THURSDAY, DECEMBER 11, 2025
The Owasso Economic Development Authority met in regular session on Thursday, December 11, 2025, at
City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public
Meeting filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted
at City Hall, 200 South Main Street at 5:00 pm on Tuesday, December 9, 2025.
1. Call to Order - Vice Chair Dennis Phillips called the meeting to order at 10:00 am. A quorum was
declared present.

STATUS REPORT
January 6, 2026
- Garnett Road Widening (E 106th St N to E 116th St Nl
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 8, 2025, with completion anticipated in
September 2026.
- The 12" water line relocation continues along the westside of Garnett Rd. In addition,
the contractor is preparing the site for the new bridge placement.
E 961h St N from approximately N 1191h E Ave to N 129th E Ave Improvements -
West Phase
- In April 2025, City Council approved a construction contract with Grade Line
Construction.
- Construction commenced in May 2025.
- Contractor demobilized on November loth, with work resuming on January 5, 2026.
- Completion is scheduled to occur in early April 2026.
E 106th St N and N 129th E Ave Intersection Improvements
- Engineering design is 100% complete.
- Construction is expected to commence in March 2026.
E 96th St N and N 145th E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with Garver LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation commenced in March 2025, with completion expected by March
2026; followed by construction in September 2026.
E 96th St N from N 134th E Ave to N 145th E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners; followed by
utility relocation in 2026.
Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- The Administration facility is moving toward a February 2026 completion with
painting, fixtures, and flooring underway.
- Contractor continues with the installation of plumbing, electrical and sheet rock at
the Field Operations and Fleet/Facility Maintenance facilities. Completion is
scheduled to occur in April 2026.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Progress continues with the underground infrastructure. In addition, the contractor
continues with the interior work within the facility.
Ranch Creek Trail Project
- Design agreement was approved by City Council in September 2024.
- Land purchase agreement was approved by City Council in December 2025.
- Environmental study is complete.
- Upon receiving feedback from the environmental consultant, GH2 will submit an
exhibit of the alternate trails for review in January 2026.
117th Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Contractor has installed approximately 3,200 LF of force main, with completion still on
schedule for January 2026.
- Contractor is in the process of installing the last of the new sewer line up to the liff
station. Once completed, pressure testing will begin.
- When pressure testing is complete, the contractor will focus on connecting the line
into the pump station and divert the flow to the new system.
E 86th St N and N 161st E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment in July 2026.
E 86th St N Bridge Replacement
- Engineering design is 90% complete.
- Right-of-way obtainment is on hold. Staff has directed the engineering consultant to
re -analyze the bridge design in order to convey additional stormwater under the
bridge without causing an adverse impact.
- E 106th St N from N 129th E Ave to N 1451h E Ave Improvements
- Engineering design agreement was approved by City Council on January 21, 2025.
- ROW acquisition should begin in the first quarter of 2026.
- The engineering consultant is expected to have 90% plans for staff review by July 2026.
E 961h St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 21, 2025.
- Staff has been reviewing options for the new round -about at Mingo.
- ROW acquisition should begin in the first quarter of 2026.
- Engineering consultant is scheduled to have 60% plans for staff review by February 1,
2026.
E 86th St N from Main St to Garnett Rd
- Engineering design agreement was approved by City Council on January 21, 2025.
- Engineering design is ongoing, with 60% plans for staff review by January 2026.
US 169 Improvements/E 661h St N to E 86th St N
- ODOT opened bids in May 2025, with construction expected to commence in February
2026.
E 76th St N Water Line Replacement Project
- In February 2025, OPWA approved a construction agreement with Creek Construction,
LLC.
- The new 16" water transmission line is in service.
- Cleanup is underway with completion by the end of January 2026.
