HomeMy WebLinkAbout2026.01.12_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Monday, January 12, 2026 The Owasso Planning Commission met in regular session on Monday, January 12, 2026, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Thursday, December 11, 2025; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall, 200 South Main Street, at 5:00 pm on Thursday, January 8, 2026. 1. Call to Order - Mr. Smith called the meeting to order at 6:00 p.m. 2. Flag Salute - Mr. Smith led the flag salute. 3. Roll Call - A quorum was declared present. PRESENT: ABSENT: STAFF: David Smith - Chair Kelly Lewis Brian Dempster, Community Development Director Brian Cook - Vice Chair Alexa Beemer, Planning Manager Kent Inouye Cyndi Townsend, Recording Secretary David Vines 4. Presentation of the Character Trait of Discipline - Alexa Beemer presented the character trait for January. 5. Consideration and appropriate action relating to the minutes of the December 8, 2025, Regular Meeting Mr. Smith moved, seconded by Mr. Inouye, to approve the minutes as presented. YEA: Vines, Smith, Cook, Inouye NAY: None Motion carried: 4-0 6. Consideration and appropriate action relating to a request to amend the GrOwasso 2035 Land Use Master Plan designation from Residential to Transitional for approximately 5.00 acres +/-, located at 13601 East 96th Street North and 9610 North 1361h East Avenue (related to Rezoning Application OZ 25-07) Alexa Beemer presented the item, recommending approval. Staff received one written comment, and two audience members spoke. Mr. Vines moved, seconded by Mr. Inouye, to recommend approval to the City Council (no TAC comments for this item): YEA: Cook, Inouye, Smith, Vines NAY: None Motion carried: 4-0 Consideration and appropriate action relating to a request for the rezoning (OZ 25-07) of approximately 3.87 acres +/-, located at 13601 East 96rh Street North and 9610 North 136th East Avenue, from Agriculture (AG) to Office (0), contingent upon approval of the related Land Use Master Plan Amendment Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mr. Vines moved, seconded by Mr. Inouye, to recommend approval to the City Council (no TAC comments for this item): YEA: Smith, Vines, Cook, Inouye NAY: None Motion carried: 4-0 8. Community Development Report - Brian Dempster reported on the monthly building report and permit activity for December 2025. 9. Report on items from the December 17, 2025 Technical Advisory Committee (TAC) Meeting - Brian Dempster reported on a pulled Specific Use Permit (SUP 25-04) application for Quick Quack, located at 9190 North Garnett Road; and two site plan reviews - Owasso 8th Grade Addition, located at 13901 East 86th Street North, and Owasso First Church Addition, Phase II, located at 10100 North Garnett Road. 10. Report from Planning Commissioners -None. 11. New Business - None. 12. Adjournment - Mr. Smith moved, seconded by Mr. Cook, to adjourn the meeting.
