The Owasso Economic Development Authority met in regular session on Thursday, May 14, 2026, at City Hall
in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Thursday, December 11, 2025, and the Agenda filed in the office of the City Clerk and posted at City Hall,
200 South Main Street at 5:00 pm on Tuesday, May 12, 2026.
Call to Order - Vice Chair, Dennis Phillips called the meeting to order at 10:00 am. A quorum was
declared present.

and the Public Works Building.
6. Consideration and appropriate action relating to the FY 2026-2027 Hotel Tax Fund 3% Expenditures
Carly Novozinsky presented the item and discussion was held. Ms. Feary moved, seconded by Dr.
Spriggs to recommend approval to the City Council for the FY 2026-2027 Hotel Tax Fund.

7. Consideration and appropriate action relating to Resolution 2026-01, approving the OEDA FY 2026-2027
Annual Operating Budget
Carly Novozinsky presented the item. After discussion, Ms. Feary moved, seconded by Dr. Thomas to
approve Resolution 2026-01.

B. Report from City Manager
Chris Garrett reported on the City Council appointment of Mayor, Shellie Winger's graduation from
Oklahoma Institute, and the 2026 Merit Award.

STATUS REPORT

Garnett Road Widening (E 1061h St N to E 116th St Nl
- In July 2025, City Council approved construction contract with R&L Construction.
- Construction commenced on September 8, 2025, with completion now
anticipated in October 2026.
- Water and stormwater line installations are nearing completion, currently sitting
at approximately 85% complete.
- Contractor has successfully installed the temporary bypass and is currently
constructing the second half of the main drainage structure.
- The project is currently behind schedule, with staff estimating a delay of
approximately 45 days. Staff met with the contractor to discuss acceleration
strategies. Contractor is required to provide the city with a formal plan of
action outlining how they intend to recover lost time within the next week.
- E 961h St N from approximately N 119th E Ave to N 1291h E Ave Improvements -
West Phase
- In April 2025, City Council approved a construction contract with Grade Line
Construction.
- Construction commenced in May 2025.
- Roadway striping, signage and tree installation is near completion.
- Staff anticipates project will be complete within the next 30-days or sooner.
E 1061h St N and N 129th E Ave Intersection Improvements
- Construction commenced on March 16, 2026, with completion by December
2026.
- Temporary asphalt lanes are currently being installed along with relocation of rural
water lines.
E 961h St N and N 145th E Ave Intersection Improvements
- The proposed bid award is scheduled to occur on June 2, 2026.
- Construction is anticipated to commence in August 2026.
E 961h St N from N 134th E Ave to N 145fh E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues with 1 of the 14 property owners.
- Utility relocation commenced in April 2026, with completion by May 2027;
followed by roadway construction.
Public Works Facility
- Administrative staff is operating out of the new facility.
- Fleet/Facility Maintenance staff occupied the new facility on May 29, 2026 Field
Operations is expected to occupy their new facility June 5, 2026.
- Ribbon cutting is scheduled June 19, 2026.
Parks Facility
- In June 2025, City Council approved a construction contract with Magnum
Construction.
- Construction is complete, with staff currently occupying the new facility.
Ranch Creek Trail Proiect
- Design agreement was approved by City Council in September 2024.
- Land purchase agreement was approved by City Council in December 2025.
- Environmental study is complete.
- Design is ongoing with completion by the summer of 2026; followed by
construction.
E 86'h St N and N 161It E Ave Intersection Improvements
- Engineering design is approximately 80% complete; followed by right-of-way
obtainment in July 2026.
E 86th St N Bridge Replacement
- Engineering design is 80% complete.
- Land acquisition is scheduled to commence in June 2026; followed by utility
relocation.
- E 106th St N from N 129th E Ave to N 1451h E Ave Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- A Public Meeting to introduce the project was held Tuesday, February 24, 2026.
- Right-of-way obtainment commenced in March 2026; followed by utility
relocation.
E 96th St N from Mingo Rd to Garnett Rd Improvements
- Engineering design agreement was approved by City Council on January 21,
2025.
- Engineering design is 60% complete.
- Temporary construction easement is expected to be complete by June 2026;
followed by utility relocation.
- Public Meeting to discuss the project scope was held May 28, 2026.
E 86'h St N from Main St to Garnett Rd
- Engineering design agreement was approved by City Council on January 21,
2025.
- Engineering design is 60% complete, with land acquisition forthcoming soon.
US 169 Improvements/E 66'h St N to E 86fh St N
- E 86 St N southbound ramp will be closed for an additional two weeks. ODOT
anticipates the access to be re -open in mid -June 2026.
- Stormwater infrastructure is 98% complete.
- Subgrade and asphalt work is ongoing.
- As result of change orders, project completion is now scheduled in September
2026.
