From fiscal year 2007 through fiscal year 2016, OPWA revenues increased 59%while operating expenses increased 85%. As a result, operations began operating at a loss beginning with fiscal year 2014, and unrestricted reserves were substantially depleted. In response, City Council adopted a 5-year utility rate plan in 2016 aimed at restoring fund balances and addressing rising operational costs, while also providing funding for necessary capital infrastructure, including an upgrade of the wastewater treatment plant. The rate structure in the 5-year plan was designed to enable the City to develop a long-term capital plan and enable commercial and residential customers to budget for the upcoming changes. Prior to the implementation of the plan, utility rate increases were inconsistent with small rate increases being followed by 6% increases. In 2021, City Council extended the 5-year utility rate plan, establishing an annual rate increase of 3%. This placed the Stormwater Management Fund and OPWA in a position to be able to move forward with much needed utility capital improvements. Owasso businesses and residents were also able to plan for the consistent 3% increases. As part of the 5-year plan, the City reviews utility revenues, expenses and capital needs annually in order to maintain a healthy fund balance that is capable of sustaining operations and providing uninterrupted service to customers. 3 Where are we now? Water purchase costs from the Tulsa Metropolitan Utility Authority (TMUA) seem to have stabilized, but the future is unknown. • Prior to the implementation of the 5-year rate plan in fiscal year 2016, the rate charged to the City by TMUA had increased by 58% over the previous 9 years, outpacing the increase passed on to OPWA customers. • Since the implementation of the 5-year rate plan, the rate has increased 1.7%. • TMUA can increase the rate charged to the City at any time. 2. Numerous major capital improvement projects and equipment purchases have been funded by OPWA in recent years: • Wastewater Treatment Plant Expansion - $23.3 million • Ranch Creek Sewer Interceptor Upgrade - $6.2 million • Coffee Creek Sewer Lift Station Upgrade - $5.5 million • 1 17th Street Force Main Upgrade - $3.0 million • Public Works Facility Engineering - $2.8 million • Elm Creek Interceptor Upgrade - $2.0 million • Various Water Projects - $1.8 million • Morrow Sewer Extension - $1.6 million • Bird Creek Waterline Replacement (Phase I) - $1.5 million • Owasso Market Gravity Sewer Line - $1.0 million • Recycle Center Expansion & Equipment - $0.9 million • Ultraviolet Disinfection Equipment - $0.5 million • Refuse Truck Purchase - $0.4 million • Vactor Truck Purchase - $0.3 million 3. Construction costs have escalated substantially over recent years causing the need for additional funding. • From 2020 to 2025, the material cost for a 6-inch water line has increased 152%. The material cost for an 8-inch water line has increased 178%. 4. Tipping fees for refuse and recycle have increased drastically in recent years. • Per ton tipping fees have more than doubled since 2022. • Tipping fees continue to increase each year- percentage is linked to annual CPI increase. 4 Where are we now? 5. Operational costs have also increased significantly in recent years. • OPWA labor costs have increased 32% from FY2020 to FY2025. • In 2020, an automated refuse truck cost $310,000, compared to $400,000 in 2024. • Since 2023, the cost to replace an average residential water meter has increased 22%. b. To continue providing the current level of service to our citizens, the following major capital improvements and purchases, totaling approximately $38 million, are needed within the next five years: • Service Road Lift Station Rehab - $9.5 million • Hale Acres Drainage Improvements - $5.0 million • Regional Detention Pond - $4.3 million • Bird Creek Waterline Replacement (Phase II) - $4.0 million • Country Estates Drainage Improvements - $3.4 million • Refurbishment of Wastewater Treatment Plant Clarifiers - $2.8 million • Original Town Drainage Improvements - $2.0 million • Three Lakes Drainage Improvements - $2.0 million • Various Water projects - $1.9 million • Purchase of Refuse Trucks and Roll -Off Containers - $1.7 million • Stormwater Machinery and Equipment - $0.9 million • Hillside Wastewater Collection System Rehab - $0.8 million 7. Current utility fees will not enable the funding of these much -needed capital projects. Even by spreading the cost of these projects over multiple years through debt financing, additional revenues will be needed to fund the required debt service. E Major Considerations in Making Utility Rate Recommendations Some of the more important factors affecting future utility rate requirements are listed below: 1. Estimated 5% annual growth in operating costs. 2. Annual increases in labor costs, including the need for additional personnel. 3. Continued growth in residential and commercial customers. 4. Potential increases in the water rate charged by TUMA. 5. Increased debt service payments needed to fund the capital projects to maintain current water, sewer, refuse, and stormwater services and to increase capacity for growth in population. 6. In recent years, revenues have exceeded expenses largely due to the timing of expenditures for large, on -going infrastructure projects. Additional capital improvement projects are currently needed to address our growing population and to continue providing quality, uninterrupted services to our citizens. The proposed fiscal year 2027 budget (reflected above) includes funding for some of these improvements. Without additional loan funding, the OPWA fund balance will be depleted (red marker). Annual debt service payments for the operation of OPWA, funded by utility revenues, are reflected above. Debt service payments for existing debt is reflected by the red bars. Payments for the proposed additional debt financing is reflected by the gray bars. To fund the additional debt service payments, without impacting current operations, additional funding for OPWA is required. E Water System OPWA currently purchases all of its treated water on a wholesale basis from the Tulsa Metropolitan Utility Authority (TMUA). OPWA is billed monthly by TMUA under a "sole source" contract. TMUA annually reviews and adjusts the price of water to all customers, including OPWA. The most recent adjustment was a 1.7% increase effective October 2017, bringing the rate charged by TMUA to OPWA, as of October 1, 2025, to $3.50 per thousand gallons on a uniform rate structure. Currently, Owasso has no other alternate source of water, such as its own back-up water treatment system or a connection to another neighboring water system. The Owasso Public Works Authority has experienced a 7% growth in the number of water customers over the past ten years. 9 Water Consumption Water consumption is largely driven by weather conditions and number of customers. The chart below presents water consumption information for the past ten fiscal years. Customer billings are calculated by adding the tier usage rates per thousand gallons to the monthly base rate. Current rates were effective October 2025. The system consists of a collection system, eight lift stations and a wastewater treatment plant at 600 S. Main. Residential customers are charged a monthly sewer charge that is based on their average usage for the year. All project proposals submitted for funding through the CDBG Program must document the achievement of at least one (1) of the following national objectives: ➢ Provide benefit to low- and moderate -income persons; Aid in the prevention or elimination of slums or blight; and ➢ Meet other community development needs having particular urgency or posing a serious or immediate threat to the health or welfare of a community. ANTICIPATED FUNDING: On February 19, 2026, the Indian Nation Council of Governments (INCOG) provided information regarding the 2026 CDBG application. The completed application is due no later than April 10, 2026. Owasso is a part of an Urban County and as such does not compete for the funding through the State Department of Commerce. Last year, Owasso received an estimated allocation of $159,894.62 for the 2025 CDBG funding cycle; staff anticipates receiving a similar amount this year, per INCOG. HISTORY: In the past, the Owasso has utilized CDBG monies for sidewalk, sanitary sewer, street, and park improvements. In 2014, Housing of Urban Development (HUD) changed the income limits that determined if individuals and families qualified as "low to moderate income" households. HUD's formula used Census Tracts as the geography to determine if an area qualifies or does not. As a result, Owasso conducted two different rounds of door-to-door surveys to qualify the Hale Acres neighborhood, a smaller geographic area within a larger Census Tracts. Since 2017, the city has used its CDBG allocation to replace and/or upgrade sanitary sewer and water lines in this neighborhood. The Hale Acres neighborhood's qualifying status expired with last year's cycle, in 2025. Staff anticipates attempting to re -qualify the Hale Acres neighborhood for next year's funding Cycle (2027). PUBLIC MEETING: Per INCOG, a public meeting is required in order to receive feedback concerning the proposed use of these CDBG funds. As such, said public meeting is scheduled to occur at 3pm, in the Community Development Conference Room at City Hall, on March 17, 2026. FY 2026 CDBG Application and Grant Page 2 of 2 PROPOSED 2026 PROJECT: Based on materials provided to staff by INCOG, it appears that the city now has a number of auto - qualifying Census Tracts eligible for funding without the need to conduct qualifying surveys. One such Census Tract, Tract 58.01, covers the majority of the Original Town area of the city. Staff is proposing a number of pedestrian improvements within this Census Tract as the proposed project for the 2026 CDBG grant cycle. Specifically, the following two major improvements would be conducted as a part of this project- • A signalized pedestrian crossing, in the form of a high -intensity activated crosswalk beacon (HAWK beacon), is being proposed at the intersection of North Main Street and 8th Street. o This will help provide a safer experience for those on foot, on wheels, or otherwise, as they navigate the crossing along Main Street. a 8rh Street was chosen as the location as it provides a mid -block crossing on the north side of Main Street, adjacent to a number of residential neighborhoods. Additionally, 8rh Street lines up with the northern edge of Rayola Park, meaning a large amount of pedestrian traffic has been anecdotally observed at this location. A number of sidewalks within Rayola Park are proposed to be repaired and replaced, specifically in places where they have been eroded by the adjacent creek. o This will not only help bring the walking trails within Rayola Park closer to compliance with ADA requirements, it will also provide a safe and more pleasant experience for those who are traversing the park by eliminating a number of trip -hazards. The exact amount of linear footage of sidewalk that needs to be repaired and replaces shall be determined by staff ahead of the submittal of the 2026 funding cycle grant application. Staff anticipates conducting a walking audit of the site and identifying specific areas of concern in the next week or so. Staff anticipates these proposed improvements will be a good project to conduct for this funding cycle, while the city works to re -qualify Hale Acres for future funding cycles. The subject property, located at the northwestern corner of East 96th Street North and North 119th East Avenue, is approximately 3.90 +/- acres and is zoned Commercial Shopping (CS) within the US-169 Overlay District. The purpose of the plat vacation is to prepare the subject property for a concurrent replat request that would subdivide the site to accommodate proposed commercial development. A concurrent replat request has also been submitted for this subject property. SUBJECT PROPERTY/PROJECT DATA: Property Size 3.90 acres +/- Land Use Master Plan Commercial Current Zoning CS Proposed Use Commercial Platted Lots/Blocks Portion of Lot 1, Block 2 Within a PUD? ANALYSIS: • The subject property was annexed into Owasso City Limits in 1997 (Ordinance 559). • The original final plat for Owasso Market II was approved by the Owasso City Council in July of 2000 and subsequently filed with the Tulsa County Clerk's Office in February of 2001 (Plat #5508). The original plat consisted of 5 Lots on 2 Blocks, with a substantial detention easement located within the southern portion of Lot 1, Block 2 of said plat. This area encompasses the subject property involved in this partial plat vacation request. In 2007, the City began design and construction of a regional detention facility located south of the southwestern corner of East 961h Street North and Garnett Road. o Said regional detention facility provided additional detention capacity for much of the undeveloped area around the 96th Street/Garnett Road intersection - including the subject property. As the regional detention facility is now operational, the drainage easement covering the subject property is now considered redundant and is no longer needed. Page 2 Partial Plat Vacation - Owasso Market II • Given that, the applicant would like to 'reclaim" the subject area for future commercial development. Upon annexation, the applicant is requesting the property be brought into Owasso City Limits as Public Facilities (PF) via accompanying rezoning request (OZ 26-02). Upon Staff review, it was determined that including this overlap in the OA 26-01/OZ 26-02 request with current annexed property would not cause any issues with the proposed request or future related ordinance. • Typically, property is assigned a zoning of Agriculture (AG) by default upon annexation. The applicant can also request the property retain the County's corresponding zoning designation under the Owasso Zoning Code, or seek a concurrent rezoning based on what the GrOwasso 2035 Land Use Master Plan prescribes. o In this case, the applicant is requesting that the subject property be annexed and assigned a zoning of PF, via a concurrent rezoning request. • The GrOwasso 2035 Land Use Master Plan identifies the subject property for future "Residential" and "Parks/Recreation" uses. OA 26-01 /OZ 26-02 Page 2 o The City has purchased the subject property with the intention of developing a large trail system and park, thus developing a "Public/Institutional" or "Parks/Recreation" use on the property. The Master Plan allows for such public uses within all designations. o As such, assigning a zoning of PF to the subject property upon annexation is consistent with the Master Plan. • The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the property.
