Monday, January 12, 2026
The Owasso Planning Commission met in regular session on Monday, January 12, 2026, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Thursday, December 11, 2025; and the agenda filed in the office of the City Clerk and posted at Owasso City
Hall, 200 South Main Street, at 5:00 pm on Thursday, January 8, 2026.
1. Call to Order - Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Smith led the flag salute.

Consideration and appropriate action relating to a request to amend the GrOwasso 2035 Land Use Master
Plan designation from Residential to Transitional for approximately 5.00 acres +/-, located at 13601 East

Alexa Beemer presented the item, recommending approval. Staff received one written comment, and
two audience members spoke. Mr. Vines moved, seconded by Mr. Inouye, to recommend approval to
the City Council (no TAC comments for this item):

7. Consideration and appropriate action relating to a request for the rezoning (OZ 25-07) of approximately

9190 North Garnett Road; and two site plan reviews - Owasso 8th Grade Addition, located at 13901 East
86th Street North, and Owasso First Church Addition, Phase II, located at 10100 North Garnett Road.

As we discussed a few weeks back, please read this letter during the upcoming public hearings for the above referenced
proposed zoning change meetings on January 12th and 20th, 2026, (or any other dates if the meeting dates get
revised). Thanks so much.
My name is David Geer. My wife and I have resided at 9856 N 136th E Ave in Owasso since November of 2003. Our
property is at the end of a dead-end street that is just north of the (2) properties requesting this zoning change.
My wife and I are not in favor of this zoning change. It would sandwich the (6) residential, single-family homes on our
street between the large, newly constructed Cypress Crossing apartments and any businesses located on the (2)
properties in question.
As referenced in a Tulsa World article on January 10th of 2006, these (2) properties were part of another zoning change
request from residential to office moderate that was denied. The article states "The Owasso Planning Commission and
the Tulsa Mtropolitan Area Planning Commission had voted last year to maintain the residential zoning. The Indian
Nations Council of Governments, which provides staff support to the Tulsa planning commission, also opposed the
change because it does not comply with Owasso's land -use plan, which says the area must stay residential."
My wife and I would only consider supporting a zoning change of this type if a serious developer could produce a P.U.D.
that included not only the (2) properties currently in question, but the other (6) properties on 136th E Ave just north of 96th
St. N.

BACKGROUND:
The Community Development Department received a request for the rezoning of property located
north of the northeast corner of East 86t" Street North and North 145t" East Avenue. The subject
property is approximately 1.136 acres and is currently zoned Residential Multi -Family (RM) under OPUD-
15A. The applicant is requesting a rezoning to Commercial Shopping (CS) under OPUD 15A.

ANALYSIS:
• The applicant is requesting rezoning to allow future commercial development on the property.
• The subject property was annexed into Owasso City Limits in 1998 (Ordinance 582).
• The GrOwasso 2035 Land Use Master Plan designates the property for future Commercial uses;
o As such, assigning a zoning of CS to the subject property is consistent with the long-
range vision for the property laid out in the Master Plan.
• The subject lot as depicted in the requested rezoning meets the bulk and area requirements
stipulated in the Owasso Zoning Code and the OPUD-15A document for CS zoned property.
o The OPUD 15A document will continue to govern the property if the rezoning is
approved, and all development must comply with its provisions.
• The property is currently unplatted and must be platted prior to the issuance of any building
permits on the property.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the
property; water service will be provided by Rogers County Rural Water District #3.
• Any development on the subject property must comply with all applicable development,
zoning, and engineering requirements of the City of Owasso.

The Technical Advisory Committee (TAC) reviewed this item at their regular meeting on January 21,
2026. Comments from that meeting have been included in this Planning Commission agenda packet.
RECOMMENDATION:
In developing a recommendation, staff evaluated Oklahoma State Statute, Title 11, Chapter 1, Part 1,
Article XLIII and Chapters 6 and 15 of the Owasso Zoning Code. Following this evaluation, staff
concluded that the subject rezoning requests meet all of the legal requirements for approval.
As such, staff recommends approval of rezoning request OZ 26-01, rezoning the subject property from
Residential Multi -Family (RM) to Commercial Shopping (CS) under OPUD 15A.

The Community Development Department received an application to abandon the previously
approved OPUD 23-06. The subject property, located at 10094 North 97t" East Avenue, is
approximately 2.50 +/- acres and is zoned Residential Neighborhood Mixed (RNX) under OPUD
23-06. The abandonment is proposed to allow development of a single-family neighborhood on
the property. A concurrent plat vacation request has also been submitted to vacate the final
plat of Corrigan Glen.

ANALYSIS
• The subject property was annexed into Owasso City Limits in 2015 (Ordinance 1053).
• OPUD 23-06 was approved by the Owasso City Council in October of 2023 (Ordinance
1215). The PUD allowed for the construction of 3 quadplexes, and its development
standards were written exclusively to accommodate multi -family development.
• The applicant now intends to shift from the approved multi -family quadplex
development to a single-family neighborhood.
To facilitate this proposed change, the applicant is requesting abandonment of
OPUD 23-06 and a return to the base zoning of RNX.
o No change to the base zoning is requested, as RNX allows single-family uses by
right.
o A concurrent request has also been submitted to vacate the Corrigan Glen final
plat. If approved, the applicant intends to replat the property to subdivide it into
individual single-family lots.
• Approval of the PUD abandonment would render all development standards within the
OPUD 23-06 document null and void, and those regulations would no longer govern the
development of the property.

Glen plat at their regularly scheduled meeting on January 21, 2026. No comments were made
concerning this item.
RECOMMENDATION

outlined in Oklahoma State Statute Title 11, Chapter 1, Part 1, Article XLIII. Following this
evaluation, staff concluded that the request meets all legal requirements for approval.

BACKGROUND
The Community Development Department received an application for review and approval of
a final plat vacation for Corrigan Glen. The subject property, located at 10094 North 97t" East
Avenue, is approximately 2.50 +/- acres and is zoned Residential Neighborhood Mixed (RNX)
under OPUD 23-06. The purpose of the plat vacation is to prepare the property for a future replat
that would subdivide the site to accommodate proposed single-family homes. A concurrent
PUD Abandonment request, to abandon OPUD 23-06, has also been submitted for the subject
property.

ANALYSIS
• The subject property was annexed into Owasso City Limits in 2015 (Ordinance 1053).
The original final plat for Corrigan Glen was approved by the Owasso City Council in
September of 2024 and filed with Tulsa County Clerk's Office in November of 2024 (Plat
#7172).
The original plat consisted of 1 Lot on 1 Block, to accommodate 3 quadplexes, as
approved under OPUD 23-06.
• The applicant now proposes to shift from the approved multi -family quadplex
development to a single-family residential neighborhood.
o To facilitate this proposed change, the applicant is requesting a plat vacation. If
the vacation is approved, the applicant intends to follow up with a replat of the
subject property, effectively subdividing the property into individual single-family
lots.
The applicant has also submitted a concurrent request to abandon OPUD 23-06
and revert the zoning on the property to the base zoning of RNX.
• Approval of the plat vacation would void the original final plat, eliminating all associated
easements, dedications, access limits, and lot lines.

The Technical Advisory Committee (TAC) reviewed the plat vacation request for the Corrigan
Glen plat at their regularly scheduled meeting on January 21, 2026. No comments were made
concerning this item.
RECOMMENDATION
In developing a recommendation, staff evaluated the plat vacation on the criteria outlined in
Section 1.6 of the Owasso Subdivision Regulations and Oklahoma State Statute Title 11, Chapter
1, Part 1, Article XLII. Following this evaluation, staff concluded that the request meets all legal
requirements for approval.
As such, staff recommends approval of the vacation of the final plat for Corrigan Glen (Plat #7172).

ANALYSIS
• The subject property was annexed into Owasso City Limits in October of 1998 (Ordinance
587) .
• The Preliminary Plat for this property was approved by the Owasso Planning Commission
in December of 2022.
• The proposed Final Plat for Lot 3 of Block 2 of Bailey Ranch Commercial consists of one lot
on one block on approximately 4.068 acres.
o The proposed lot as depicted on this Plat meets the bulk and area requirements
stipulated in the Owasso Zoning Code for CG-zoned property and the OPUD 06-
04 document.
• Access for the site will be provided through two access points off of North 110t" East
Avenue and an existing mutual access easement (MAE) originating from East 103rd Street
North.
• Detention is provided for offsite in another part of the Bailey Ranch Commercial
development and drainage will be conveyed to this through dedicated drainage
easements. As such, there are no reserve areas depicted on the Final Plat.
• Perimeter and interior utility easements are shown on the Plat allowing utility companies
adequate access to service the subdivision.
