Consideration and Appropriate Action Relating to a Request for Approval of a Final Plat for Preston Lakes, an Addition to the City of Owasso, Rogers County, State of Oklahoma. Mr Warlick Attachment #7 The Owasso Planning Commission has conducted a hearing on this request and recommends Council approval of the final plat for Preston Lakes, a 272-lot, 86.09 acre subdivision, located northeast of the intersection of East 86th Street North and North 145th East Avenue. The staff concurs with the recommendation. ii 8. Consideration and Appropriate Action Relating to City Council Approval for the Award of a Contract to Purchase a Wildland Firefighting Vehicle. MEMORANDUM TO: THE HONORABLE MAYOR & CITY COUNCIL CITY OF OWASSO FROM: MARCIA BOUTWELL CITY CLERK SUBJECT: OKLAHOMA HERITAGE WEEK DATE: October 27, 1999 BACKGROUND: Mayors across the State of Oklahoma have received a request from the Oklahoma Heritage Association to issue a proclamation observing Oklahoma Heritage Week in each community. We have issued proclamations on Heritage Week in the past, and believe that this is a good way to call attention to our state's birthday and our heritage. The attached proclamation will be forwarded to the Oklahoma Heritage Association. ATTACHMENTS: 1. Proclamation 2. Letter from Oklahoma Heritage Association PROCLAMATION CITY OF OWASSO, OKLAHOMA WHEREAS, the signing of the Statehood Proclamation on November 16, 1907 was one of the +~ most significant actions in the history of the State of Oklahoma; and, WHEREAS, the week of November 14-20, 1999 has been declared Oklahoma Heritage Week in the State of Oklahoma; and WHEREAS, it is our desire that all Oklahomans learn about the background and culture of our state; and, WHEREAS, it is the purpose of the designation of Oklahoma Heritage Week to encourage Oklahoma citizens to celebrate the heritage of our state, NOW, THEREFORE, I, Mark Willken, by virtue of the authority vested in me as Mayor of the City of Owasso, do hereby proclaim November 14-20, 1999 as OKLAHOMA HERITAGE WEEK in our community, and encourage all citizens, clubs, churches, business organizations, and schools to observe this week by giving personal attention to all special Statehood Day observances and to participate in and help sponsor programs, projects, and activities emphasizing the heritage of our great state. To make this statewide celebration most effective, we need your help. Will you issue a proclamation for your city for Statehood Day and/or Heritage Week? The week of November 14-20 will be proclaimed by the Governor as Oklahoma Heritage Week. A proclamation for your city, however, will be very helpful in calling your citizens' attention to their local heritage, especially if you can get some coverage of it in your local newspaper. Many of you have issued proclamations on Heritage Week in the past and you will have copies of those for reference. However, we are attaching a suggested draft of a proclamation for your convenience. Please feel free to re-write it or use different wording entirely. We are writing other leaders in your community, encouraging them to fly the state flag, sponsor heritage programs in their club meetings and in the schools, and to promote other activities which may be suitable for your city. Your leadership and encouragement in this regard would be appreciated. We feel, as I am sure you do, that it is important for all Oklahoma citizens to appreciate their state and local heritage and all efforts, yours and ours, can contribute to that end. ITEM 1: CALL TO ORDER Mayor Wilken called the meeting to order at 6:38 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the OPWA meeting preceding this meeting. Mayor Wilken read and presented a proclamation to members of the Owasso Business and Professional Women's Club proclaiming October 18-22 as National Business Women's Week in i the City of Owasso. Item H requested approval to close a portion of a utility easement located on Lot 19, Block 3, Central Park Addition. Dr Bode moved, seconded by Mr Williams, to approve the consent agenda. AYE: Bode, Williams, Voss, Barnhouse, Wilken NAY: None Motion carried 5-0. -2- 1 1 1 1 1 Owasso City Council October 19, 1999 ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A BID FOR THE PURCHASE AND INSTALLATION OF CARPET AT THE COMMUNITY CENTER. This item was withdrawn at the request of staff until such time as the Release of Funds has been received from the Oklahoma Department of Commerce. ITEM 8: CONSIDERATION ANDAPPROPRIATE ACTION RELATING TO FINAL ACCEPTANCE OF WORK. PERFORMED UNDER A CONTRACT FOR NSP ROADWAY AND UTILITY IMPROVEMENTS BETWEEN THE CITY OF OWASSO AND YOCHAM ENTERPRISES INC AND AUTHORIZATION FOR FINAL PAYMENT AND RELEASE OF RETAINAGE. Mr Lutz said that this project was awarded to Yocham Interprises Inc on June 16, 1998, in the amount of $288,569. The original scope of work included extension of Fifth Avenue from Cedar Street to the west U.S. Highway 169 service road, improving the drainage channel from Worley's Nursery approximately 800 feet south of Fifth Ave and installing asix-barrel box culvert. Two change orders have been approved, deleting roadway paving and adding the raising of the west U.S. Highway 169 service road. The net amount of these change orders increased the contract amount to $367,442. The project has been completed and inspected and all punch list items have been completed. The contractor has provided aone-year maintenance bond. Ms Voss moved, second by Mr Williams, to accept the work performed under a contract with Yocham Interprises for NSP Roadway and Utility Improvements and authorization for final payment and release of retainage in the amount of $37,405.65. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO REZONE PROPERTY LOCATED ON THE SOUTH SIDE OF EAST 96TH STREET NORTH WEST OF U S HIGHWAY 169• FROM RM-2 (RESIDENTIAL MULTI-FAMILY) TO CS (SHOPPING CENTER) CONTAINING 5.7 ACRES, MORE OR LESS. Mr Warlick presented the item. He said that KMO Development, applicant for RCB Bank, has ' requested the rezoning of approximately 5.7 acres from RM-2 to CS to allow for commercial development of the site. The subject property is located on the south side of East 96~" Street North, west of U.S. Highway 169. The Owasso Planning Commission recommended approval of the rezoning request at their October 12, 1999 regular meeting. Staff has received no calls or letters regarding the request. ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST TO REZONE OPWA AND OPGA-OWNED PROPERTY LOCATED SOUTH OF FOURTH AVENUE IN THE AREA OF FIFTH AVENUE AND SOUTH MAIN ST, FROM AG (AGRICULTURE) AND RM-1 (RESIDENTIAL MULTI-FAMILY) TO IL INDUSTRIAL LIGHT MANUFACTURING AND RESEARCH AND DEVELOPMENT DISTRICT) CONTAINING 30.99 ACRES, MORE OR LESS. Mr Warlick presented the item. He said that this rezoning is requested by staff to be reflective of ~ both the comprehensive plan and existing land uses. The subject property is located on the south side of East 96"' Street North, west of U.S. Highway 169, and contains 5.7 acres, more or less. The rezoning request changes the zoning on the subject property from RM-2 (Residential Multi-Family) District to CS (Shopping Center) District. The subject property is located on the north side of E 86"' Street N, east of N 145`'' E Avenue. The property represents approximately one-half of the proposed Preston Lakes PUD. The subject property is zoned by the Preston Lakes PUD (OPUD-15), which includes a combination of commercial, single-family residential, and multi-family residential. The preliminary plat for Preston Lakes was approved in April of 1999. The Technical Advisory Committee reviewed the final plat at their September 29, 1999 regular meeting. The Owasso Planning Commission reviewed and unanimously recommended approval of the final plat at their October 12, 1999 regular meeting. The final plat for Preston Lakes is consistent with the Preston Lakes PUD (OPUD-15), the preliminary plat, and the Owasso Zoning Code and subdivision regulations. The fiscal year 1999-2000 capital outlay budget contains $85,000.00 for the replacement of one wildland vehicle. A project team was formed on August 3, 1999 to access the current and future needs of the fire department, and specifically address the need for a wildland vehicle. The team determined that there is a need for the Owasso Fire Department to continue to be able to fight wildland fires. BID REVIEW: Specifications for a wildland vehicle were developed and sent to manufactures in September of this year. Two bids were received, Chief Fire & Safety in the amount of $101,659.00 and Mertz Fire Apparatus for $77,800.00. RECOMMENDATION: Staff has reviewed the bids and recommends that the low bid of $77,800.00 from Mertz Fire Apparatus of Ponca City be accepted. This bid meets the specifications as developed by the project team. BACKGROUND: The Owasso Fire Department is currently not able to effectively combat a wildland fire due to the lack of a vehicle that is capable meeting the requirements of wildland fire fighting. This task in the past was performed by two (2) four wheel drive trucks (referred to as "Squads") to aggressively attack wildland fires. Due to age, mechanical failures, and deterioration of these vehicles, they were taken out of service and are no longer in the Owasso Fire Department's fleet of vehicles. To research the current and future needs of the Owasso Fire Department, a team has been formed. Upon research and discovery, the team will submit to you a recommendation.
