THURSDAY, JANUARY 8, 2026
The Owasso Economic Development Authority met in regular session on Thursday, January 8, 2026, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Thursday, December 11, 2025, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 4:00 pm on Tuesday, January 6, 2026.
1. Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared
present.

STATUS REPORT
February 3, 2026
- Garnett Road Widening (E 106fh St N to E 116'h St N)
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 81h, 2025, with completion anticipated
in September 2026.
- The 12" water line relocation continues along the west side of Garnett Rd. In
addition, storm drainage installation is expected to begin within the next two
weeks.
E 96th St N from approximately N 11 P E Ave to N 129fh E Ave Improvements -
West Phase
- In April 2025, City Council approved a construction contract with Grade Line
Construction.
- Construction commenced in May 2025.
- Work has begun on the storm drainage system relocation on North 119fh E Avenue.
- Asphalt repairs along North 121st East Ave are underway in preparation for milling
and asphalt overlay.
- Final completion is anticipated in early April 2026.
E 106fh St N and N 129th E Ave Intersection Improvements
- Construction is scheduled to commence in March 2026, with completion by
December 2026.
- E 96th St N and N 145+h E Ave Intersection Improvements
- Utility relocation commenced in March 2025, with completion expected by March
2026; followed by construction in Summer 2026.
E 96th St N from N 134'h E Ave to N 1451h E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners.
- Utility relocation expected to commence in Spring 2026.
Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- The Administration facility is nearing completion with a scheduled punch list walk
through for February 6th.
- Furniture installation should begin shortly thereafter, with occupancy by late -
February 2026.
- Field Operations/Fleet and Facility Maintenance occupancy is anticipated in
late -March 2026.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Water and sanitary sewer installation is complete. In addition, the contractor
continues with the interior work within the facility.
Ranch Creek Trail Project
- Design agreement was approved by City Council in September 2024.
- Land purchase agreement was approved by City Council in December 2025.
- Environmental study is complete.
- Upon receiving feedback from the environmental consultant, GH2 submitted an
exhibit of the alternate trail routes for review in January 2026.
- 117th Force Main Replacement
- Contract Award was approved by OPWA Trustees Feb 4th, 2025.
- Contractor has completed installation of the main sewer line, and it has passed
the pressure test.
- Contractor is installing a bypass pumping system to make final connections to
the pump station.
- Final completion is expected in February 2026.
E 861h St N and N 161st E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment in July 2026.
E 86th St N Bridge Replacement
- Engineering design is 80% complete.
- Recently, staff met with the design engineer. Design engineer is proceeding with a
bridge design that will accommodate a 100-year event.
E 106th St N from N 129th E Ave to N 145th E Ave Improvements
- Engineering design agreement was approved by City Council on January 211t,
2025.
- ROW acquisition should begin in the first quarter of 2026.
- The engineering consultant is expected to have 90% plans for staff review by July
2026.
E 961h St N from Minao Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 211t,
2025.
- Staff has been reviewing options for the new round -about at Mingo Rd.
- ROW acquisition should begin in the first quarter of 2026.
- Engineering consultant is scheduled to have 60% plans for staff review by February
2026.
E 861h St N from Main St to Garnett Rd
Engineering design agreement was approved by City Council on January 2151,
2025.
Engineering design is ongoing, with 60% plans for staff review by February 2026.
US 169 Improvements/E 66th St N to E 86th St N
- ODOT opened bids in May 2025, with construction scheduled to commence on
February 161h, 2026, with completion by August 2026.
- E 76th St N Water Line Replacement Proiect
- In February 2025, OPWA approved a construction agreement with Creek
Construction, LLC.
- Project is complete.
