MINUTES OF REGULAR MEETING
THURSDAY, SEPTEMBER 11, 2025
The Owasso Economic Development Authority met in regular session on Thursday, September 11, 2025, at
City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public
Meeting filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted
at City Hall, 200 South Main Street at 5:00 pm on Tuesday, September 9, 2025.
1. Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared
present.

STATUS REPORT
October 7, 2025
- Garnett Road Widening (E 106th St N to E 116th St N)
- In July 2025, City Council approved construction contract with R&L
Construction.
- Construction commenced on September 8, 2025, with completion
anticipated in September 2026,
- Contractor is in the process of placing survey stakes, preparing to install
erosion control and bringing in equipment to begin clearing.
E 96th St N from approximately N 119th E Ave to N 129th E Ave Improvements -
West Phase
- In April 2025, City Council approved construction contract with Grade Line
Construction.
- Construction commenced in May 2025, with completion by March 2026.
- Installation of new traffic signals is underway.
- Washington County Rural water line relocation is in progress.
- Contractor continues installation of additional lanes as well as working on
approaches into businesses along the north side of East 96th Street North.
- E 106th St N and N 129th E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected
by October 2025.
- Project is currently on the November 2025 ODOT bid letting. Construction is
anticipated to commence in early 2026.
E 96th St N and N 145th E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with
Garver LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation commenced in March 2025, with completion expected by
December 2025; followed by construction in 2026.
- E 96th St N from N 134th E Ave to N 145th E Ave Improvements
- In July 2022, City Council approved an engineering agreement with
Garver Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners;
followed by utility relocation in 2026.
2025 Street Rehabilitation Proiect
- HA5 placement is complete.
- Contractor has completed work on E 1 16th St N between Memorial and
Mingo Road and on W 1st, 2nd, and 3rd St.
- Contractor continues to work along South Main Street and East 5th Avenue
with curb and gutter replacement and subgrade repairs.
- Milling and asphalt work began on September 25th and the project is
reaching the final phase of removing and replacing the concrete section
of road in front of National Steak and Poultry.
- Project is anticipated to be complete by the end of October 2025.
Public Works Facilitv
- In October 2022, OPWA approved an architectural/engineering
agreement with Beck Design.
- Construction commenced in October 2024, with completion by April 2026.
- Progress continues on the administration, field operations and fleet and
facility maintenance buildings, including exterior and interior wall,
windows, plumbing and electrical installation.
- Water, sewer and storm drainage piping installation continues as well.
- Lastly, the access road from the administration building to the field
operations and fleet/facility maintenance buildings is nearing completion.
Parks Facility
- In June 2025, City Council approved a construction contract with
Magnum Construction.
- Ground breaking ceremony was held on August 12, 2025.
- Grading for the pad site is complete. Concrete pad is being formed with
the concrete pour occurring within the next couple of weeks.
- Ranch Creek Trail Project
- Design agreement was approved by City Council September 2024.
- Land purchase agreement with Bailey Trust is expected to go before City
Council for consideration in October 2025.
- 117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Construction commenced on March 24, with completion scheduled for
January 2026.
- Contractor has resumed placement of pipe on the east and west side of
US 169 with approximately 1,600 LF of sewer pipe installed to date.
- E 86th St N and N 161st E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-
way obtainment.
E 86th St N Bridge Replacement
- Engineering design is 90% complete.
- Right-of-way obtainment commenced in June 2025.
- E 106th St N from N 1291h E Ave to N 145th E Ave Improvements
- Engineering design agreement was approved by City Council on January
21, 2025.
Conceptual design was reviewed by staff and comments returned to the
design engineer on June 20, 2025.
60% plans were received on September 22nd.
- E 961h St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January
21, 2025.
- 30% plans due from engineer by October 2025.
- E 86th St N from Main St to Garnett Rd

- In February 2025, OPWA approved a construction agreement with Creek
Construction, LLC.
- Water vault installation for the new air relief valve is nearing completion.
- Contractor is working with staff in preparation to begin air and water quality
testing.
- This project is anticipated to be complete by the end of October 2025.
