HomeMy WebLinkAbout2026.04.09_OEDA MinutesOWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING THURSDAY, APRIL 9, 2026 The Owasso Economic Development Authority met in regular session on Thursday, April 9, 2026, at City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed Thursday, December, 2025, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street at 5:00 pm on Tuesday, April 7, 2026. Call to Order - Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared present. Present: Absent: Chair- Skip Mefford Trustee -Alvin Fruga Secretary - Chelsea Feary Vice Chair - Dennis Phillips Trustee - David Charney Trustee - Dirk Thomas Trustee - Bryan Spriggs Staff - City Manager Chris Garrett, Julie Lombardi 2. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -debatable.) A. Approve minutes - March 12, 2026, Regular Meeting B. Accept monthly financial report Dr. Thomas moved, seconded by Dr. Spriggs, to approve the Consent Agenda, as presented. YEA: Fruga, Mefford, Phillips, Spriggs, Thomas NAY: None Motion carried: 5-0 3. Consideration and appropriate action relating to items removed from the Consent Agenda - None 4. Consideration and appropriate action relating to a recommendation to the City Council regarding the construction bids received for the Owasso Sports Park Field Drainage Project Chris Garrett presented item and discussion was held. Dr. Spriggs moved, seconded by Mr. Phillips to recommend to City Council to utilize $302,997.00 out of the Hotel Tax Fund for a bid award for the Owasso Sports Park Field Drainage Project. YEA: Fruga, Mefford, Phillips, Spriggs, Thomas NAY:None Motion carried: 5-0 5. Discussion relating to City Departments and attached reports A. Community Development Report B. Public Works Project Status Report C. Quarterly Green Country Tourism Reports Chris Garrett referred to the reports included in the agenda packet. Discussion was held. 6. Discussion relating to Economic Development and Opportunities Chris Garrett presented the item and discussion was held. 7. Report from City Manager Chris Garrett reported on the budget process, contract negotiations, adoption of a City flag, and City Council meeting time change. 8. Report from Trustees - None 9.
