THURSDAY, OCTOBER 9, 2025
The Owasso Economic Development Authority met in regular session on Thursday, October 9, 2025, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 5:00 pm on Tuesday, October 7, 2025.
Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared
present.

Garnett Road Widening (E 106th St N to E 116th St N)
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 81h, 2025, with completion anticipated
in September 2026.

- Per the contract, contractor will demobilize by November loth, so that citizens and
shoppers will not have to navigate construction traffic during the holidays. Work

- Engineering design is 90% complete.
- Bid opening will occur in November 2025 and will be awarded (contingent upon
acceptable bids) in December 2025.
- Construction is expected to commence in March 2026.
- E 96th St N and N 1451h E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with Garver
LLC.
Engineering design is approximately 95% complete.
Right-of-way obtainment is complete.
Utility relocation commenced in March 2025, with completion expected by
December 2025; followed by construction in 2026.
E 96th St N from N 1341h E Ave to N 1451h E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners; followed by
utility relocation in 2026.
2025 Street Rehabilitation Proiect
- Contractor completed all work on the project. Inspectors are driving the project
to verify no punch list items remain. Acceptance of the project is anticipated to
be on the November 18th, Council Agenda.
- Public Works Facilitv
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- Construction commenced in October 2024, with completion by April 2026.
- Air conditioning and heating units in the Administration building are functioning,
which is required for painting, flooring and other work needed to be complete in
a controlled environment.
- Additional dirt work and interior and exterior work continues on all other buildings
on the site.
Parks Facilitv
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Concrete pad has been poured, with wall structure installation to occur soon.
- Installation of the sanitary sewer is in progress and water line instillation will begin
soon.
Ranch Creek Trail Proiect
- Design agreement was approved by City Council September 2024.
- Land purchase agreement with Bailey Trust is expected to go before City Council
for consideration in November 2025.
117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Construction commenced March 24th, with completion scheduled for January
2026.
- Contractor has installed approximately 2,700 LF of sewer pipe.
- Contractor is beginning to place pipe underneath N 117th East Avenue toward
the lift station.
- E 86th St N and N 1615t E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment.
E 86th St N Bridge Replacement
- Engineering design is 90% complete.
- Right-of-way obtainment commenced in June 2025.
E 106th St N from N 129ih E Ave to N 145th E Ave Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- 60% plans were received on September 22nd, 2025.
- Staff comments on 60% plans provided to Kimley-Horn October 14, 2025.
- 90% plans due July 2026.
- E 96fh St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- 30% plans were received in October 2025. Staff is currently reviewing the plans,
with comments to the consultant forthcoming.
E 861h St N from Main St to Garnett Rd
Engineering design agreement was approved by City Council on January 21,
2025.
Engineering design kick-off meeting occurred in May 2025.
Project has been surveyed and test holes have been drilled.
Conceptual plans received in September 2025.
US 169 Improvements/E 66'h St N to E 861h St N
- ODOT opened bids in May 2025, with construction expected to commence in
February 2026.
