MINUTES OF REGULAR MEETING
Monday, February 9, 2026
The Owasso Planning Commission met in regular session on Monday, February 9, 2026, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Thursday, December 11, 2025; and the agenda filed in the office of the City Clerk and posted at Owasso City
Hall, 200 South Main Street, at 10:00 am on Thursday, February 5, 2026.
1. Call to Order- Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute -Mr. Smith led the flag salute.
3. Roll Call - A quorum was declared present.

4. Presentation of the Character Trait of Tolerance - Wendy Kramer presented the character trait for February.
5. Consideration and appropriate action relating to the minutes of the January 12, 2026, Regular Meeting
Mr. Cook moved, seconded by Mrs. Lewis, to approve the minutes as presented.

6. Consideration and appropriate action relating to a request for the rezoning (OZ 26-01) of approximately
1.136 acres +/-, located north of the northeast corner of East 861h Street North and North 145th East Avenue,
from Residential Multi -Family (RM) under OPUD 15A to Commercial Shopping (CS) under OPUD 15A
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Vines, to recommend approval to the City Council (no
actionable Technical Advisory Committee (TAC) comments for this item):

Consideration and appropriate action relating to a request to abandon the OPUD 23-06 Planned Unit
Development zoning on approximately 2.50 acres +/-, located at 10094 North 971h East Avenue, zoned
Residential Neighborhood Mixed (RNX) under OPUD 23-06
Alexa Beemer presented the item, recommending approval. There were no comments from the audience.
Mrs. Lewis moved, seconded by Mr. Smith, to recommend approval to the City Council (no TAC comments
for this item):

8. Consideration and appropriate action relating to a request to vacate a filed final plat for Corrigan Glen,
consisting of approximately 2.50 acres +/-, located at 10094 North 97fh East Avenue, zoned Residential
Neighborhood Mixed (RNX) under OPUD 23-06
Alexa Beemer presented the item, recommending approval. There were no comments from the audience.

Consideration and appropriate action relating to a request for a final plat proposing a commercial
development on approximately 4.068 acres +/-, located at the northeast corner of East 103rd Street North
and North 1101h East Avenue, zoned Commercial General (CG) under OPUD 06-04
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mr. Vines moved, seconded by Mr. Inouye, to recommend approval to the City Council subject
to the following TAC comments:
Plat Face:
All section/chapter references refer to the Owosso Zoning Code
• Revise 'N Mingo Rd' to 'N 97th E Ave (N Mingo Rd)' on location map
• Label Kelley Ann subdivision on location map
• Add "under OPUD 06-04" to zoning note
• Label Limits of Access (LOAs) and Limits of No Access (LNAs) along East 103rd Street North and North
110ih East Avenue; remove existing note - no access onto East 103rd Street North
• Label existing Right -of -Way (ROW) widths along East 103rd Street North and North I I01h East Avenue
• Revise off -site callout for southernmost Clarity Holdings lot to "2" (see below)

• Remove lot address placeholders; addresses assigned by Addressing Coordinator at site plan stage
• If 20' drainage easement shown is not dedicated by this plat, provide book/page/instrument number
• Dedicate mutual access easement (MAE) mirroring Oxford Glen plat
• Remove "Phase I" from plat name, for clarity
Deed of Dedication (DoD):
• Remove Sections LH (stormwater detention), 1.1 (trail system), and IJ/J (reserve areas) - these do not
exist on the plat face
■ Section LF: Revise "North Garnett Avenue" to "East 103rd Street North and North 110th East Avenue"
• Add language discussing the proposed drainage easement on the plat; include developer
responsibility to convey lot drainage from on -site to the off -site pond via a stormwater conveyance
system contained within drainage easements
• Add language stating off -site detention is provided via Larkin Bailey Foundation Regional Detention
Pond (8/l/23)
• Add language requiring lot owners to join an association to maintain off -site common areas and
detention pond
• Correct typos throughout the DoD
Miscellaneous:
• Sidewalks are to be installed by the developer along frontages at site planning phase
Public Works:
• Off -site drainage will need permanent easements
• Open -channel off -site improvements allowed only with written approval from off -site property owner
• Offsite improvements must be made to convey stormwater

10. Community Development Report - Brian Dempster reported on the monthly building report and permit
activity for January 2026.
11. Report on Items from the January 21, 2026 Technical Advisory Committee (TAC) Meeting - Brian Dempster
reported on a Lot Combination (OLC 26-01) for Braum's # 156, located at 11503 East 76th Street North, and
two site plan reviews: 713rew Owasso, located at the northwest corner of East 96th Street North and North
1 19th East Avenue; and Classic Chevrolet Owasso Expansion, located at 8501 North Owasso Expressway.
