Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared present. Present: Absent: Chair- Skip Mefford Trustee - David Charney Trustee - Alvin Fruga Vice Chair - Dennis Phillips Trustee - Dirk Thomas Secretary - Chelsea Feary Trustee - Bryan Spriggs Staff - City Manager Chris Garrett, City Attorney Julie Lombardi 2. Report from City Manager Chris Garrett reported on the Police Chief retirement and hiring replacement, Public Works Facility, Ranch Creek Trails land purchase, Garnett Road Widening Project from 106th to 116th, Transportation Master Plan, 86th and 145th Intersection Improvement Project, and the Parks Office Building Project. 7. Report from Trustees Chelsea Feary gave a reminder about the State of Education breakfast, and Leadership Owasso Program attendees. 8. Owasso, OK 74055 City of Owasso Public Work Department STATUS REPORT September 2, 2025 Garnett Road Widening (E 106th St N to E 116th St N) - In July 2025, City Council approved construction contract with R&L Construction. - A public meeting will be held on August 6, 2025, with construction commencing in late August/early September. - Construction will commence on September 8, 2025, with completion anticipated in September 2026. - E 96th St N from approximately N 1191h E Ave to N 129th E Ave Improvements - West Phase - In April 2025, City Council approved construction contract with Grade Line Construction. - Construction commenced in May 2025, with completion by March 2026. - Contractor is in the process of widening N 1215t E Ave (Smith Farm Road). In addition, progress continues on the electrical cabinet placement and traffic control box in preparation for the new traffic signals. - Improvements on North 121st continue with widening of the roadway and access points. - Contractor is set to begin relocation of Washington County Rural water lines and installation of the new storm drainage piping on the northside of E 96th St N week of September lst. E 106th St N and N 129th E Ave Intersection Improvements - Engineering design is 90% complete. - Utility Relocation commenced in October 2024, with completion expected by September 2025. - Project is currently on the October 2025 ODOT bid letting. Construction is anticipated to commence in January 2026. E 96th St N and N 145th E Ave Intersection Improvements - In November 2021, City Council approved an engineering agreement with Garver LLC. - Engineering design is approximately 95% complete. - Right-of-way obtainment is complete. - Utility relocation commenced in March 2025, with completion expected by December 2025; followed by construction in 2026. E 96th St N from N 134th E Ave to N 1451h E Ave Improvements - In July 2022, City Council approved an engineering agreement with Garver Engineering. - Engineering design is approximately 80% complete. - Right-of-way obtainment continues with 2 of the 14 property owners; followed by utility relocation in 2026. 2025 Street Rehabilitation Proiect - HA5 placement is complete. - Mill, Overlay, Street Repair & Replacement Project commenced in July 2025. Contractor is currently working on E 1 16ih St N between Memorial and Mingo Rd. - Contractor has completed work on E 116th St N between Memorial and Mingo Road and on W 15t, 2nd, and 31d St. Contractor anticipates mobilizing to E 5th Ave the week of September 1st to begin the final street in the project which includes, base, curb and gutter repair, milling and placement of new asphalt, and removal and replacement of concrete in front of National Steak and Poultry. Public Works Facilitv - In October 2022, OPWA approved an architectural/engineering agreement with Beck Design. - Construction commenced in October 2024, with completion by April 2026. - Progress continues on the administration, field operations and fleet and facility maintenance building, including exterior and interior wall, windows, plumbing and electrical installation. - Water, sewer and storm drainage piping installation continues as well. - Lastly, the access road from the administration building to the field operations and fleet/facility maintenance building is nearing completion. Parks Facility - In June 2025, City Council approved a construction contract with Magnum Construction. - Ground breaking ceremony was held on August 12, 2025. - Grading for the pad site is ongoing. Ranch Creek Trail Protect - Design agreement was approved by City Council September 2024. - Land purchase agreement with Bailey Trust is expected to before City Council for consideration in September 2025. 117}h Force Main Replacement - Contract Award was approved by OPWA Trustees February 4, 2025. - Construction commenced on March 24, with completion scheduled for January 2026. - Contractor has been surveying property in preparation to remove trees to begin placement of piping east of US 169. Pipe installation is expected to resume in mid - September 2025. E 86'h St N and N 161st E Ave Intersection Improvements - Engineering design is approximately 80% complete; followed by right-of-way obtainment. - E 86th St N Bridge Replacement - Engineering design is 90% complete. - Right-of-way obtainment commenced in June 2025. E 106th St N from N 129}h E Ave to N 145th E Ave Improvements - Engineering design agreement was approved by City Council on January 21 st, 2025. - Conceptual design was reviewed by staff and comments returned to the design engineer on June 20, 2025. - 60% plans due from engineer by the middle of September. - E 96th St N from Mingo Rd to Garnett Rd Improvements - Engineering design agreement was approved by City Council on January 21, 2025. - 30% plans due from engineer by October 2025. E 86th St N from Main St to Garnett Rd - Engineering design agreement was approved by City Council on January 21,2025. - Engineering design kick-off meeting occurred in May 2025. Project has been surveyed and test holes have been drilled. Conceptual plans due in mid -September. US 169 Improvements/E 661h St N to E 86th St N - ODOT opened bids in May 2025, with construction expected to commence in February 2026. E 76th St N Water Line Replacement Project - In February 2025, OPWA approved a construction agreement with Creek Construction, LLC. Construction commenced in April 2025, with completion by November 2025. The bore under the railroad is complete.
