OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING Thursday, February 14, 2008 The Owasso Economic Development Authority met in regular session on Thursday, December 14, 2008 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 5:00 p.m. on Tuesday, February 12, 2008. ITEM 1: CALL TO ORDER & ROLL CALL Chairman Dee Sokolosky called the meeting to order at 10:OOAM. PRESENT Dee Sokolosky, Chairman Frank Enzbrenner, Trustee Tom Kimball, Trustee Steve Cataudella, Trustee David Charney, Vice Chairman Gary Akin, Secretary A quorum was declared present. ABSENT Bryan Spriggs, Trustee STAFF Rodney Ray, City Manager Juliann Stevens, Recording Clerk Eric Wiles, Community Development Julie Lombardi, General Counsel OTHERS Randy Cowling, Owasso Reporter Chelsea Harkins Roger Stevens, Public Works Sherry Bishop, Administrative Services Director ITEM 2: CONSIDERATION AND APPROPRIATE ACTION REALTING TO A REQUEST FOR TRUSTEE APPROVAL OF THE CONSENT AGENDA. A. Approval of minutes of the December 13, 2007 Regular Meeting and the January 10, 2008 Regular Meeting. B. Approval of claims —no claims C. Owasso Economic Development Authority February 14, 2008 ITEM 3: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST FOR TRUSTEE APPROVAL TO TRANSFER EXCESS FUNDS RELATED TO THE VANGUARD LOAN FROM THE OEDA TO THE CITY OF OWASSO, GENERAL FUND. Mr. Ray presented the item. Mr. Enzbrenner moved, seconded by Mr. Kimball, to approve the transfer of excess funds from the OEDA to the City of Owasso, General Fund. AYE: Enzbrenner, Kimball, Cataudella, Sokolosky, Charney, Akin NAY: None ABSTAIN: None Motion carried 6 -0. ITEM 4: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR Mr. Wiles provided an update on the January building permit report. Mr. Wiles also commented on items appearing before the Planning Commission held February 7, 2008. ITEM 5: REPORT FROM PUBLIC WORKS DIRECTOR Mr. Stevens gave a project status report on various capital improvement projects and other Public Works related items. ITEM 6: REPORT FROM OEDA MANAGER No report. ITEM 7: REPORT FROM OEDA TRUSTEES No report. ITEM 8: NEW BUSINESS None. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING A PROPOSAL TO LOCATE A BUSINESS IN THE CITY OF OWASSO, SUCH REQUEST PURSUANT TO TITLE 25 O.S. SECTION 307 -C10. Mr. Cataudella moved, seconded by Mr. Charney, to enter into executive session. The Trustees entered executive session at 10:41 AM. Memorial Road - Design began in July 2006 and scheduled for completion by December 2007. - Construction estimate of $4.5 million - to include ROW and utilities. - Funding to be provided by ODOT and Tulsa County. - Environmental Assessment complete and submitted to ODOT (Still under review.) - Right -of -way acquisition to begin March 2008. - Construction scheduled to start by November 2008. th East Avenue (76th Street to 96th Street North - Design completed in July 2007. - Advertisement occurred on July 12, 2007 for a Bid opening on August 13, 2007. - Notice to Proceed issued October 1, 2007 with Substantial Completion (450 calendar days) scheduled for December 23, 2008 and Final Completion (510 calendar days) scheduled for February 21, 2009. - Re- location of 12" water line and installation of storm drain structures continue along N 129 E Ave from E 76 St N to E 84 St N began November 1, 2007. - North 129th East Avenue between East 76th Street North and East 80th Street North was closed beginning February 4, 2008. This closure is in support of the North 129th East Avenue Roadway Improvement project. The closure will last approximately sixty (60) days, but could be extended if adverse weather conditions limit construction. Detour routes have been established and detour signage will be present during the closure. The rock base work for the roadway improvements will begin March 10, 2008. FY 2007 -2008 Rehabilitation Project - Design completed in July 2007. - Bid opening for the repair of N. 145th East Avenue (Phase 1) occurred on July 26, 2007. Bids were rejected. - Phase I and Phase II will be combined and will be advertised in September 2007. - Advertise for Bids on October 4 and 11, 2007. - Pre -Bid October 25, 2007. - Bid opening scheduled for November 5, 2007. - Bid was awarded to Becco Construction on November 20, 2008. - Notice to Proceed scheduled for February 18, 2008. Final Completion (120 calendar days) scheduled for June 18, 2008. • Main Street Redevelopment - Funding of $1.1 million provided by Vision 2025. - PSO utility relocation began in October 2006. - Project to be completed by September 2007. - Three -lane configuration with angular parking selected - Design was completed in June 2007. - One bid received on July 9, 2007. Re- advertisement to occur following approval by Vision 2025. - Re- advertisement occurred October 15, 2007. Mandatory pre -bid meeting is scheduled for November 6, 2007. Bid- opening November 16, 2007. Bid was awarded to Crossland Heavy Construction on December 18, 2007. Notice to Proceed scheduled for March 3, 2008, with Substantial Completion (165 calendar days) scheduled for August 2008 and Final Completion (180 calendar days) scheduled for September 2008. • Wastewater Treatment Plant and 117th Street Lift Station Ugarade/ East 76th Street North Sanitary Sewer Interceptor - Design began in September 2007 and scheduled for completion by June 2008 (still on schedule.) E 96th St N Regional Detention (Phase I — 60 -inch Conveyance). - Advertise for Bids on November 6, 2007. - Mandatory pre -bid meeting is scheduled for November 27, 2007. - Bid opening December 7, 2007. - Bid was awarded to McGuire Brothers Inc. on December 4, 2007. - Notice to Proceed occurred on January 22, 2008 with Substantial Completion (60 calendar days) scheduled for March 2008 and Final Completion (75 calendar days) scheduled for April 2008. - Installation of the 60" RCP pipe was completed on February 28, 2008. - Right -of -Way restoration is scheduled to be completed by mid - March, 2008. • E96 th St N Reaional Detention (Phase II and III — Detention Facilitv/ Garnett Structure Modifications). - ACOE permitting review to be complete by March 19, 2008. - Advertise for Bids April 1, 2008. - Mandatory pre -bid meeting is scheduled for April 22, 2008. - Bid - opening May 2, 2008.
