THURSDAY, FEBRUARY 12, 2026
The Owasso Economic Development Authority met in regular session on Thursday, February 12, 2026, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Thursday, December 11, 2025, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 3:00 pm on Tuesday, February 10, 2026.
1. Call to Order - Vice Chair Dennis Phillips called the meeting to order at 10:00 am. A quorum was
declared present

Ms. Feary reported that the Chamber of Commerce is hosting a Job Fair on Thursday, March 121h at
Tulsa Tech, and a Governor Candidate Forum meeting on Wednesday, May 6ih at Tulsa Tech.

Dr. Thomas moved, seconded by Dr. Spriggs, to adjourn the meeting.

Garnett Road Widening (E 106th St N to E 116'h St N)
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 8, 2025, with completion anticipated in
September 2026.
- Water and stormwater line installation is approximately 70% complete.
- Sanitary sewer infrastructure installation is complete.
- E 96th St N from approximately N 1191h E Ave to N 1291h E Ave Improvements -
West Phase
- In April 2025, City Council approved a construction contract with Grade Line
Construction.
- Construction commenced in May 2025.
- Contractor has finished with the median installation.
- Milling and overlay work is in progress, with the final 2" asphalt installation over the
next two weeks along with striping. Completion is anticipated by April 24, 2026.
- N 121 E Ave asphalt mill and overlay will commence in late -April 2026, with
completion in mid -May 2026.
E 106th St N and N 129th E Ave Intersection Improvements
- Construction commenced on March 16, 2026, with completion by December
2026.
- Construction is underway with contractor clearing of the right-of-way as well as
placing temporary culverts for temporary drive lanes.
E 961h St N and N 1451h E Ave Intersection Improvements
- Bid advertisement is scheduled in April 2026, with proposed bid award in May
2026.
- Construction is anticipated to commence in July 2026.
E 96'h St N from N 134'h E Ave to N 145th E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners.
- Utility relocation is expected commence in April 2026.
Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- Administrative staff is operating out of the new facility.
- Field Operations/Fleet and Facility Maintenance occupancy is anticipated in
late -April 2026.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Staff is expected to occupy the new facility by the first of May.
Ranch Creek Trail Project
- Design agreement was approved by City Council in September 2024.
- Land purchase agreement was approved by City Council in December 2025.
- Environmental study is complete.
- Design is ongoing with completion by the summer of 2026; followed by
construction.
1171h Force Main Replacement
- Contract Award was approved by OPWA Trustees February 4, 2025.
- The project has met substantial completion as the force main is now in operation.
- Contractor is working on road repair and yard restoration.
- Final completion is expected in April 2026.
E 86fh St N and N 161st E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment in July 2026.

- Engineering design is 80% complete.
- Land acquisition is scheduled to commence in May 2026; followed by utility
