Tuesday, May 26, 1998
The Owasso Public Golf Authority met in special session on Tuesday, May 26, 1998 in the
Council Chambers at the Owasso Community Center per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 4:00 p.m. on Thursday, May 22, 1998.
ITEM l: CALL TO ORDER
Chairman Bode called the meeting to order at 6:56 p.m.
ITEM 2: FLAG SALUTE
The flag salute was given during the City Council meeting preceding this meeting.
ITEM 3: ROLL CALL

Motion carried 4-0.

ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR APPROVAL OF THE CONSENT AGENDA_
A. Approval of the Minutes of May 5 1998 Regular Meeting.
B. Approval of Claims
Ms Voss moved, seconded by Mr Wilken, to approve the consent agenda. The consent agenda
included minutes of the May 5, 1998 meeting, by reference made a part hereto. Item B on the
consent agenda included the following claims: (1) Bailey Ranch Golf Club $36,264.09;
(2) Payroll $15, 372. 05.

ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR IMPLEMENTATION OF A YEARLY FEE FOR GOLF
Mr Lehr said that inquiries have been made by golfers regarding a yearly fee or membership for
golf. This possibility has been researched and discussed by the Golf Advisory Committee. The
Committee has recommended that a yearly membership be instituted, which would allow
members to play golf without paying a daily green fee during certain "off-peak" time periods.
The use of a membership program is recommended for the purpose of attracting more consistent
repeat play during the off-peak weekday time periods. Mr Wilken moved, seconded by
Ms Voss, to authorize the management and staff of Bailey Ranch Golf Club to offer a yearly
membership for golf, which permits the member to play golf without paying daily green fees
during the "off-peak" time periods of any time Monday through Friday, excluding holidays, and
holidays and weekends after 1:00 p.m. He further moved that the members fee be set at $1500
per individual or $2000 for a family, payable in advance; that the fee be non-refundable; and
that it be renewable annually on the date of purchase, with details to be written into a contract
to be approved by the OPGA Manager, the OPGA Attorney, and the Golf Advisory Committee.

Mr Ray presented OPGA Resolution #98-01, which adopts the FY 98-99 budget for all funds
administered by the Owasso Public Golf Authority. Mr Wilken moved, seconded by
Ms Barnhouse, to approve OPGA Resolution #98-01.
AYE: Wilken, Barnhouse, Helm, Bode
NAY: None
Motion carried 4-0.
Mr Ray introduced former Mayor/Chairperson Jerry Duke.
