MINUTES OF REGULAR MEETING
Monday, March 9, 2026
The Owasso Planning Commission met in regular session on Monday, March 9, 2026, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma, per the Notice of Public Meeting filed Thursday,
December 11, 2025; and the agenda filed in the office of the City Clerk and posted at Owasso City Hall, 200
South Main Street, at 1 1:00 a.m. on Wednesday, March 4, 2026.
1. Call to Order - Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Smith led the flag salute.
3. Roll Call - A quorum was declared present.

4. Presentation of the Character Trait of Enthusiasm - Wendy Kramer presented the character trait for March.
S. Consideration and appropriate action relating to the minutes of the February 9, 2026, Regular Meeting
Mr. Cook moved, seconded by Mrs. Lewis, to approve the minutes as presented.

6. Consideration and appropriate action relating to a request to annex (OA 26-01) and rezone (OZ 26-02)
approximately 187.31 acres, located at East 76fh Street North and North Mingo Road, from Agriculture (AG)
in unincorporated Tulsa County and Public Facility (PF) within Owasso City Limits to Public Facility (PF)
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Inouye, to recommend approval to the City Council (no
actionable Technical Advisory Committee (TAC) comments for this item):

7. Consideration and appropriate action relating to a request to rezone (OZ 26-03) approximately 2.89
acres, located at 7801 North Owasso Expressway, from Commercial General (CG) to Industrial Light (IL)
Wendy Kramer presented the item, recommending approval. Staff received one written comment,
which was read into the record. Mr. Inouye moved, seconded by Mr. Cook, to recommend approval to
the City Council (no actionable TAC comments for this item):

8. Consideration and appropriate action relating to a request for a combined preliminary and final plat on
approximately 4.85 acres, located at 405 West 2nd Avenue, zoned Industrial Light (IL), under SUP 25-03
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Mr. Smith, to approve the preliminary plat, subject to the
following TAC comments:
All section/chapter references refer to the Owasso Zoning Code
Plat Face- Preliminary Plat:
• Change the title from "Subdivision Plat" to "Preliminary Plat"
• Add "City of Owasso" to the last line of the title block
• Label the subdivision location on the location map in addition to the hashed shading
• Remove note and line referencing Ordinance No. 716 (annexation), as the property is fully annexed
• Add a 17.5' perimeter utility easement (U/E) along the western property line
• Dedicate a U/E along the eastern property line to eliminate the gap between the property line and
the existing U/E
• Label document number or book/page for the 20' off -site U/E east of the property

• Label right-of-way dimensions along East 76+h Street North and note prior dedication
• Extend contour lines at least 200' beyond the property boundaries
• Add signature block for Mayor and City Clerk
• Label adjacent subdivision to the east
• Show adjacent lot lines; eastern property consists of two separate parcels per the Tulsa County Assessor
Deed of Dedication (DoD):
• Section 4: Change title to "Water and Sanitary Sewer"
• Section 4.C: Remove reference to aerobic systems (not allowed); revise to reflect City sewer service
• Section 6: Replace "dwelling" with "lot" or "development"
• Section 6: Add language requiring elevation certificates for all structures to be submitted to the City of
Owasso and require all finished floor elevations (FFs) be at least 592.9'
• Add Limits of Access / Limits of No Access language
• Add the following standard landscaping language:
• Trees must be planted at least 5' from underground utilities
• Approved landscape plans may not be altered without Community Development approval
• Property owner is responsible for long-term maintenance and replacement of plant material
Public Works Review:
• Show and label existing structures, driveway, lift station, and all existing water, sewer, and storm lines
• Clarify the exact location of the existing structure and associated HVAC/mechanical equipment;
it appears the building may encroach into a WE and slightly over the western property line
• Clarify the exact location of the existing driveway; it appears to extend off -site and conflict with
the Santa Fe Lift Station; if off -site, dedicate a mutual access easement (MAE)
• Show and label FEMA regulatory map boundaries on the plats
• Add note: "A FEMA Letter of Map Change will be filed prior to any improvement in accordance with
City of Owasso Floodplain Development Standards"
• Recommend FF elevations be set as high above base flood elevation (BFE) as possible
• Add note to the plat requiring minimum FF of 592.9'
Final Plat Submittal Requirements:
• Submit separate "Final Plat" that:
• Revises the title to "Final Plat"
• Removes all topographic lines but retains foodplain delineations
• Incorporate all comments above (except Preliminary Plat title change comment)
• Provide a letter from the Oklahoma Corporation Commission confirming oil/gas/dry hole well status; if
applicable, show locations on the plat face

Council, subject to the aforementioned Preliminary Plat TAC comments.

Consideration and appropriate action relating to a request to partially vacate the filed final plat of
Owasso Market II, on approximately 3.90 acres, located at the northwest corner of East 96rh Street North
and North 119rh East Avenue, zoned Commercial Shopping (CS), within the US-167 Overlay District
Alexa Beemer presented the item, recommending approval. There were no comments from the audience.

for this item):

10. Consideration and appropriate action relating to a request to replat property on approximately 3.90
acres, located at the northwest corner of East 96th Street North and North 1191h East Avenue, zoned
Commercial Shopping (CS), within the US-169 Overlay District
Alexa Beemer presented the item, recommending approval. There were no comments from the audience.
Mrs. Lewis moved, seconded by Mr. Inouye, to recommend approval to the City Council, subject to the
following TAC comments:
Plat Face:
• Change the third line of the title block to: "A Portion of Lot 1, Block 2 of Owasso Market II"
• Add City Clerk signature line to the signature block
• Bold property boundary lines for clarity
• Label proposed Limits of Access / Limits of No Access along North 119th East Avenue
• Extend the 25' setback line along the entire eastern boundary; however, within the US-169 Overlay
District, the setback may be reduced to 10'
• Add note along North 119ih East Ave.: "50' Right -of -Way Dedicated Per Plat#5508, Owasso Market II"
• Code allows access from East 961h Street North to Lot 2, provided it is located at least 300' from the
North 1 19+h East Avenue intersection; Limits of Access may be added if desired
• Consider additional MAE along frontage of Lots 2-4; if added, reflect in Section LH of the DoD
• Show all curb cuts along East 96th Street North
• Civil plans show a proposed waterline within the MAE; dedicate a U/E to contain this line
• Label addresses as assigned by the City Addressing Coordinator
• Show floodplain boundaries and FEMA FIRM map number; include note if site is outside floodplain
Deed of Dedication (DoD):
• Change the third line of the title block to "A Portion of Lot 1, Block 2 of Owasso Market II"
• Section I.E.5: Clarify responsibility for detention easement maintenance; current language assigns it to
Lowe's lot owner- confirm accuracy and if correct, provide written acknowledgment from off -site
owner accepting maintenance responsibility
• Add the following standard landscaping language:
• Trees must be planted at least 5' from underground utilities
• Approved landscape plans may not be altered without Community Development approval
• Property owner is responsible for long-term maintenance and replacement of plant material
Miscellaneous:
• Sidewalks along North I I9th East Avenue required at time of individual lot development; enforced
during site plan review
• Consider revising Lot 1, Block 1 to Reserve Area (plat face and DoD) if detention -only and not
buildable
Public Works Review:
• Section I.B: Revise to reflect water service by Washington County RWD #3 only; remove City water
service language
• Revise DoD to consistently reference either "overland drainage easement" or "drainage/detention
easement," as applicable on the plat
RWD#3:
• Site is within Washington Co. RWD #3 service area
• Include RWD#3 specific required plat covenant language
• Minimum 20' U/E required for waterlines and meters (or more if necessary)
• No RWD#3 waterlines currently exist on site, and no service requests have been submitted
• Water meters must be located on the property they serve
• Developer should contact RWD#3 regarding service requirements
• All district requirements must be met at the time water service is requested

activity for February 2026.
12. Report on items from the February 18, 2026 Technical Advisory Committee (TAC) Meeting - Brian Dempster
reported on a Lot Split (OLS 26-01) for Glover Coffee Creek, located at 10505 North Owasso Expressway,
and a site plan review for Braum's # 156, located at 11503 East 76ih Street North.

359 engineering, technical, administrative and management positions planned within the next five
years would be a significant loss to the City of Owasso. With over $20M investment for the new
facility, AAIC and Mingo are committed to growing with Owasso and the state of Oklahoma.
The work and capabilities these companies provide are unique within the aerospace and defense
industry. They are a valuable supplier that Oklahoma cannot afford to lose.

Re: Letter of Support for Zoning Change Request — Mingo Aerospace LLC & AAIC
To the Members of the Owasso Planning Commission and City Council:
On behalf of the Oklahoma Department of Commerce, I am writing to express strong
support for the requested zoning change for Mingo Aerospace LLC and AAIC, two key
aerospace companies operating in Owasso, owned by Sunvair Aerospace Group. This
expansion represents a significant opportunity for continued economic growth,
high -quality job creation, and long-term industry competitiveness for the City of Owasso
and the State of Oklahoma.
AAIC relocated into the Mingo Aerospace facilities in 2021 following Sunvair's acquisition
of Mingo companies. Since that time, AAIC has exceeded the aggressive growth plan
originally presented to the Department of Commerce. In the past five years, the combined
companies have created higher -paying aerospace engineering, technical, administrative,
and management jobs than initially projected. Sunvair has also relocated its corporate
headquarters from Valencia, California to Owasso, further demonstrating its long-term
commitment to the community.
Mingo Aerospace and AAIC currently employ 280 full-time workers, with plans to grow to
more than 240 employees by the end of 2026 and over 500 in five years. These positions
include engineers, technicians, and skilled manufacturing professionals, with average
salaries well above regional and statewide private -sector averages. The companies
currently employ 14 engineers, most of whom are recent graduates of the University of
Oklahoma and Oklahoma State University, strengthening the state's aerospace talent
pipeline.
The companies planned expansion will support both new capabilities and increased
production volume. Additional space is required to accommodate growth in avionics, cargo
systems, thermal spray coating, and precision component repair, as well as to provide the
option of relocating additional acquired businesses to the Owasso campus. These future
operations may include new MRO product lines not currently offered by either company.
Their customers span the globe, meaning that the investment flowing into Owasso is
driven by international capital and worldwide demand for their services.
Sunvair's planned combined investment over $20 million in new building, land, and
equipment underscores the strategic importance of this expansion. The requested zoning
change will enable the companies to consolidate operations, increase capacity, and
continue generating high -wage aerospace jobs that strengthen the regional economy and
contribute to Oklahoma's leadership in the aerospace and defense industry.
The Oklahoma Department of Commerce appreciates your consideration of this request
and values the City of Owasso's partnership in supporting the continued growth of the
aerospace and defense industry. Mingo Aerospace, AAIC, and Sunvair Aerospace Group
are proven contributors to the region's economic strength, and this zoning change will
ensure they can continue to invest, expand, and create high -quality jobs in Oklahoma.
