2. Consideration and appropriate action relating to a request for Trustee approval of the
Consent Agenda. All matters listed under "Consent" are considered by the Trustees to be
routine and will be enacted by one motion. Any Trustee may, however, remove an item
from the Consent Agenda by request. A motion to adopt the Consent Agenda is non-
debatable.

Thursday, December 13, 2007
The Owasso Economic Development Authority met in regular session on Thursday, December
13, 2007 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting
and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Friday, December 7, 2007.

FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA.

25, 2007 Special Meeting.

ITEM 3: BRIEFING AND UPDATE ON THE VANGUARD LOAN REPAYMENT
Mr. Ray presented an update regarding his discussions with Vanguard and Enterprise
representatives on the repayment of a loan with Vanguard. Mr. Ray advised that City
Attorney, Julie Lombardi, is working diligently with Vanguard legal counsel to
ensure communication remains open and a solution is agreed upon.

ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles provided an update on the November building permit report. Mr. Wiles
reported that the Planning Commission meeting for December was cancelled due to
the ice storm and all items would be rescheduled for the January 08 meeting. Mr.
Charney arrives. Mr. Wiles advised that the Masterplan Steering committee continues
their work to update and revise the current Masterplan and such completion is
scheduled for January 08.
ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR
Mr. Stevens gave a project status report on various capital improvement projects and
other Public Works related items.
ITEM 6: REPORT FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes provided an overview of his report included in the agenda packet.
Discussion was held regarding items contained in the report.

OWASSO ECONOMIC DEVELOPMENT AUTHORITY

SUBJECT: AUTHORIZE TRANSFER TO CITY GENERAL FUND
DATE: February 11, 2008
BACKGROUND:
On January 13, 2005, the OEDA Trustees approved Resolution No. 2005 -01 authorizing the issuance
of a Revenue Anticipation Note (RAN) for $2,000,000 to fund a loan to Vanguard Car Rental USA.
Final loan documents were approved by the OEDA on May 12, 2005. The City of Owasso invested
$2,000,000 in the RAN issued by the OEDA. Additionally, the City of Owasso transferred $71,250
to the OEDA to fully fund the expected five -year expenses for interest on the RAN and for a letter of
credit on the Vanguard loan. The final agreements with all parties were signed on June 28th and
funds were transferred June 30, 2005.
Vanguard began making quarterly $100,000 payments to OEDA on September 1, 2005. After each
quarterly payment was received, the OEDA made payments of principal and interest to the City of
Owasso. Final payment for the balance of the loan was received from Vanguard in January.
Because the loan was paid off early, the actual cost to the OEDA was less than the funds advanced
by the City. $27,000.00 was expended for the letter of credit and $19,560.28 was paid for interest on
the RAN. The balance of funds advanced to the OEDA by the City is $24,689.72. Staff
recommends that the balance of these funds be transferred back to the City's General Fund.
RECOMMENDATION:
Staff recommends OEDA Trustee approval to transfer $24,689.72 to the City of Owasso, General
Fund.

E. 86th Street North (Main to N. Memorial Road)
- Design began in July 2006 and scheduled for completion by December 2007
- Construction estimate of $4.5 million - to include ROW and utilities
- Funding to be provided by ODOT and Tulsa County
- Environmental Assessment complete and submitted to ODOT (Still under
review)
- Right -of -way acquisition to begin March 2008
- Construction scheduled to start by September 2008
N. 129th East Avenue (76th Street to 96th Street North)
- Design completed in July 2007
- Advertisement occurred on July 12, 2007 for a Bid opening on August 13, 2007
- Notice to Proceed issued October 1, 2007 with Substantial Completion (450
calendar Days) scheduled for December 23, 2008 and Final Completion (510
calendar days) scheduled for February 21, 2009
- Re- location of 12" Water line and installation of storm drain structures continue
along N 129 E Ave from E 76 St N to E 84 St N began November 1St 2007.
- North 129th East Avenue between East 76th Street North and East 80th Street
North was closed beginning February 4, 2008. The closure will last
approximately sixty (60) days, but could be extended if adverse weather
conditions limit construction. Detour routes have been established and
detour signage will remain present during the closure.
• FY 2007 -2008 Rehabilitation Proiect
- Design completed in July 2007
- Bid opening for the repair of N. 145th East Avenue (Phase 1) occurred on July 26,
2007. Bids were rejected.
- Phase I and Phase II will be combined and will be advertised in September of
2007
- Advertise for Bids on October 4 and 11, 2007
- Pre -Bid October 25, 2007
- Bid opening scheduled for November 5, 2007
- Bid was awarded to Becco Construction on November 20, 2007
- Notice to Proceed scheduled for February 18, 2008. Final Completion (90
calendar days) scheduled for May 18, 2008
Main Street Redevelopment
- Funding of $1.1 million provided by Vision 2025
- PSO utility relocation began in October 2006
- Project to be completed by September 2007
- Three -lane configuration with angular parking selected
- Design was completed in June 2007
- One bid received on July 9, 2007
- Re- advertisement to occur following approval by Vision 2025
- Re- advertisement occurred October 15, 2007
Mandatory pre -bid meeting is scheduled for November 6, 2007
Bid- opening November 16, 2007
Bid was awarded to Crossland Heavy Construction on December 18, 2007.
Notice to Proceed scheduled for March 3, 2008, with Substantial
Completion (165 calendar Days) scheduled for August 2008 and Final
Completion (180 calendar days) scheduled for September 2008
Wastewater Treatment Plant and 117th Street Lift Station Upgrade/ East 76 Street
North Sanitary Sewer Interceptor
- Design began in September of 2007 and scheduled for completion by June of

E 96 St N Regional Detention (Phase I — 60 -inch Conveyance).
- Advertise for Bids on November 6, 2007
- Mandatory pre -bid meeting is scheduled for November 27, 2007
- Bid opening December 7, 2007
- Bid was awarded to McGuire Brothers Inc. on December 4, 2007
- Notice to Proceed occurred on January 22, 2008 with Substantial
Completion (60 calendar Days) scheduled for March 2008 and Final
Completion (75 calendar days) scheduled for April 2008.
