Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared present. Present: Absent: Vice Chair- Dennis Phillips Trustee - Alvin Fruga Chair- Skip Mefford Secretary - Chelsea Feary Trustee - Dirk Thomas Trustee - David Charney Trustee - Bryan Spriggs Staff - City Manager Chris Garrett 2. Report from Trustees Ms. Feary reported that the Chamber of Commerce is hosting a Job Fair on Thursday, March 12th at Tulsa Tech, and a Governor Candidate Forum meeting on Wednesday, May 6th at Tulsa Tech. 8. New Business - None 9. Adjournment Dr. Thomas moved, seconded by Dr. Spriggs, to adjourn the meeting. MaiwSt Owasso; OK 74055 City of Owasso Public Work Department STATUS REPORT March 3, 2026 Garnett Road Widenina (E 1061h St N to E 116th St N) - In July 2025, City Council approved construction contract with R&L Construction. - Construction commenced on September 8, 2025, with completion anticipated in September 2026. - The 12" water line relocation is approximately 50% complete. - Stormwater conveyance and sanitary sewer infrastructure are being installed, including the large drainage structure under Garnett Rd. E 96th St N from approximately N 119th E Ave to N 129th E Ave Improvements - West Phase - In April 2025, City Council approved a construction contract with Grade Line Construction. - Construction commenced in May 2025. - On March 3rd, contractor commenced with milling E 96 St N. Once complete, the asphalt overlay will begin. - Once E 96 St N is complete, the asphalt mill and overlay will commence on N 121 E Ave from E 96 St N to Garnett Rd. - Final completion is anticipated in April 2026. E 106th St N and N 129th E Ave Intersection Improvements - Construction is scheduled to commence on March 16, 2026, with completion by December 2026. E 96th St N and N 145th E Ave Intersection Improvements - Utility relocation commenced in March 2025, with completion expected by March 2026; followed by construction in July 2026. - E 961h St N from N 134th E Ave to N 145th E Ave Improvements - In July 2022, City Council approved an engineering agreement with Garver Engineering. - Engineering design is approximately 80% complete. - Right-of-way obtainment continues with I of the 14 property owners. - Utility relocation expected to commence in April 2026. Public Works Facility - In October 2022, OPWA approved an architectural/engineering agreement with Beck Design. - A Certificate of Occupancy has been given for the Administration Facility. - Punch list work continues and a final walk through is scheduled for March 6th. - Administrative staff anticipates operating out of the new facility during the week of March 16th. - Field Operations/Fleet and Facility Maintenance occupancy is anticipated in early -April 2026. Parks Facility - In June 2025, City Council approved a construction contract with Magnum Construction. - Completion is expected to occur in mid -March 2026. Ranch Creek Trail Project - Design agreement was approved by City Council in September 2024. - Land purchase agreement was approved by City Council in December 2025. - Environmental study is complete. - Design is ongoing with completion by the summer of 2026. 117th Force Main Replacement - Contract Award was approved by OPWA Trustees February 4, 2025. - Contractor has completed installation of the main sewer line, and it has passed the pressure test. - Contractor is installing a bypass pumping system to make final connections to the pump station. - Final completion is expected in March 2026. E 861h St N and N 16V E Ave Intersection Improvements - Engineering design is approximately 80% complete; followed by right-of-way obtainment in July 2026. E 86fh St N Bridge Replacement - Engineering design is 80% complete. - Recently, staff met with the design engineer. Design engineer is proceeding with a bridge design that will accommodate a 100-year event. - Staff met with Roger's County Commissioner on February 27, 2026. Commissioner Hendrix is still committed with providing funds to assist with the planning and construction phase. - E 106th St N from N 1291h E Ave to N 145th E Ave Improvements - Engineering design agreement was approved by City Council on January 21, 2025. - A Public Meeting to introduce the project was held Tuesday, February 24, 2026. - Right-of-way and easement obtainment is scheduled to commence in March 2026. E 961h St N from Mingo Rd to Garnett Rd Improvements - Engineering design agreement was approved by City Council on January 21, 2025. - Staff has been reviewing options for the new round -about at Mingo Rd. ROW acquisition is expected to commence in May 2026. Staff is currently reviewing the 60% set of engineering plans. E 86th St N from Main St to Garnett Rd - Engineering design agreement was approved by City Council on January 21, 2025. Engineering design is ongoing, with 60% plans for staff review by March 2026. US 169 Improvements/E 66th St N to E 86th St N - Construction is underway, with completion scheduled for August 2026.
