Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared present. Present: Absent: Chair -Skip Mefford Trustee - Alvin Fruga Secretary - Chelsea Feary Vice Chair- Dennis Phillips Trustee - David Charney Trustee - Dirk Thomas Trustee - Bryan Spriggs Staff - City Manager Chris Garrett, Julie Lombardi 2. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Consideration and appropriate action relating to a recommendation to the City Council regarding the construction bids received for the Owasso Sports Park Field Drainage Project Chris Garrett presented item and discussion was held. Dr. Spriggs moved, seconded by Mr. Phillips to recommend to City Council to utilize $302,997.00 out of the Hotel Tax Fund for a bid award for the Owasso Sports Park Field Drainage Project. YEA: Fruga, Mefford, Phillips, Spriggs, Thomas NAY: None Motion carried: 5-0 5. Discussion relating to City Departments and attached reports A. Community Development Report B. In August 2008, Owasso citizens voted to increase the hotel fax rate to 5%. The 2% increase was designated by the City Council to fund the Strong Neighborhood Initiative. 3% ECONOMIC DEVELOPMENT HOTEL TAX FUND EXPENDITURES: The City of Owasso's Hotel Tax Fund is used to account for the revenues received from the hotel tax and to account for the use of those restricted funds. Recognizing the OEDA Trustees' interest in the appropriation of funding for economic development, the proposed budget for fiscal year 2026-2027 for the 3% Hotel Tax fund is presented to the OEDA for review. The fiscal year 2026- 2027 budget for the City of Owasso will be presented on Tuesday, June 16, 2026, for Council consideration and appropriate action. For fiscal year 2026-2027, the estimated revenue from the Economic Development 3% hotel tax is $388,903 which is a 2.7% decrease from fiscal year 2025-2026 estimated revenues. The proposed Economic Development Hotel Tax fiscal year 2026-2027 expenditure budget is $281,278. The proposed budget is a decrease of $849,364 from the fiscal year 2025-2026 adopted budget. The decrease is due to drainage improvements at the Sports Park included in the 2025-2026 budget. RECOMMENDATION: Staff will present the proposed fiscal year 2026-2027 Economic Development 31/0 Hotel Tax Budget for OEDA consideration and recommendation to the Owasso City Council. As a Title 60 Public Trust, the OEDA is required to file an annual budget with its beneficiary, the City of Owasso. The budget or appropriation for a public trust is not a legal restriction on the expenditure of funds as it is for a municipality. Resolution 2026-01 adopts the annual operating budget for the OEDA. WHEREAS: It is the intent of the Owasso Economic Development Authority to adopt an operating budget for fiscal year 2026-2027; and, WHEREAS: The adoption of such budget is vital to the continuation of services to the citizens of Owasso; and, WHEREAS: Public access to the adopted budget is desired; and, WHEREAS: Certain filing requirements are mandated by State Statutes. NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY: THAT: Total resources available in the amount of $11,122 and total appropriations in the amount of $5,000 are hereby established.
