To request an accommodation due to a disability, contact the City Clerk prior to the scheduled meeting by phone 918-376-1502 or by email to istevens@cityofowasso.com OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, November 10, 2025 The Owasso Planning Commission met in regular session on Monday, November 10, 2025, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall, 200 South Main Street, at 5:00 pm on Wednesday, November 5, 2025. 1. Call to Order - Mr. Smith called the meeting to order at 6:00 p.m. 2. Flag Salute - Mr. Smith led the flag salute. 3. Roll Call - A quorum was declared present. Consideration and appropriate action relating to the minutes of the September 8, 2025, Regular Meeting Mrs. Lewis moved, seconded by Mr. Cook, to approve the minutes as presented. YEA: Lewis, Smith, Cook, Vines NAY: None Motion carried: 4-0 Consideration and appropriate action relating to a request for deannexation (OA 25-05) of approximately 15.07 acres +/-, generally located 3/4 of a mile west of the intersection of North 1771h East Avenue and North Patriot Drive Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Mr. Cook, to recommend approval to the City Council (no TAC comments for this item): YEA: Cook, Lewis, Smith NAY: Vines Motion carried: 3-1 7. Consideration and appropriate action relating to a specific use permit (SUP 25-02) request to allow the expansion of an auto sales facility within the US-169 Overlay District, on approximately 5.69 +/- acres, located at 10505 North Owasso Expressway, under OPUD-18 and SUP 18-01 Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Mr. Cook, to recommend approval to the City Council subject to the following Technical Advisory Committee comments: Site Plan: ■ Site Table, Development Plans: Revise "SP (18-01)" to "SUP 18-01" ■ Add required plaza/courtyard with seating per Section 10.6.7 of the Owasso Zoning Code; label on site plan and detail plan page ■ Add notes: • All site lighting shall be LED • Non -essential lighting off from 9:00 PM to 6:00 AM • Comply with Owasso Noise Ordinance; no exterior loudspeakers on back side of the development • No banners, flags, balloons, inflatables, temporary signs, streamers, or other temporary advertising; short-term tents require Community Development Department approval • Smaller proposed "coffee shop" lot reserved for commercial/retail use only Owasso Planning Commission November 10, 2025 Page 2 Off -site plantings (north gas station lot) shall be protected Coffee Shop Site Plan: ■ Revise "SP (18-01)" to "SUP 18-01" ■ Add notes: • Dumpster enclosure must be architecturally compatible with main structure • All HVAC/mechanical equipment must be fully screened ■ Label: • Required bike rack • Minimum 3 street trees required along north property line, adjacent from private drive • Location of proposed signage; signage is approved via a separate permit • Location and height of proposed new lighting; all lighting must be full cut-off and/or screened Fire: ■ Coordinate with Fire Marshal on possible elimination of access point Car Lot Site Plan: ■ Site Table, Development Plans: Revise "SP (18-01)" to "SUP 18-01" ■ Revise sidewalk to remain within public ROW ■ Add and Label: • 1 additional parking lot tree and 56 interior parking lot shrubs required per Section 19.4.1 of the Owasso Zoning Code • Width and material of south pathway Location and height of proposed new lighting; all lighting must be full cut-off and/or screened Clarify the round cul-de-sac-like features (see below) - Service Center Site Plan: ■ Site Table, Development Plans: Revise "SP (18-01)" to "SUP 18-01" ■ Add note: all HVAC/mechanical equipment must be fully screened ■ Add 6 evergreen trees along the east property line, behind the proposed building Conceptual Renderings: ■ Label all proposed material types ■ Provide elevations for all building sides ■ Revise to break up fagades every 50' per Section 10.6.13 of the Owasso Zoning Code Miscellaneous: ■ Note the following: • A separate lot split or replat application is required for Coffee Shop and Car Lot parcels • Full lighting plan is required at site plan review(s) for all parcels • Addressing assigned during site plan review • No additional signage allowed for Car Lot; Coffee Shop signage must comply with Owasso Zoning Code Public Works: ■ Submit civil plans to Public Works as soon as possible Washington County RWD #3: ■ Located within Washington Co. Consideration and appropriate action relating to a specific use permit (SUP 25-03) request to allow a support activity for transportation facility (aircraft maintenance and repair use) within an Industrial Light (IL) zoning district, on approximately 4.86 +/- acres, located at 405 West 2nd Avenue Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Mr. Smith moved, seconded by Mr. Cook, to recommend approval to the City Council subject to the following Technical Advisory Committee comments: Site Plan: ■ Revise zoning in Site Data Table to "IL - Industrial Light" ■ Add note: all HVAC/mechanical equipment must be fully screened ■ Add and label screening fence required along west property line ■ Label property dimensions and all setbacks from property lines ■ Label length and width of proposed building addition ■ Add 3 additional trees along the east property line ■ Add note: site must comply with Owasso Noise Ordinance ■ Label lighting location and height; note all lighting must be full cut-off and/or screened ■ Label floodplain boundaries and note base flood elevation(s) Elevations: ■ Provide east and west elevation views of the addition ■ Revise to break up fapades every 50' per Section 10.6.13 of the Owasso Zoning Code Miscellaneous: ■ Clarify if existing storage north of the building will remain; if so, it must be screened ■ Future expansions not shown require a new SUP ■ Note: full lighting plan required at time of site plan review Public Works: ■ Submit civil plans to Public Works as soon as possible YEA: Cook, Smith, Vines, Lewis NAY: None Motion carried: 4-0 *David Smith left the meeting at 6:22 pm* 9. Consideration and appropriate action relating to a final plat request for Fairway Villas, a single-family residential subdivision on approximately 7.76 acres +/-, located at the southeast corner of North 97th East Avenue and East 89rh Street North, zoned Residential Neighborhood Mixed (RNX), under OPUD-9 Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Mrs. Lewis moved, seconded by Mr. Vines, to recommend approval to the City Council subject to the following Technical Advisory Committee comments: Plat Face: ■ Rename internal island area to something other than "Reserve A" to avoid confusion with private streets iN'S 9i Deed of Dedication (DoD): ■ Section I.J: add "...and private streets" to the first sentence ■ Section I.L: revise to reflect renamed reserve area(s) ■ Section I.M: clarify what specifically meets City standards (e.g., pavement width, materials, etc.) ■ Title Block (under map): update reserve area count accordingly Owasso Planning Commission November 10, 2025 Page 4 Miscellaneous: ■ Crash gates or similar structures are required at all dead-end streets ■ Submit conceptual plan showing proposed street trees, entryways, and fence easements ■ Provide Oklahoma Corp. Community Development Report - Brian Dempster reported on the monthly building report and permit activity for October 2025. 11. Report on items from the September 17, 2025 Technical Advisory Committee (TAC) Meeting - Brian Dempster reported on a site plan review for TCCL Owasso Library Loft Apartments located at 103 West Broadway Street. 12. Report from Planning Commissioners - David Vines commented on Veterans Day, and Brian Cook recognized Wendy Kramer for receiving Employee of the Quarter. 13. New Business - None 14. YEA: Vines, Lewis, Cook NAY: None Motion carried: 3-0 and the meeting adjourned at 6:29 p.m. Cyndi Townsend, Recording Secretary AGENDA ATTACHMENT Potential Updates to the Owasso Zoning Code (December 20251 Note: This list summarizes major proposed updates under consideration; it is neither exhaustive or finalized Overview of Proposed Zoning Code Amendments The following items outline potential revisions to the Zoning Code intended to improve clarity, remove inconsistencies, modernize standards, streamline development review, and align regulations with current planning best practices. Proposed Amendments by Chapter All Chapters • Establish a hierarchy of district intensity and clarify that uses allowed in less -intense districts are allowed by -right in more intense districts (e.g., uses allowed in the Office (0) District are allowed in the Commercial Shopping (CS) District; uses allowed in the CS District are allowed by -right in the Industrial Light (IL) District) • Designate Commercial General (CG), Commercial Heavy (CH), Industrial Moderate (IM), and Industrial Heavy (IH) districts as legacy districts, with no new rezonings to these districts after adoption of the updated Code • Improve grammar, clarity, and consistency; remove vague or conflicting provisions • Update, revise, and renumber visual aids, drawings, and tables • Remove telecommunication use references from all base -district use charts • Revise and update "Definitions" section(s) as required Chaster 4 - Residential Districts • Reduce bulk and area requirements in single-family residential districts to allow more flexibility without requiring a Planned Unit Development (PUD) • Remove the PUD requirement for multifamily development in the Residential Duplex (RD), Residential Neighborhood Mixed (RNX), and Residential Multi -Family (RM) districts; instead establish maximum densities for RNX (10.3 du/ac) and RM (12 du/ac) districts o Consider adding minimum lot width and area standards for RNX and RM zoning districts o Strengthen setbacks, landscaping, screening, and signage requirements for multifamily uses since these would no longer be set through PUDs o Site plan review would continue to ensure compliance • Add accessory structure standards for RD, Residential Mobile Home (RMH), and RM districts • Remove the 500 sq. ft. capon Accessory Dwelling Units (ADU); consider increasing allowable size to 900-1,000 sq. ft. or using a lot -coverage percentage o Add height limits for ADUs and accessory structures • Remove the Special Exception requirement for non -permanent carports encroaching into front setbacks; retain building permit requirement • Add Fair Housing Act -related language for in -home assisted living centers, sober -living facilities, and similar group -home uses; remove SUP requirements that may conflict with state or federal law (Title 60, Ch. 18, Sec. 863) Page 1 Chaster 6 - Commercial Districts • Remove the SUP requirement for mixed -use developments, provided all proposed uses are already allowed within the district • Remove the PUD requirement for mini -storage in the CG district; the SUP and commercial - component requirement would remain • Consider increasing height limit from 36' to 50' (to eave); over 50' would require an SUP • Add bulk and area requirements for CH district, modeled after CG standards • Revise the Downtown Mixed (DM) use table to align with the Ch. 10 Downtown Overlay District "Encouraged Use" table and remove duplicate use entries (e.g., grocery store) Chaster 9 - Planned Unit Developments (PUDs) • Amend the chapter to reflect proposed multifamily changes in Ch. 4 • Require a separate rezoning application for any request to change base zoning within a PUD o Base zoning designations within PUD development areas must align with uses allowed within in the PUD (e.g., areas allowing CS uses must carry CS zoning) • Add procedures for vacating or abandoning an approved PUD • Clarify that major amendments are required only when modifying access points that connect to adjacent residential areas or when adding new access points; other access changes may use a Change of Access application • Require additional open space and Low Impact Design (LID) features on higher density developments Chaster 10 - Overlay Districts • Remove lot -size requirements in the US-169 Overlay to support redevelopment of underutilized parking areas • Consider requiring parking to be located at the rear, sides, or interior of multi -building sites o Current standards encourage, but do not require, this arrangement o Consider allowing the 10' front setback only when the building is placed forward on the lot • Add language allowing additional metal as an architectural accent material • Revise multifamily provisions for consistency with Ch. 4 amendments Chapter 11 - Site Desian Standards • Add clearer administrative site plan review standards, including thresholds for full site plan review • Add dumpster setback requirements from single-family residential uses (potentially 10-15 ft) • Add regulations for special events in parking lots and other temporary uses • Establish design standards for Public Facility (PF)-zoned properties Chapter 12 - Parkina Reaulations • Require bike racks for office -related uses, including financial institutions, medical offices, etc. • Add design criteria for public on -street parking Page 2 • Remove parking minimums for all uses except residential; require 1 parking stall per dwelling unit • Consider adding PF or school uses to districts requiring hard -surface parking • Allow Electric Vehicle (EV) chargers to count toward residential parking requirements and require EV chargers for large parking lots Chaster 16 - Special Use Permits (SUPs) and Temaorary Use Permits (TUPs) • Revise regulations so temporary uses on wheels do not require a TUP;
