Mr Roberts Attachment #7 The staff has completed the bidding process, reviewed the bids received, and will recommend a contract be awarded to Water Products of Oklahoma Inc, Owasso, OK for the purchase of water meters consistent with bid specifications at a cost of $91.50 per 5/8" x 3/4" meter, $152.00 per 1" meter, $278.00 per 1' /z" meter, and $375.00 per 2" meter. Adjournment. i 1 OWASSO PUBLIC WORKS AUTHORITY MINUTES OF REGULAR MEETING Tuesday, October 5, 1999 The Owasso Public Works Authority met in regular session on Tuesday, October 5 1999 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, October 1, 1999 ITEM 1: CALL TO ORDER Chairman Wilken called the meeting to order at 7:05 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the City Council meeting preceding this meeting. D Owasso Public Works Authority October 5, 1999 ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE PURCHASE OF A PHONE SYSTEM FOR THE NEW PUBLIC WORKS BUILDING. Mr McElrath presented the item. He said that for the past several months staff has been evaluating the city's telephone needs, with a goal of finding a solution to each building's present needs in the form of a system that can be merged to form a centralized system when the new city hall is completed. Several vendors were contacted for quotes and presentations. Four vendors provided quotes, three for the system requested. The quotes provided include installation and on -site training. The low quote was provided by LOGIX Communications, and staff recommended that their quote be accepted. Dr Bode moved, seconded by Mr Williams, to approve the purchase of a NORTEL NorthStar Key System for the new Public Works building from LOGIX Communications, in the amount of $10,812. APPROVED Chairman Trustee Trustee 10/19/99 MEMORANDUM TO: FROM: SUBJECT: DATE: BACKGROUND: HONORABLE CHAIR AND TRUSTEES OWASSO PUBLIC WORKS AUTHORITY CHRIS ROBERTS PUBLIC WORKS FIELD OPERATIONS SUPERVISOR CONSUMER CONFIDENCE REPORT CERTIFICATE OF COMPLETION AND DISTRIBUTION October 12, 1999 Beginning in 1999, owners of community water systems serving at least 25 residents year round or that have 15 service connections serving year round residents, are required to prepare and distribute an annual Consumer Confidence Report (CCR). The report is being developed to provide consumers information regarding the source(s) and quality of their drinking water. This brief annual report to community water system customers and others that may drink the water summarizes information that each community water system already must collect to comply with the federal Safe Water Drinking Act. A community water system owner will not need to collect any new monitoring data just for the CCR. The CCR must contain basic information on the source(s) of the community water system's water supply and levels of any detected contaminants in the water. In addition, the report should include information on compliance with other drinking water rules and some brief educational information. This right -to -know requirement is a centerpiece of the 1996 amendments to the federal Safe Drinking Water Act. The US Environmental Protection Agency (EPA) published the final CCR rule on August 19, 1998 that establishes the requirements for the CCR's content, format and distribution requirements. REPORTING REQUIREMENTS: The CCR is based on calendar year data. The first CCR must include data from January through December 1998 for monitoring done in 1998, as well as data from other monitoring that is on a longer monitoring cycle. The CCR must contain the following: Page 2 Consumer Confidence Report Certification • Water system information • Name /phone number of contact person • Information on public participation opportunities • Sources of the water • Type, location and name(s) of water source(s) • Availability of source water assessment • Definitions of reporting terms and abbreviations • Levels of detected contaminants • Likely source(s) for each detected contaminant • Information on compliance with drinking water regulations • Explanation of violations, potential health effects and steps to correct the violations • Required educational information • Explanation of contaminants and their presence in drinking water • Warning for vulnerable populations about Crytosporidium Since the City of Owasso purchases water from the City of Tulsa, specific educational information and monitoring data presented in Tulsa's Water Quality Report was included in the City of Owasso report. DISTRIBUTION REOUIREMENTS• By October 19, 1999 community water systems that serve <100,000 and > 10,000 people must mail or deliver a copy of the CCR to each water customer. In addition, the system must make an effort to get the report to non - bill - paying customers and provide copies upon request. All community water systems must send a copy of the CCR to the Department of Environmental Quality (DEQ) by October 19, 1999 and submit a Certificate of Completion by January 19, 2000. The Certificate of Completion confirms that the information contained in the report is correct and that all distribution requirements have been met. REPORT STATUS: On October 12, 1999 Public Works Department staff finalized the CCR and mailed approximately 10,000 copies to consumers and one (1) copy to the DEQ. Additional copies are currently available to the public at the utility billing window located at City Hall. The final action in the reporting process is to submit a Certificate of Completion and Distribution to the DEQ. Staff confirms that the information contained in the Consumer Confidence Report is correct and consistent with the compliance monitoring previously submitted to the DEQ and that the report has been distributed in accordance with 40 CFR, 141.155. Page 3 Consumer Confidence Report Certification RECOMMENDATION: Staff recommends Trustees approval of the Consumer Confidence Report Certificate of Completion and Distribution with the Oklahoma Department of Environmental Quality and authorization for the Chair to execute the document. Certificate of Completion and Distribution CITY OF OWASSO Consumer Confidence Report Annual Drinking Water Quality Report The Citv of Owasso is pleased to provide you with the 1999 Annual Drinking Water Quality Report. We want to keep you informed about the excellent quality water and services delivered to you over the past ,year. Our goal is and always has been to provide to you a safe and dependable supply of drinking water. Water Source Our water source is purchased from the City of Tulsa. The water is treated surface water transported from two sources in northeastern Oklahoma (Lake Oologah on the Verdigris River and Lakes Spavinaw, and Eucha on Spavinaw Creek). Tulsa has more than 2,000 miles of underground water lines that carry treated drinking water from two treatment facilities (Mohawk Plant and A.B. Jewell Plant) to our faucets. Daily changes in supply and demand determine which plant provides drinking water to specific areas. Generally, customers in the north and west portions of Tulsa (which includes Owasso) receive water treated at the Mohawk Plant and those in the south and east areas are served by the A.B. Jewell Plant. Monitorine The City of Owasso and the City of Tulsa routinely monitor for constituents in your drinking water according to Federal and State laws. In 1998, the City of Tulsa ran about 2,160 tests looking for pollutants that might be dangerous to your health, and substances that can make the water smell or taste bad to people who are sensitive to them. The City of Owasso monitors your water monthly for microbiological contaminants and triennially for lead and copper concentrations. The following tables show the results of our monitoring for the period of January 1" to December 31 ", 1998. The tests showed Owasso's water is safe and of high quality. In 1997 -98, under the Federal Information Collection Rule, Tulsa monitored both sources each month for cryptosporidium, a parasite that can cause flu -like intestinal problems in humans. Tests conducted by an EPA - approved lab found Tulsa's raw water to be below the action level for "crypto." Terms and Abbreviations The following tables include many terms and abbreviations you might not be familiar with. To help you understand these terms we've provided the following definitions: Parts per million (ppm) - one part of contaminant per million parts of water. Parts per billion (ppb) - one part of contaminant per billion parts of water. Maximum Contaminant Level (MCL) - The highest level of a contaminant that is allowed in drinking water. MCLs are set as close to the MCLGs as feasible using the best available treatment technology. • Maximum Contaminant Level Goal (MCLG) - The level of a contaminant in drinking water below which there is no known or expected risk to health. MCLGs allow for a margin of safety. • Action Level (AL) - The concentration of a contaminant which, if exceeded, triggers treatment or other requirements ' which a water system must follow. • Nephelometric Turbidity Unit (NTU) - Nephelomelric turbidity unit is a measure of clarify of water. Turbidity in excess of 5 NTU is just noticeable to the average person. • Treatment Technique (TT) - A treatment technique is a required process intended to reduce the level of a contamir>3rtt ' in drinking water. • Not Applicable (NA) Drinking water, including bottled water, may reasonably be expected to contain at least small amounts of sonic contaminants. The presence of contaminants does not necessarily indicate that water poses a health risk. More information about contaminants and potential health effects can be obtained by calling the EPA Safe Drinking Water Hotline (80012 6 - 1 79 1). The sources of drinking water (both tap water and bottled water) include rivers, lakes, streams, ponds, reservoirs, springs and wells. As water travels over the surface of the land or through the ground, it dissolves naturally occurring minerals and in sonic cases, radioactive material, and can pick up substances resulting from the presence of animals or from hunuur activity. Contaminants that may be present in source water before the City of Tulsa treats it include: Microbial contaminants, such as viruses and bacteria, which may come from sewage treatment plants, septic systems, agricultural livestock operations and wildlife. Inorganic contaminants, such as salts and metals, which can be naturally- occurring or result from urban stormwater runoff, industrial or domestic wastewater discharges, oil and gas production, mining or farming. Pesticides and herbicides, which may conic from a variety of sources such as agricultural and residential, use. Radioactive contaminants, which are naturally occurring ' Organic chemical contaminants, including synthetic and volatile organic chemicals, which are by- products of industrial processes and petroleum production, and can also come from gas stations, urban stormwater runoff, and septic tanks. Water Quality Results Two of the 2,160 tests performed by the City of Tulsa in 1998 showed results that needed additional testing because they indicated two metals - beryllium and cadmium - in amounts that were higher than the federal government allows. Testers took repeat samples as soon as the high -test results were received. The repeat tests found no beryllium or cadmium. How, could this happen? Unusual test results sometimes occur because the amount of water sampled is very small compared with the millions of gallons of water treated every day. The bulk purchase of meters has proven to be an essential savings in terms of cash outlay. The Trustees last approved a purchase contract with Water Products of Oklahoma on September 15, 1998. More than one (1) year has passed since the previous contract was awarded; therefore, the contract was bid to keep prices current. Over the last few years, the City of Owasso has standardized the water meter for use in our water system. The city standard is based upon the Neptune Pro -Read water meter manufactured by Schlumberger. The meters can be read with a device inserted in the meter lid or passed near the meter. The reading can be sent to the operator or, in the future, to a computerized reader contained in a scanner. Although the City currently does not have automated reading capabilities and reads each meter by contract, we plan to acquire additional equipment to enable automatic data collection in the future. Such a meter will allow cost - effective data collection with maximum accuracy. The specified equipment will be upgraded as more meters are installed in the system. With the present equipment, a receptacle supplied with the meter can be connected to the meter and bolted to the lid. A hand -held visual reader is applied to the receptacle and a signal containing a digital meter reading can be seen. All actions parallel typical meter readings, with the exception that the meter reader does not have to lift the lid, clean the surface of the glass and take a reading. In FY 98 -99, work orders were processed for 441 new water meter installations. Replacement of existing meters accounted for approximately 100 additional meters. Due to growth in our system, we estimate a minimum of 720 new meters will be required for FY 99 -00. These meters will be installed for all new residential and commercial construction and in locations requiring replacement of existing meters due to malfunctions or zero - consumption. Page 2 FY 99 -00 Water Meter Contract Delivery of the meters will be in partial orders over the contract period of October 15, 1999 through June 30, 2000. Orders are to be placed in quantities of not less than 10 meters per order. ' BID EVALUATION: I Bid specifications were advertised on September 16 and 23, 1999 and mailed to five (5) potential ' vendors. One (1) bid was received on October 7, 1999. The bid was from Water Products of Oklahoma, Inc. RECOMMENDATION: Staff recommends the Trustees award a contract to Water Products of Oklahoma, Inc., Owasso, OK for the purchase of 5/8" X 3/4" water meters at $91.50 each, 1" water meters at $152.00 each 1 -1/2" water meters at $278.00 each, and 2" meters at $375.00 each. DELIVERY OF ITEMS: The listed quantities are the expected minimum to be purchased. Additional purchases are to be provided at the same unit cost under the terms of the specifications. Items to be furnished under these specifications are to be delivered to the City of Owasso Water Division offices at the Wastewater Treatment Facility. Delivery is expected to be in partial orders as needed, but in quantities of not less than 10 meters per order. When a partial order is needed, delivery must be received in less than 5 working days from the date the order is placed. CONTROLLING SPECIFICATIONS: Unless stated otherwise by this standard, the water meters to be furnished will equal or exceed the requirements of AWWA Standard C700 -90, or latest revision, with particular reference to flow capacity, displacement pressure loss, accuracy and physical dimensions. Meter models and designs shall have been continuously manufactured in the U.S. for a minimum of five (5) years and meters being bid must have been approved by the City of Owasso prior to bid announcement. I' The 5/8" or 5/8" x3/4" meter type and model supplied shall be available concurrently in 3/4 ", 1 1 -1/2" and 2 ". � I � I SPECIFIC REOiTIREMENTS• 1. Meter Case 10 a) The meter case shall be high -grade bronze to equal or exceed AWWA Standards. The 5/871, 3/1", 111, 1 -1/2" and 2" meter cases shall be of the frost -proof type. The frost bottom, if furnished, shall be of cast iron. (Plastic in lieu of cast iron must be indicated as an exception to the specifications.) b) Baskets of a suitable material, resting in recessed seats, shall prevent leakage of the joints in the case assembly when subjected to a pressure of 150 psi. c) All external bolts, nuts and washers shall be of brass, bronze or stainless steel I material and shall be designed for easy removal after long service. d) The size and model number of the meter and the direction of flow shall be cast in ' raised letters on the outer surface of the case. A manufacturer's serial number will be die stamped or molded on the register lid and the meter casing. e) All meters should be furnished with mini pro -read pads providing encoded readings ' directly from the internal odometer. Pads shall be compatible with visual and computerized hand -held readers. The pad shall be protected against internal moisture t with a compatible liquid. The use of barriers or pulse accumulators shall not be .allowed. The selected vendor shall have at least ten (10) years of experience in the manufacturer of such products. ' SCOPE: 0 All meters furnished shall conform to the "Standard Specifications for Cold Water Meters" — C700, latest revision issued by AWWA. The following requirements for specific details are made referring to the selection numbers contained in the AWWA specifications. GENERAL: All meters shall consist of a bronze main -case with the serial number stamped on the maincase. Only displacement meters of the flat nutating disc type will be accepted because of improved operation. The size, capacity, accuracy and meter lengths shall be specified in AWWA Standard C700, latest revision. The maximum number of disc nutations is not to exceed those specified in the AWWA C700, latest revision. 2 METER MAINCASE: Maincases shall be the removable bottom cap type with the bottom cap secured by four (4) bolts on 5/8" and 3/," sizes, six (6) bolts on the P size, and eight (8) bolts on the 1 -1/2" and 2" sizes. ' Bottom caps shall be interchangeable; size for size, between frost - protected cast iron and non - frost protected (bronze) models. No meters utilizing frost plugs will be accepted. ' Frost - protected meters shall have a cast iron bottom cap. Non -frost protected meters shall have bronze or synthetic polymer bottom caps. The cross section of the bottom shall break clean when subjected to freezing pressure of 600 -850 psi. ' All maincase bolts shall be of 300 series stainless steel to prevent corrosion. Bottom cap bolt lugs shall be enclosed in the main -case and shall not have externally exposed, threaded through ' holes. ' REGISTER: The register shall be of the straight reading sealed magnetic drive type and shall contain six (6) ' numeral wheels. Registers must be roll sealed and dry. All direct reading register lenses shall be flat, of high strength, and impact resistant glass to prevent breakage. The register retaining shall be designed to absorb impact from the register. ' The register shall have the size, model and date of manufacture stamped on the dial face. The dial shall be of the center sweep pointer type and shall contain 1200 equally divided graduations at its periphery. The register must contain a low flow indicator with a 1:1 disc nutating ratio to provide leak detection. Register boxes shall be synthetic polymer or bronze. All meters must be adaptable to encoder type registers without interruption of customer's service. Registers shall be secured to the main -case by means of a plastic tamper -proof seal to allow for in -line service replacement. Seal screws are not accepted. in MEASURING CHAMBER: The measuring chamber shall be of 2 -piece snap -joint type. The chamber shall be made of non - +i hydrolyzing synthetic polymer, shall be smoothly and accurately machined and shall contain a removable molded diaphragm of the same materials as that of the chamber. No screws shall be used to secure the chamber together. � I 3 The control block shall be the same material as the measuring chamber and be mounted on the chamber top to provide sand ring protection. The control block assembly shall be removable to facilitate repairing and allow for a greater disc socket wear surface for increase longevity. r Control block assemblies shall be designed so as not to allow any magnetic slippage that would result in a loss of revenue. ' The measuring chamber outlet port shall be sealed to the maincase outlet port by means of an "O" ring gasket to eliminate any chamber leak paths. ' The chamber is a nutating disc type, the flat nutating disc shall be one piece construction molded of a non - hydrolyzing synthetic polymer and shall contain a type 316 stainless steel spindle. The ' nutating disc shall be equipped with a synthetic polymer thrust roller located within the disc slot. The roller head shall roll on the buttressed track provided by the diaphragm in the measuring chamber located near the chambers outport. ' STRAINERS: All meters shall contain removable polypropylene plastic strainer screens. The strainer shall be located near the inlet maincase port before the measuring chamber and control block assembly. PERFORMANCE: Registers must be guaranteed for at lest ten years. All meters will be guaranteed for at least one (1) year on material and workmanship. To ensure accuracy, each meter must be accompanied by a factory test tag certifying the accuracy at the flows required by AWWA C700 (low, intermediate, and full flow). Meters and meter parts shall be manufactured in the Continental United States. Manufacturers shall have a minimum of five (5) years of production experience with all sizes of the model quoted for model standardization. Meter suppliers must have been manufacturing meters for at least ten (10) years.
