THURSDAY, NOVEMBER 13, 2025
The Owasso Economic Development Authority met in regular session on Thursday, November 13, 2025, at
City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public
Meeting filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted
at City Hall, 200 South Main Street at 5:00 pm on Tuesday, November 11, 2025.
1. Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared
present.
*Chair and Trustees gave thanks to Veterans for their service.

Chris Garrett referred to the reports included in the agenda packet. Discussion was held.

Chris Garrett, Shellie Wingert, and Art Haddaway presented the item and discussion was held.
*At 10:54 am David Chomey left the meeting.
*At 1 1:04 am Bryan Spriggs left the meeting and returned at 1 1:05 am.
6. Discussion relating to Economic Development and Opportunities
Chris Garrett reported that Sports Park design plans are 90% complete, the Economic Development
Strategic Plan is about two-thirds complete with presentation anticipated at the December City
Council Worksession. Discussion was held.
7. Report from City Manager
Chris Garrett reported the appointment of Councilor Jamie Dunn to the Ward 4 City Council seat. Filing
dates for the Ward 4 seat will be December 1=t through 3rd for the February election, and City staff has
kicked off the 2027 Budget.

8. Report from Trustees
Chelsea Feary, reported on an upcoming job fair in January, and the State of the City Breakfast in
December. Skip Mefford complimented the road conditions on 96th Street.

Garnett Road Widening (E 106th St N to E 116th St N)
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 8, 2025, with completion anticipated in
September 2026.
12" water line relocation continues along the westside of Garnett Rd.
- E 96th St N from approximately N 1191h E Ave to N 129th E Ave Improvements -
West Phase
- In April 2025, City Council approved a construction contract with Grade Line
Construction.
- Construction commenced in May 2025.
- Contractor demobilized on November 10, with work scheduled to resume on
January 5, 2026.
- Completion is scheduled to occur in early April 2026.
E 106th St N and N 129th E Ave Intersection Improvements
- Engineering design is 100% complete.
- ODOT is scheduled to award the construction contract to Becco Construction in
December 2025.
- Construction is expected to commence in March 2026.
E 961h St N and N 1451h E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with Garver
LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation commenced in March 2025, with completion expected by
December 2025; followed by construction in September 2026.
E 96th St N from N 134th E Ave to N 1451h E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners; followed by
utility relocation in 2026.
Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- The Administration facility is moving toward a February 2026 completion with
painting, fixtures, and flooring underway.
Contractor continues with the installation of plumbing, electrical and sheet rock
at the Field Operations and Fleet/Facility Maintenance facilities. Completion is
scheduled to occur in April 2026.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Contractor has installed the walls and ceiling. In addition, internal work will
commence within the next couple of weeks.
- Water and wastewater infrastructure installation is ongoing.
Ranch Creek Trail Project
- Design agreement was approved by City Council September 2024.
- Land purchase agreement with Bailey Trust is expected to go before City Council
for consideration in December 2025.
117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Contractor has installed approximately 3,200 LF of force main, with completion
still on schedule for January 2026.
E 861h St N and N 1615t E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment in July 2026.
E 86th St N Bridge Replacement
- Engineering design is 90% complete.
- Right-of-way obtainment is on hold. Staff has directed the engineering consultant
to re -analysis the bridge design in order to convey additional stormwater under
the bridge without causing an adverse impact.
E 106fh St N from N 1291h E Ave to N 145'h E Ave Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- The engineering consultant is expected to have 90% plans for staff review by July
2026.
E 96fh St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- Engineering consultant is scheduled to have 60% plans for staff review by February
1, 2026.
E 8011 St N from Main St to Garnett Rd
- Engineering design agreement was approved by City Council on January 21,
2025.
- Engineering design is ongoing, with 30% plans for staff review by January 2026.
- US 169 Improvements/E 661h St N to E 861h St N
- ODOT opened bids in May 2025, with construction expected to commence in
February 2026.
E 76th St N Water Line Replacement Project
- In February 2025, OPWA approved a construction agreement with Creek
Construction, LLC.
- Water quality and pressure testing is complete.
- The new 16" water transmission line is in service.
