CITY OF OWASSO, OKLAHOMA
RESOLUTION No. 2007 -13
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OWASSO,
OKLAHOMA DECLARING THE NECESSITY OF EXTENDING FIRE
PROTECTION SERVICES TO PARCELS OF LAND IN ROGERS COUNTY,
OKLAHOMA, KNOWN AS THE STONE CANYON PLANNED UNIT
DEVELOPMENT AND OTHER LANDS OWNED BY GREENHILL
PROPERTIES, LLC AND AUTHORIZING THE CITY MANAGER TO
EXECUTE ALL NECESSARY AGREEMENTS AND DOCUMENTS RELATING
TO THE SAME.
WHEREAS: The City Council has determined that Greenhill Properties, L.L.C., the
owner of the majority of land known as the Stone Canyon Planned Unit Development and
other adjacent lands, and as more particularly described and depicted in Exhibits "A" and
"B" (hereinafter the "Subject Property "), has filed a petition with the Board of County
Commissioners of Rogers County seeking withdrawal of a portion of such lands from the
Limestone Fire Protection District, and is desirous of obtaining fire protection services
for the Subject Property from the Owasso Fire Department;
WHEREAS: The Stone Canyon Planned Unit Development is projected to contain over
2,000 homes, a school and a golf course;
WHEREAS: Greenhill Properties, L.L.C. desires to obtain fire protection services from
the City of Owasso for the Subject Property, and,
WHEREAS: The City Council believes it to be in the best interest of the Subject
Property and the City of Owasso, both at the current time and in the future, to provide fire
protection services to the Subject Property.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF OWASSO, OKLAHOMA, THAT: The City of Owasso hereby agrees to
provide fire protection services to the Subject Property as described more particularly in
Exhibit "A ";
BE IT FURTHER RESOLVED THAT: The City of Owasso, by and through the City
Manager, is hereby authorized to enter into all agreements necessary to provide fire
protection services to the Subject Property, and,
BE IT FURTHER RESOLVED THAT: The Owasso Fire Department is hereby
authorized to provide fire protection services to the Subject Property thirty days after the
date of this Resolution.
APPROVED AND ADOPTED this 20th day of November, 2007, by the City Council
of the City of Owasso, Oklahoma.

LEGAL DESCRIPTION
A tract of land in the Northeast Quarter of the Northeast Quarter (NE /4 NE /4) of Section
12, Township 20 North, Range 14 East, of the Indian Base and Meridian, Rogers County,
State of Oklahoma, according to the U.S. Government Survey thereof, being more
particularly described as follows: Beginning at the Northeast comer of said NE /4 NE/4;
thence South 0 °02'40" West along the East line of said NE /4 NEA a distance of 20.00
feet; thence South 70 °07'22" West a distance of 1397.39 feet to a point on the West line
of said NEA NEA; thence North 00 °02'28" West along the West line of said NEA NEA
a distance of 500.00 feet to the Northwest corner of said NEA NE/4; thence South
89'47'14" East along the North line of said NEA NE /4 a distance of 1313.81 feet to the
Point of Beginning; and
The North 16.54 acres of Lot 4 less the East 153.27 feet thereof and the Southwest 7.05

feet to the point being 416.65 feet North and 860.99 feet East of said Southwest comer of
said NE /4, thence North 109 V West a distance of 295.0 feet to a point being 706.69 feet
North and 806.15 feet East of said Southwest comer of said NE/4, thence South 79 °29'
West a distance of 295.00 feet to a point, said point being 652.85 feet North and 516.11
feet East of said Southwest comer of said NEA, thence South 10 °31' East a distance of
295.0 feet to the point of beginning of the tract of land herein described;

being more particularly described as follows: Beginning at a point 267.46 feet North and
57.35 feet East of the S.W. corner of said NE/4; thence North 79 °29' East along the
North Boundary of the Spavinaw -Tulsa water line right -of -way 522.38 feet to a point;
thence North 10 °31' West 106.0 feet to a point; thence South 79 °29' West 522.38 feet to
a point; thence South 1091' East 106.0 feet to the point of beginning of the tract of land
herein described.
