Adjournment C 11' /1 OWASSO PUBLIC GOLF AUTHORITY MINUTES OF REGULAR MEETING ' Tuesday, December 16, 1997 The Owasso Public Golf Authority met in regular session on Tuesday, December 16, 1997 in the Council Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Friday, December 12, 1997. I ITEM 1: CALL TO ORDER Chairman Barnhouse called the meeting to order at 7:35 p.m. ITEM 2: FLAG SALUTE The flag salute was given during the City Council meeting preceding this meeting. Is Owasso Public Golf Authority December 16, 1997 ITEM 5: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE PRESENTATION OF AN INDEPENDENT AUDIT OF FINANCIAL ' TRANSACTIONS FOR THE OPGA FUND FOR FY 1996-97 AND A REQUEST FOR THE TRUSTEES TO RECEIVE THE AUDIT REPORT Ms Bishop said that the annual audit, completed by the firm of Carlson & Cottrell, has been completed and reviewed by staff and is ready to be received by the Trustees. TO: THE HONORABLE CHAIR & TRUSTEES ' OWASSO PUBLIC GOLF AUTHORITY FROM: WARREN LEHR DIRECTOR OF GOLF SUBJECT: GOLF COURSE MAINTENANCE EQUIPMENT NEGOTIABLE SALE OR TRADE DATE: December 29, 1997 BACKGROUND: In September of 1993, the OPGA purchased an Express Dual Reel Spin Grinder manufactured ' by Bernhard and Co of England. This is an automatic grinder which was used to grind (sharpen) the reels on all of our various mowers. In September of 1996, our golf course mechanic, Greg McCall, informed us of a potentially large yearly savings and improved mowing tperformance through the acquisition and use of a Foley 388 Manual Reel Grinder. The savings and improved performance could be realized because the Express grinder "flat grinds" the reels, while the Foley grinder allows for "relief grinding" which extends the life of the reels ' significantly and improves the quality of the cut. The OPGA FY 97-98 budget includes $1500 for the purchase of a used Foley 388 Grinder, which was purchased in July of this year for ■ $900. The savings and performance projections have proven true and the Foley grinder better fulfills all of our grinding needs. This makes the Express grinder surplus to the needs of the OPGA. 1 LEGAL ISSUES/METHOD OF DISPOSING OF AUTHORITY PROPERTY: The OPGA is a Public Trust created under the authority of Title 60 (Section 176) of the Oklahoma Statutes. While the statutes governing the disposal of city -owned property and ' equipment (Title 11, O.S.) are specific, the statutes (Title 60) relating to the disposal of Trust - owned property and equipment are silent as to the process or method. ' Discussions with Mr Cates indicate that acceptable methods of disposing of surplus equipment of the Authority would include 1) sealed bids, 2) public auction, or 3) a negotiated sale. Historically, the use of sealed bids and public auction are less effective than a negotiated sale in terms of receiving full value for a piece of equipment. The staff believes that the option of advertising the availability of the equipment and then negotiating with interested parties is the most likely method to achieve the best price for the Authority. GOLF COURSE SURPLUS EQUIPMENT DECEMBER 29, 1997 PAGE 2 VALUE OF THE EQUIPMENT: The golf course staff has estimated the value of the Bernhard Express Dual Reel Spin Grinder to be approximately $4500. It should be noted that the estimated value is subjective and will depend upon the demand for the machine. RECOMMENDATION: The staff recommends that the OPGA- declare the Bernhard Express Dual Reel Spin Grinder surplus to the needs of the OPGA, and authorize the negotiated sale of such for cash or barter provided, however, that such equipment is publicly advertised for sale; that a minimum price of $4000 be established; and that, in the event of a trade, details of such be approved by the Trustees. 1 1 1 1
