6. Reading of the Mayor's Proclamation

The Mayor will read a proclamation declaring March 16 -22, 2008 as "National Safe Place
Week" in the City of Owasso encouraging citizens to express their appreciation to volunteers
of the Safe Place Program and to others who respond to youth in crisis.
7. Recognition of the City of Owasso Employee of the Quarter
Mr. Ray
Mr. Ray will recognize the Employee of the Quarter for 2008.
Consideration and appropriate action relating to a request for Council approval of the Consent
Agenda. All matters listed under "Consent" are considered by the City Council to be routine
and will be enacted by one motion. Any Councilor may, however, remove an item from the
Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable.
A. Approval of Minutes of the March 4, 2008 Regular Meeting and March 11, 2008 Special
Meeting.

PUBLIC HEARING
9. The City Council will conduct a public hearing for the purpose of receiving citizen comments
and input relating to proposed capital improvement projects to be funded by the third penny
sales tax.

A public hearing will be held for the purpose of receiving comments and citizen input
regarding the recommendation from the Owasso Capital Improvement Projects committee to
the City Council to amend the Capital Improvement Projects Priority List; more specifically,
to include the Street Improvement/Repair Program, Sports Park, E. 86th Street North Road
Widening Project, E. 106th Street North and N. Garnett Road Intersection Improvements, and
Tulsa Community College / Tulsa Technology Center Road Construction Project and Land
Acquisition. On April 1, 2008, staff anticipates placing an item on the City Council agenda in
consideration of a resolution approving priority capital improvement projects to receive
funding in FY 2008 -09.
10. Consideration and appropriate action relating to a request for Council approval of rezoning
request OZ 08 -02, consisting of approximately 2.4 acres at 11102 E. 126th Street North from
AG (Agriculture) zoning to CS (Commercial Shopping) zoning.

11. Consideration and appropriate action relating to a request for Council approval of a final plat
for Prestige Pond, proposing forty -two residential lots on approximately 25 acres, located on
the northwest corner of E. 106th Street North and N. 161" East Avenue.

12. Consideration and appropriate action relating to a request for Council to award a bid for the
purchase of in -car mobile video equipment and authorization for the City Manager to execute
a contract for equipment and related services.

Staff will recommend Council award the bid for the purchase of seven (7) in -car mobile video
systems to include accessories and software to ICOP Digital Incorporated of Lenexa, Kansas
in the amount of $42,010.06 and authorization for the City Manager to execute a contract
between the City of Owasso and ICOP Digital Incorporated for such equipment and related
services.
13. Consideration and appropriate action relating to a request for Council approval of a
supplemental appropriation increasing expenditures in the Park Development Fund and to
award a bid for the construction of drainage improvements at Funtastic Island Park.

Staff will recommend Council approval of a supplemental appropriation increasing
expenditures in the Park Development Fund by $20,000. Additionally, staff will recommend
Council award the bid for the construction of drainage improvements at Funtastic Island Park
to Benchmark Enterprises of Broken Arrow, Oklahoma in the amount of $52,150.

PROCLAMATION
CITY OF OWASSO, OKLAHOMA
WHEREAS, President George W. Bush has declared March, 2008 as American Red Cross
Month nationwide; and
WHEREAS, since 1906 the Tulsa Area Chapter of the American Red Cross, a humanitarian
and volunteer -driven non-profit organization, has honored its mission to provide
relief to victims of disasters while helping people prevent, prepare for and
respond to emergencies; and
WHEREAS, through its main chapter office in Tulsa provides a wide range of services and
resources to the citizens of 18 counties in Northeast Oklahoma; and,
WHEREAS, last year alone more than 800 volunteers helped their fellow Oklahomans by
supporting the efforts of the American Red Cross, and 20,000 more made time to
learn lifesaving skills such as lifeguarding, first aid, CPR and defibrillator use;
and,
WHEREAS, 1,878 victims of disasters from 657 families received help from the Tulsa Area
Chapter last year; and,
WHEREAS, 1,151 U.S. military families received direct assistance from the American Red
Cross through Service to the Armed Forces; and,
WHEREAS, last year, more than 2,100 blood drives were held in Oklahoma allowing the
American Red Cross to provide life- saving blood to patients in need across the
state and the nation.
NOW, THEREFORE, I, Stephen Cataudella, by virtue of the authority vested in me as Mayor
of the City of Owasso, do hereby proclaim March, 2008, as

and to continue to give blood, volunteer your time and financially support the American Red
Cross.

PROCLAMATION
CITY OF OWASSO, OKLAHOMA
WHEREAS, The City of Owasso is proud to recognize persons who actively contribute to the
betterment of the community; and,
WHEREAS, in 1991, Youth Services of Tulsa opened as one of the first Safe Place programs in
the nation to be available for vulnerable youth in Tulsa County; and,
WHEREAS, Quik -Trip stores, Tulsa Transit Buses, and local Fire Stations throughout Tulsa
County provide Safe Place sites for youth in crises; and,
WHEREAS, more than 60 community volunteers respond to youth seeking assistant and
present information about Safe Place, Youth Services of Tulsa, and personal
safety to students in the schools in Tulsa County; and,
WHEREAS, over 1,000 youth have come to a Safe Place site when they needed help; and,
WHEREAS, Youth Services of Tulsa's Safe Place program is considered a model program and
March 16 - 22, 2008 has been designated as National Safe Place week.
NOW, THEREFORE, I, Stephen Cataudella, by virtue of the authority vested in me as Mayor
of the City of Owasso, do hereby proclaim March 16 - 22, 2008 as
SAFE PLACE WEEK
in the City of Owasso and urge all Citizens to support the Safe Place program and seek
opportunities to volunteer as a Safe Place responder to a child or teen in crisis.

The Owasso City Council met in regular session on Tuesday, March 4, 2008 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5:00 p.m. on Friday, February 29, 2008.

ITEM 6. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA
A. Approval of Minutes of the February 19, 2008 Regular Meeting.
B. Approval of Claims.
C. Consideration and appropriate action relating to a request for Council approval
of Ordinance No. 911, an ordinance approving rezoning request OZ 08 -01;
consisting of approximately 1.5 acres located at 10409 North Highway 169
Service Road from AG (Agriculture) to an OM (Medium Intensity Office)
Zoning District.
D. Consideration and appropriate action relating to a request for Council approval
of Ordinance No. 912, an ordinance approving OPUD 07 -02, a planned unit
development consisting of approximately 4.62 acres, located on the south side of
East 76th Street North, immediately west of the Crown Colony subdivision, t/4
mile west of North 129th East Avenue.
E. Consideration and appropriate action relating to a request for Council approval
of Ordinance No. 913, an ordinance approving OPUD 07 -03, a planned unit
development consisting of approximately 17.798 acres located on the north side
of East 106th Street North, between the Owasso Sports Park and the SK &O
railroad.
Ms. Kimball moved, seconded by Mr. Sinex, to approve the Consent Agenda with claims
totaling $449,820.14, healthcare self - insurance claims totaling $155,065.66 and payroll claims
totaling $303,890.00.

ITEM 7. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A

CITY MANAGER, SUCH EXECUTIVE SESSION PROVIDED FOR IN O.S. 25,

The Owasso City Council met in a special meeting on Tuesday, March 11, 2008 in the Council

BACKGROUND:
The Capital Improvements Committee was formed to ensure citizen input in the Capital
Improvements planning process. The Capital Improvements Plan is a critical planning tool that
outlines a path of expenditures for major projects of high priority to the City of Owasso. The
committee is comprised of 19 members, nine municipal staff members and ten citizen members.
The committee meets annually with the goal of recommending updates of the capital improvements
plan to the City Council before the end of each fiscal year.

PROCESS FOR CREATING ANNUAL LIST OF PRIORITIES:
Adopted September 2, 2003, Resolution 2003 -14 sets the guidelines whereby the City Council
establishes capital priorities each year.
First, the Capital Improvements Committee conducts a meeting and transmits a recommendation of
capital priorities to the City Council. This year, that meeting was conducted on March 13, 2008.
Then, the City Council conducts a public hearing in order to receive and consider information
provided by citizens that may be relevant to the proposed amendment to the priorities. That public
hearing will be conducted on March 18, 2008. Finally, at least two weeks after the public hearing,
the City Council adopts by resolution the prioritized list of capital projects for the upcoming fiscal
year.
PRIORITIES:
Adopted last year for Fiscal Year 2007 -2008, the capital improvement projects currently prioritized
by Resolution 2007 -05 are the following projects:
1. North 1291h East Avenue Road Widening Project
2. Street Improvement/Repair Project — FY `08
3. Main Street Redevelopment Project
4. Sportspark — FY `08
5. East 86th Street North Road Widening Project
6. Joint Training Facility
PROPOSED PRIORITY CAPITAL IMPROVEMENT PROJECTS:
The City has identified five capital improvement projects that the staff recommends as priorities for
the upcoming fiscal year.
STREET IMPROVEMENT/REPAIR PROJECT — For many years, the City of Owasso has
partnered with Tulsa County to improve local streets throughout Owasso. Beginning in FY'06, the
City adopted a philosophy about street repair that led to the City committing $1 million annually
through the Capital Improvements Program. So far, the project has received $1 million annually to
fund overlay and minor reconstruction projects for Owasso's streets. The staff proposes to continue
the Street Improvement/Repair Project in Fiscal Year 2008 -2009.
SPORTSPARK — This project proposes to continue the development of the 80 acres that lie
between the developed portion of the Sportspark and East 106th Street North. Planned
improvements include a road, parking lot, ten baseball fields, seven football fields and two new
restrooms. The specific improvements planned for next year include a new baseball fourplex, a
new restroom, and waterline and wastewater line extensions.
EAST 86TH STREET NORTH WIDENING RIGHT -OF -WAY ACQUISITION — This project
proposes to acquire right -of -way for the widening of East 86th Street North from Main Street to
Memorial Road. The City of Owasso, Tulsa County and ODOT are partnering to widen 861h Street
from Main Street to Highway 75. Also, as a priority capital project during this current fiscal year,
the City has funded the engineering design so that the widening can be constructed.
INTERSECTION IMPROVEMENTS AT EAST 106TH STREET NORTH AND GARNETT
ROAD — This project proposes to acquire right of way and provide for engineering design for the
improvements of the intersection at East 106th Street North and North Garnett Road. The City of
Owasso is working with ODOT to secure additional funding to construct this project.
TTC /TCC ROAD AND LAND ACQUISITION PROJECT — This project proposes to acquire 25
acres on which would be located a Tulsa Community College (TCC) educational facility. Further,
the project would provide for the construction of a frontage road to serve both the TCC and the
Tulsa Technology Center (TTC), on the east side of Highway 169 between East 106th Street North
and East 1161h Street North.
FINANCIAL ANALYSIS:
The staff projects that $1.5 million will be available to budget for capital projects in Fiscal Year
2008 -2009. The estimated cost breakdown of the proposed capital projects is as follows:
1. Street Improvement/Repair Project - $1 million
2. Sportspark - $500,000
3. East 86th Street North Widening Right -of -Way Acquisition - $450,000
4. Intersection Improvements at East 106th Street North and Garnett Road - $450,000
5. TTC /TCC Road and Land Acquisition Project - $4.9 million
The total estimated cost of all proposed projects is $7,300,000. In order for these projects to be
funded in Fiscal Year 2008 -2009, the staff will recommend that the City borrow $5,800,000.
RECOMMENDATION FROM CAPITAL IMPROVEMENTS COMMITTEE:
The Capital Improvements Committee conducted a meeting on March 13, 2008 in order to
formulate a recommendation to the City Council about what the capital priorities should be for FY
2008 -2009. During that meeting, the staff presented the current financial condition of the Capital
Improvements Program and also presented the recommended list of priority capital projects. The
CIP Committee unanimously passed a motion to recommend that the City Council resolve that the
following projects be the priority capital improvements for FY 2008 -2009:
1. Street Improvement/Repair Project — FY`09
2. Sportspark — FY`09
3. East 86th Street North Widening Right -of -Way Acquisition
4. Intersection Improvements at East 106th Street North and Garnett Road
5. TTC /TCC Road and Land Acquisition Project
Discussion at the CIP Committee meeting also included considerations that the City of Owasso
should examine all capital funding options comprehensively. Resulting from that discussion was
an inclusion in the motion that the City of Owasso must develop a study of financing options for
capital projects, and that the committee should meet again by September 2008 to review the
findings of that study.
STAFF RECOMMENDATION:
The staff recommends that the City Council conduct a public hearing on March 18, 2008 to obtain
citizen input on capital expenditures for FY '08 -09.
It is anticipated, that at a later meeting, that the staff will recommend that the five capital projects
listed above be declared priority projects for next fiscal year, thereby making those projects eligible
to receive funding from the third penny of the Owasso sales tax.

BACKGROUND:
In order to further facilitate the development of their property for potential office use, Mr. and Mrs.
Lee have requested for their property to be rezoned from an AG (Agriculture) Zoning District to a CS
(Commercial Shopping) Zoning District. A general area map is attached for review.
PROPERTY CHARACTERISTICS:
The property is currently undeveloped and is zoned AG (Agriculture). Land to the east is zoned
AG (Agriculture), land to the south is developing as Crescent Ridge under an RS -3 (Single Family
Residential) Zoning District, land to the west is zoned AG (Agriculture), land to the North is zoned
IM (Industrial Medium).
The subject site is 2.417 acres in size. The property will be served municipal water, municipal
wastewater, municipal police, municipal fire, and municipal EMS service.
DESCRIPTION OF OM ZONING DISTRICT:
The CS zoning district is designed to accommodate a wide range of commercial uses (including
offices) that are protected from other general commercial activities.
DEVELOPMENT PROCESS:
The first step in the development of a piece of property in Owasso is annexation. Annexation is
the method whereby land located outside the city limits is made a part of the city. Property owners
and land developers sometimes choose to have their property annexed into Owasso in order to
receive Owasso municipal services, such as police protection, refuse collection, and sanitary
sewer.
The second step in the development of a piece of property in Owasso is rezoning. When a
property is annexed into Owasso, by law it must come in classified for AG Agricultural use. In
order to develop the property, the land must be zoned for particular kinds of uses, such as
residential, office, commercial, or industrial. Rezoning decisions are made in accordance with the
growth policy displayed in the Owasso Master Plan.
One type of rezoning that a developer may choose to seek is a Planned Unit Development, or PUD.
When a development proposes to exhibit a mixture of uses with specific regulations and standards
unique to a particular tract of land, a PUD is often the preferred land use control mechanism.
The third step in the development of a piece of property in Owasso is platting. A preliminary plat
is required for any development that proposes to divide land into two or more lots. Preliminary
plats illustrate the development concept for the property, and are often modified significantly after
being reviewed by the Technical Advisory Committee (TAC), and the Owasso Planning
Commission. Sometimes, difficult development issues such as existing utility lines, wells, or
easements are brought to light at the preliminary plat stage and must be remedied prior to
development.
After the preliminary plat has been reviewed by the City and various utility companies,
construction plans for the development's infrastructure are typically submitted. These plans
include specifications and drawings for stormwater drainage, streets and grading and erosion
control, waterlines, stormwater detention, and wastewater lines. Often, approval is required of
other agencies, such as the Department of Environmental Quality for wastewater collection and the
US Army Corps of Engineers for properties that may be development sensitive.
Once the property development proposal shows a division of lots that is acceptable to both the
developer and the City of Owasso, a final plat application is submitted. A final plat illustrates the
layout and dimension of lots included on the final plat, right -of -way widths, easements, and other
physical characteristics that must be provided for review by the City. After obtaining approval
from the TAC and Planning Commission, the final plat is considered by the City Council. If
approved, the final plat is filed with the office of the County Clerk and governs all future
development on that property.
The fourth step in the development of a piece of property in Owasso is the site plan. Site plans are
reviewed by the TAC and approved by city staff. Issues such as building setbacks, parking,
access, landscaping, and building footprint are presented in the site plan. Once a site plan is
approved, the development is clear to apply for a building permit and to submit construction plans
for the building's foundation, plumbing, electrical system, and HVAC.
LEGAL CONSIDERATIONS OF ZONING REQUESTS:
Section 1500 of the Owasso Zoning Code outlines the city's policy on zoning amendments. The code
states that amendments will be adopted to recognize changes in the Comprehensive Plan, or to
recognize changing conditions in a particular area or in the jurisdictional area. Zoning changes must
be based on two fundamental questions: 1) Does the requested zoning allow a land use that is
appropriate for the subject property, and 2) Is the requested zoning in conformance with the Owasso
Land Use Master Plan?
Development considerations such as traffic, roads, grading, drainage, stormwater detention, utilities,
rights -of -way, etc, are not to be considered until the platting stage of development. At the platting
(and site planning) stage, the Planning Commission, municipal staff, and the Technical Advisory
Committee work with the applicant to solve these types of specific development concerns.
The proposed development for this property is an office building.
CONFORMANCE TO MASTER PLAN DESIGNATION:
The Owasso Land Use Master Plan designates the property for commercial use. The requested
zoning designation, CS (Commercial Shopping), is allowed within the master plan's designation for
the property.
ANALYSIS:
The subject property is currently designated by the Owasso Comprehensive Plan as future
Commercial. If the application is approved, the subject property would be zoned CS (Commercial
Shopping). Such a rezoning would allow for the property to develop as an office facility, per the
applicant's request.
Letters were mailed to surrounding property owners and the legal advertisement was published in
the Owasso Reporter. Staff has received no phone calls or correspondence from the public in
regards to the request. Copies of both the letter to property owners and the legal advertisement are
attached for your information and review.
PLANNING COMMISSION HEARING:
The Owasso Planning Commission considered the rezoning request at a public hearing on March 10,
2008. At that meeting the Planning Commission unanimously recommended that the City Council
approve the rezoning.
RECOMMENDATION:
The staff recommends approval of OZ- 08 -02.

ANALYSIS:
The Prestige Pond Final Plat is in anticipation of a single family residential development proposing
42 lots on approximately 25 acres zoned RS -2 located on the northwest corner of East 106th Street
North and North 161St East Avenue. The proposed development would house average lot sizes of
10,500 square feet. According to the Owasso Zoning Code, single family uses are included
allowed by right on property zoned RS -2.
There are two points of access into Prestige pond. The first is off of East 106th Street North and
shows 78.54 feet to be designated for ingress and egress. The second point of access is off of North
161St East Avenue and shows 78.54 feet to be designated for ingress and egress. The two points of
access designated for ingress and egress includes a total of 157.08 feet.
The proposed plat illustrates a 20' utility easement in the front of the lot and a 17.5' utility
easement in the rear. Some of the lots also include utility easements on the sides varying between
5' and 10'.
The development will be served by City of Owasso sewer and Rogers County Rural Water District
No. 3 for water. The applicant has also set aside three reserve areas throughout the development
for additional green space and storm water detention, totaling approximately 6.5 acres. The largest
of these reserve areas will be located where the existing pond is at the northwest corner of East
106th Street North and North 161St East Avenue. The existing pond will be engineered and
modified to act as a wet storm water detention facility for the development.
Any development that occurs on the subject property must adhere to all subdivision, zoning and
engineering requirements including but not limited to paved drives and storm water detention. The
property will be subject to all payback fees including Storm Siren fees of $16 per acre, and a
sanitary sewer payback fee of $2,580 per acre.
TECHNICAL ADVISORY COMMITTEE:
The Owasso Technical Advisory Committee reviewed the final plat at the February 27, 2008
regular meeting. At that meeting, utility providers, as well as staff, are afforded the opportunity to
comment on the plat and request any additions and/or concerns. The Technical Advisory
Committee recommended that the Planning Commission approve the Final Plat of Prestige Pond.
PLANNING COMMISSION HEARING:
The Owasso Planning Commission considered the request for approval of the Final Plat of Prestige
Pond at a public hearing on March 10, 2008. At that meeting, the Planning Commission unanimously
recommended the City Council approve the rezoning.
RECOMMENDATION:
Staff recommends approval of Prestige Pond Final Plat.

SUBJECT: IN -CAR VIDEO SYSTEM PURCHASE
DATE: March 11, 2008
BACKGROUND:
The Owasso Police Department has been partnering with the Oklahoma Highway Safety Office
since 2005 in an effort to reduce the number of vehicle collisions within Owasso. This
partnership has involved on -going grant awards from OHSO. The most recent grant was awarded
in September of 2007 in the amount of $95,000. These funds were approved as a supplemental
appropriation during the October 4, 2007 meeting of the Owasso City Council and allows for
$42,000 in overtime for traffic enforcement patrols and $53,000 for the purchase of equipment,
specifically, in -car video camera systems. The in -car video systems will be utilized to document
officer's contact with citizens and should prove to be very beneficial in capturing video evidence
during traffic stops and other arrests. The camera system can also be used to investigate citizen
complaints and enhance officer safety. As outlined in the department's strategic plan, the staff
intends to continue efforts to seek grant funding to reach its goal of outfitting every patrol car in
the department's fleet with an in -car video system.
BID REVIEW:
Bids for the in -car video systems were advertised according to state statutes and opened on
February 27, 2008 at 2:OOPM. A total of two (2) bids were received and reviewed to determine
if they met the bid specifications.
Based on the review of the bid proposals, the ICOP in -car video system was selected for the bid
amount of $42,010.06. This system allows for in -dash installation and wireless video upload
from the patrol car to a server within City Hall. The bid allows for the purchase of seven (7) in-
car video systems, related accessories and software for the management of video from the
cameras. The bid provided by Turn-Key Mobile did not meet bid specifications.
FUNDING:
Funding for this project is derived from the Police Department operating budget that was
supplemented by a grant from the Oklahoma Highway Safety Office.
RECOMMENDATION:
Staff recommends Council award the bid for the purchase of seven in -car video camera systems,
accessories and software to ICOP Digital Inc. of Lenexa, Kansas in the amount of $42,010.06
and authorization for the City Manager to execute the contract with ICOP Digital Inc.
Remaining grant funds will be utilized for the purchase of necessary computer hardware to
manage the video retrieved with the in -car cameras.

CONTRACT FOR EQUIPMENT AND SERVICES
THIS AGREEMENT, made this 18th day of March, 2008, between the City of
Owasso (CITY), and ICOP Digital Inc. (VENDOR).
WITNESSETH:
1. That for and in consideration of the sum of $42,010.06, VENDOR will furnish to
CITY as indicated in the specifications, the following:
• Seven In -Car Mobile Video Systems capable of wireless upload per bid
specifications. These systems shall include the following accessories for each
system.
- Spare /second wireless microphone & office charger
- Radar cable for Decatur Genesis II radar
- Crash Sensor
• Software Package per bid specifications to include:
- Software for Server
- Software that supports viewing from at least five different computers
- Administrative client workstation software that permits copying of CDs
from a designated computer.
• Server Hardware: Docking station for the server that adapts to the manual hard
drive from the In -Car Mobile Video systems.
2. VENDOR will furnish on -site training to eight agency personnel (train the trainer) on
the installation and use of the listed components and other services necessary to deliver
and install the equipment as required.
3. VENDOR shall provide an upgraded wireless router for each in -car video camera that
will allow for 10 -15 minute download time (per car at 1CIF video resolution and fifteen
frames per second) for every hour of recorded video within a year of signing this contract
at no charge to the City. In addition, vendor will supply two additional docking stations
during the one year time period required to upgrade the wireless router. Once the upgrade
is complete one of the referenced docking stations will become the property of the City of
Owasso and the other will be returned to ICOP.
4. VENDOR will extend the warranty for all items listed in category (1) of this contract
for the same period of time required to upgrade the wireless routers for the in -car cameras
as referenced in category (3).
5. The CITY shall pay the VENDOR upon satisfactory delivery of and training on all
system components following the submission of an invoice.
6. This Contract shall be binding upon all parties hereto and their respective heirs,
executors, administrators, successors and assigns.
7. This instrument, supplemented by the Contract Documents, contains the entire
agreement between the parties, and no statement, promise or inducement made by either
party, or the agent of either party, that is not contained in this written Contract shall be
valid or binding.
8. This Contract shall not be enlarged, modified or altered except in writing, signed by
the parties and endorsed hereon.
9. This Contract shall be governed by the laws of the State of Oklahoma both as to
interpretation and performance.

BACKGROUND:
The FY 2007 -08 Budget included funding for several different projects throughout the City of
Owasso. Included in that project list was funding to provide for various park improvements. A
total of $47,000.00 was budgeted in the Park Development Fund for this purpose as a result of
$27,000 in carryover and a $20,000 original budget amount.
Drainage at Funtastic Island is extremely poor causing wet and soggy conditions or standing
water for long periods of time even after a moderate rainfall event. This results in large portions
of Owasso's most utilized park being unusable for several days. In order to address this
problem, the Parks Department began the process of advertising for bids in February for the
Funtastic Island Drainage Improvement Project. The bid packet was developed with a base bid
specification that included the installation of a drainage system and additional wood chips to be
installed at the Park upon completion.
All bids were to be received by March 13, 2008 at 10:00 AM. A total of nine bid packets were
obtained following advertisement and a total of two companies submitted bids. A copy of the
bid tally sheet is attached for your information and review.
A review of the bids submitted indicates that both bids received were in compliance with
specifications. Staff is prepared to recommend the award of the drainage improvement project to
Benchmark Enterprises of Broken Arrow, OK as they were the qualifying low bidder at $52,150.
Having previously been awarded a contract with the City of Owasso for the construction of the
Splash Pad, staff is very satisfied with their work.
FUNDINf
As previously communicated, a total of $47,000 was budgeted for park improvements from the
Park Development Fund. A total of $13,000 of the budgeted funds have been spent to date
(Centennial Park parking lot improvements) resulting in a balance of $34,000. Staff is
recommending an additional $20,000 supplemental appropriation from the Park Development
Fund in order to fund the Funtastic Island Drainage Improvement Project. If approved, the Park
Development Fund would have an estimated remaining balance of $99,101 at the close of the
fiscal year.
RECOMMENDATION:
Staff recommends Council approve a supplemental appropriation increasing expenditures in the
Park Development Fund in the amount of $20,000. Staff also recommends Council award
construction of the Funtsastic Island Drainage Improvement Project to Benchmark Enterprises of
Broken Arrow, OK in the amount of $52,150.
