MINUTES OF REGULAR MEETING
THURSDAY, JULY 9, 2026
The Owasso Economic Development Authority met in regular session on Thursday, July 9, 2026, at City Hall
in the Community Room; 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Thursday, December 11, 2025, and the Agenda filed in the office of the City Clerk and posted at City Hall,
200 South Main Street at 1 1:00 am on Tuesday, July 7, 2026.
1. Call to Order -Chair Skip Mefford called the meeting to order at 10:00 am. A quorum was declared
present.
Present: Absent:
Chair- Skip Mefford Trustee - Dirk Thomas Trustee - David Charney
Vice Chair - Dennis Phillips Trustee - Alvin Fruga
Secretary - Chelsea Feary
Trustee - Bryan Spriggs
Staff - City Manager Chris Garrett, City Attorney Julie Lombardi
2. Election of Chair
Dr. Thomas moved to appoint Dennis Phillips as Chair, seconded by Dr. Spriggs.
YEA: Mefford, Phillips, Spriggs, Thomas
NAY: None
Motion carried: 4-0
3. Election of Vice Chair
Dr. Thomas moved to appoint David Charney as Vice Chair, seconded by Dr. Spriggs.
YEA: Mefford, Phillips, Spriggs, Thomas
NAY: None
Motion carried: 4-0
4. Election of Secretary
Dr. Spriggs moved to appoint Chelsea Feary as Secretary, seconded by Dr. Thomas.
YEA: Mefford, Phillips, Spriggs, Thomas
NAY: None
Motion carried: 4-0
5. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under
"Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee
may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent
Agenda is non -debatable.)
A. Approve minutes -June 11, 2026, Regular Meeting
B. Accept monthly financial report
Dr. Spriggs moved, seconded by Dr. Thomas, to approve the Consent Agenda, as presented.

NAY: None
Motion carried: 4-0
6. Consideration and appropriate action relating to items removed from the Consent Agenda -None
*Chelsea Feary arrived at 10:06am
7. Presentation and discussion relating to the Recreation and Culture Master Plan
Larry Langford introduced representatives from GH2 Architects. Jeremy Carlisle, Nick Spriggs, and
Teresa Jackson presented the item. Discussion was held.

Chris Garrett referred to the reports included in the agenda packet. Discussion was held.
9. Discussion relating to Economic Development and Opportunities
Chris Garrett reported on pre -development inquiry activity and discussion as held.
10. Report from City Manager - None
11. Report from Trustees
Ms. Feary advised that longtime Owasso citizen Linda Loftis recently passed and funeral service
information is pending.

13. Adjournment
Dr. Thomas moved, seconded by Mr. Mefford, to adjourn the meeting.

NAY: None
Motion carried: 5-0 and the meeting adjourned at 1 1:15 am.
