MINUTES OF REGULAR MEETING
Tuesday, December 4, 2007
The Owasso City Council met in regular session on Tuesday, December 4, 2007 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5:00 p.m. on Friday, November 30, 2007.
ITEM 1. CALL TO ORDER
Mayor Cataudella called the meeting to order at 6:30 p.m.
ITEM 2. INVOCATION
The invocation was offered by Rickey Hayes, Director of Economic Development.
ITEM 3. FLAG SALUTE
Vice Mayor D.J. Gall led the flag salute.
ITEM 4. ROLL CALL
PRESENT ABSENT

A quorum was declared present.

ITEM 5. PRESENTATION OF THE CHARACTER TRAIT OF THE MONTH
Dee Sokolosky, a member of the Owasso Character Council, presented to the Council
`Thriftiness', the character trait of the month for December, 2007.

ITEM 6. PRESENTATION OF THE EMPLOYEE OF THE MONTH
Mr. Ray introduced to the Council, Officer Howard Smith, a member of the City's Police
Department, as Employee of the Month for December, 2007.
ITEM 7. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA
A. Approval of Minutes of the November 20, 2007 Regular Meeting.
B. Approval of Claims.
C. Approval of a request from Public Service Company of Oklahoma to expand
their existing easement across a portion of the Bailey Ranch Golf Course, by
including an additional 5,558 square feet located near the tee box on hole
number 10 to the putting green on hole number eighteen.
Ms. Kimball moved, seconded by Mr. Bonebrake, to approve the Consent Agenda with claims
totaling $105,919.66, Healthcare self-insurance claims totaling $43,718.85 and payroll claims
totaling $367,443.91.

NAY: None
Motion carried 5-0.
ITEM 8. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL TO AWARD A CONSTRUCTION CONTRACT
FOR PHASE I OF THE NORTH GARNETT ROAD REGIONAL DETENTION
PROJECT
Mr. Nurre presented the item and recommended Council award the bid for the construction of the
North Garnett Regional Detention (Phase I) - 60" Storm Sewer to McGuire Bros. Construction,
Sapulpa, OK, in the amount of $145,930.00. Mr. Bonebrake moved for Council to award the
contract as recommended. Motion was seconded by Ms. Kimball.

NAY: None
Motion carried 5-0.

Mr. Ray reported on the continuing efforts to obtain settlement on the Vanguard loan.
