MINUTES OF REGULAR MEETING
Monday, June 8, 2026
The Owasso Planning Commission met in regular session on Monday, June 8, 2026, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma, pursuant to the Notice of Public Meeting filed on
Thursday, December 11, 2025, and amended April 9, 2026. The agenda was filed in the office of the City
Clerk and posted at Owasso City Hall, 200 South Main Street, at 1:00 p.m. on Thursday, June 4, 2026.
1. Call to Order -Mr. Smith called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Smith led the flag salute.
3. Roll Call - A quorum was declared present.

4. Presentation of the Character Trait of Flexibility - Alexo Beemer presented the character trait for June.
5. Consideration and appropriate action relating to the minutes of the May 11, 2026, Regular Meeting
Mrs. Lewis moved, seconded by Mr. Smith, to approve the minutes as presented.

6. Consideration and appropriate action relating to a preliminary plat application for Northwest Estates
at Stone Canyon, approximately 135.41 acres located at the southeast corner of East 76th Street
North and North 161st East Avenue, zoned Commercial Shopping (CS) and Residential Single Family
(RS-3), within the Stone Canyon PUD
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Smith moved, seconded by Mr. Cook, to approve the preliminary plat, subject to
the following TAC Comments:
Unless otherwise noted, all section/chapter references refer to the Owasso Zoning Code
Preliminary Plat:
• Add "City of Owasso' to the subtitle block
• Revise location map to label:
• N 161 sr E Ave along the west boundary
• The platted subdivision in the southeast quarter
• Revise subtitle block and site data to include "CS" zoning
Stone Canyon PUD allows flexibility in base zoning locations; rezoning to clean up is optional, but
not required
• Per Stone Canyon PUD, minimum lot size is 6,000 SF; revise accordingly or discuss amendment with Staff
• Sheet 1:
• Revise smallest lot size in site data table to match the actual smallest lot
• Reconfigure "Street A" to meet separation (Section 11.5.7) and offset (Subdivision Regulations
Section 3.2.11) requirements
• Label distance from intersection to subdivision access point per separation requirements
• Label adjacent east -west offsite street in the Stone Creek of Owasso plat as E 75th PI N
• Sheets 1 & 2:
• Label limits of access/no access along E 761h St N and N 161:f E Ave
• Label decorative wall and ground signage along E 76th St N
• Some signage appears to encroach into right-of-way (ROW) or Lot 1, Block 1; discuss with Staff
• Sheets 1, 2, 3, & 5:
• Label ROW dimensions along E 76th St N and N 161st E Ave
• Label ROW dedication by this plat; if previously dedicated, label book/page/document number
• Sheets 1, 3, & 5:
Label required screening fencing, landscaping, and related easements along N 1615t E Ave
• Sheet 4: Add lot size information for Lot 4, Block 18, of Phase II
• Label streets using names provided by the City Addressing Coordinator

• Clearly label phases on plat sheets; restarting lot/block numbering makes phases difficult to follow
Deed of Dedication (DoD):
• Add language for limits of access/no access
• Section 3.C: Revise sewer language to match City standard:
"THE CITY OF OWASSO OR ITS SUCCESSORS SHALL BE RESPONSIBLE FOR ORDINARY MAINTENANCE
OF PUBLIC STORM WATER AND SANITARY SEWER MAINS, BUT THE OWNER SHALL PAY FOR
DAMAGE OR RELOCATION OF SUCH FACILITIES CAUSED OR NECESSITATED BY ACTS OF THE
OWNER, ITS AGENTS, OR CONTRACTORS."
• Section 5: Add standard HOA ownership/maintenance language for Reserve Areas:
"Owner/developer retains ownership, control, and maintenance responsibility for all Reserve Areas
until creation of XX Homeowners Association and transfer of the Reserve Area to the Association."
• Section 6:
• Add HOA maintenance responsibility for Reserve Areas to the end of the second paragraph
• Remove the phrase "...so long as such utility usage does not materially interfere with the
developer's intended use of said reserve area" from 2nd, 3rd, and 4th paragraphs; consider
replacement language protecting the developer's intended use of the Reserve Areas
Public Works:
• Label flowline paths of the existing stream on plat faces
• Conduct a study to:
• Verify the extent of the FEMA Zone A floodplain and establish elevations needed to designate it
as Zone AE
• Extend the study to determine city -regulated 100-year floodplain limits (non-FEMA) and show the
extended boundaries on the plat faces
• N 16151 E Ave is a section line road/arterial and requires:
20' of additional ROW, 100' in each direction from the intersection
o Minimum 40' turning radius (Section 3.2.14 and 3.2.16 of the Subdivision Regulations)
• Clarify proposed drainage type; if open -channel drainage is used, add maintenance language to
DoD
• Submit civil plans to Public Works
Miscellaneous:
• Coordinate with the Fire Marshal regarding access requirements
• Reference trail easement dedication within the Reserve Areas per the attached Regional
Bicycle/Pedestrian Master Plan (recommended along the east side); consider additional trail
easements within internal drainage easements
• Traffic calming devices are required on streets exceeding 350' per Section 3.2.21 of the Subdivision
Regulations; final location/type determined at final platting
• Label any proposed amenities on applicable plat sheets
• Clarify if existing decorative fencing/signage is within an easement; if so, label document number
• Provide a landscape plan and entrance detail with each final plat application
• Coordinate with GRDA regarding platting requirements, including DoD language, lot/road layout,
and tower/pole separation distances
• Add a note that lots adjacent to the floodplain require elevation certificates at the building permit
stage; denote affected lots with an asterisk on the plat faces
USPS:
• Contact the Owasso Postmaster regarding centralized mail delivery options

7. Consideration and appropriate action relating to the third draft of proposed amendments to the
Owasso Zoning Code
Alexa Beemer presented the item. Mr. Smith moved, seconded by Mr. Vines, to recommend approval
of the proposed amendments to the City Council:

8. Community Development Report - Brian Dempster presented the monthly building report and permit
activity for May 2026.
9. Report on items from the May 20, 2026, Technical Advisory Committee (TAC) Meeting - Brian Dempster
reported on the site plan review for Rejoice Elementary School Parking, located at 10701 North 129th
East Avenue.
10. Report from Planning Commissioners - None.
11. New Business - None.
12. Adjournment - Mr. Smith moved, seconded by Mrs. Lewis, to adjourn the meeting.
