The Owasso Ciry Council met in regular session on Tuesday, June 3, 1997 in the Counci
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the Ciry Hall bulletin board at 4:00 p.m. on Friday, May 30, 1997.

community as a volunteer serving on the Planning Commission and the Board of Adjustment.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO AN
ANNUAL AGREEMENT BETWEEN THE CITY OF OWASSO AND THE
OKLAHOMA TAX COMMISSION PROVIDING FOR THE TAX
COMMISSION TO ADMINISTER THE CITY'S SALES TAX ORDINANCE
DURING FY 1997-98 AND AUTHORIZING THE MAYOR TO EXECUTE
SUCH AGREEMENT.
The Ciry of Owasso levies a 3 % sales tax on the sales of eligible merchandise as allowed by
statute. Collection of the tax is currently performed by the Oklahoma Tax Commission under
an agreement which requires an annual renewal. In return for the collection and administration
of the tax, the OTC retains 1 % of the total amount collected. Mayor Barnhouse moved,
seconded by Mr Wilken, to approve the FY 1997-98 agreement providing for the collection and
remittance of municipal sales tax by the Oklahoma Tax Commission and that the Mayor be
authorized to execute the necessary document relating to the agreement.

ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO
ANNUAL AGREEMENT BETWEEN THE CITY OF OWASSO AND THE

SUCH AGREEMENT.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
RE VEST FOR CITY COUNCIL APPROVAL OF RESOLUTION #97-OS A
RESOLUTION APPROVING AND ADOPTING THE AGREEMENT
REPLACING THE ORIGINAL AGREEMENT CREATING THE INDIAN
NATIONS COUNCIL OF GOVERNMENTS ~ AND AUTHORIZATION FOR
THE MAYOR TO EXECUTE THE DOCUMENT.
On July 17, 1967, the City of Owasso and 18 other Tulsa area cities, towns and counties signed
an agreement creating the "Indian Nations Council of Governments. The original agreement was
one of the first uses of Oklahoma's then newly enacted Interlocal Cooperation Act. That
legislation allowed public bodies to join together to accomplish mutually beneficial tasks. In
1996, the INCOG Board of Directors began discussions relating to the need to address changes
in the manner in which business is conducted by the Board of Directors, General Assembly, and
Executive Committee; and the need to rewrite the original agreement to reflect the changes that
have taken place over the past thirty years. The Oklahoma Attorney General's office has
reviewed the proposed replacement agreement, and area City Managers were actively involved
in the review, as well. Dr Bode moved, seconded by Mr Helm, to approve Resolution #97-05,
a resolution adopting the agreement replacing the original agreement creating the Indian Nations
Council of Governments and authorizing the Mayor the execute the agreement.

ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO
RESOLUTION #97-06 A RESOLUTION AUTHORIZING AND APPROVING
THE RENEWAL OF THE CITY OF OWASSO'S PARTICIPATION IN THE
METROPOLITAN TULSA HOME CONSORTIUM' AND AUTHORIZATION
FOR THE MAYOR TO EXECUTE THE NECESSARY DOCUMENTS.
The City of Owasso signed an agreement in 1994 to participate in the Metropolitan Tulsa HOME
Consortium. Participation in the Consortium allows the Ciry to receive federal funds for the
various housing programs available. Advantages of the Consortium include an annual allocation
of funds to the Consortium and flexibility in program design. Prior to the Consortium, cities '~
of less than 50,000 population and counties were eligible for assistance only on a statewide
competitive basis through the Oklahoma Department of Commerce. The Consortium does not
include the Ciry of Tulsa. The annual funding amount for the Consortium is dependent upon
the annual appropriation level of the program and the number of participating local governments.
It is estimated that the annual funding level for the Metropolitan Tulsa HOME Consortium will ~
be approximately $800,000. Mr Helm moved, seconded by Mr Wilken, to approve Resolution
#97-06, a resolution approving the continuation of the Ciry of Owasso's participation in the
HOME Consortium and authorizing the Mayor to execute the necessary documents. _

ITEM 11: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR CITY COUNCIL APPROVAL OF A CONTRACT FOR
TECHNICAL AND PROFESSIONAL SERVICES FOR THE HOME
PROGRAM• AND AUTHORIZATION FOR THE MAYOR TO EXECUTE THE
NECESSARY DOCUMENTS
Mr McElrath presented the item and requested approval of a contract with Tulsa County for
professional and technical services for the HOME program. The Ciry of Owasso has been
awarded a grant of $75,000 for the HOME Consortium housing rehabilitation program. All
administrative work of the program will be handled by INCOG, which the City assisting in
soliciting program applicants. The selected applicants will be able to secure no-interest or low-

' s for rehabilitation rojects. The target area for these loans is the older section of
interest loan P
the city, bounded on the north by 86th St N, on the south by Fifth Ave, on the east by Highway
169, and on the west by Carlsbad Ave. Mr Helm moved, seconded by Dr Bode, to approve the
contract between the City of Owasso and Tulsa County for technical and professional services
^ for the HOME program, and to authorize the Mayor to execute the necessary documents.

ITEM 12: CONSIDERATION AND APPROPRIATE ACTION RELATING TO
ORDINANCE #543 AN ORDINANCE AMENDING CHAPTER 10 OF THE
OWASSO ZONING CODE PROVIDING FOR THE REGULATION OF
TELECOMMUNICATION TOWERS AND DECLARING AN EMERGENCY.
Mr Rooney said that at the March 18, 1997 regular Ciry Council meeting, Ordinance #541 was
approved, establishing a 60-day moratorium on the construction or modification of all types of
communication towers in the Ciry of Owasso. The moratorium was established as a result of
the staff's review of the Owasso Zoning Code regarding telecommunication towers and the
opinion that the Zoning Code was incapable of sufficiently addressing concerns regarding
telecommunication towers. After much research and industry input, Ordinance #543 was
developed to amend the Zoning Code by adding "wireless telecommunication and utility
facilities to the included uses spelled out within Section 1004. Ms Lee Ann Fager of
Southwestern Wireless addressed the Council with a concern regarding the requirement of
submission of "before" and "after" photographs of the structure as it would appear from the
nearest residential property. Following discussion, Dr Bode moved, seconded by Mr Wilken,
to approve Ordinance #543.

ORDINANCE #546 AN ORDINANCE PROVIDING FOR THE CLOSING OF
A PORTION OF A UTILITY EASEMENT LOCATED WITHIN LOT 9 ~
BLOCK 1 BARRINGTON POINT ADDITION TO THE CITY OF OWASSO.
At the May 20, 1997 City Council meeting, the Council approved a request to close a portion
of a utility easement located on Lot 9, Block 1 of Barrington Point addition. Ordinance #546 .~
formally adopts that action. Mr Helm moved, seconded by Mr Wilken, to approve Ordinance
#546.

• ITEM 16: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
RE VEST FOR CITY COUNCIL AUTHORIZATION TO SOLICIT BIDS FOR
' THE CONSTRUCTION OF RESTROOM FACILITIES AT THE OWASSO
SPORTS PARK.
' Mr Rooney said that in February of 1997, the staff began conducting monthly meetings with the
Sports Park user groups regarding the construction of a restroom facility at the Owasso Sports
Park. As a result of these meetings, a concept for a restroom facility was developed and an
architect selected to design plans and specifications. Donations from the private sector were
solicited to offset construction costs. Funding for a proposed restroom facility is included in the
Capital Improvements Fund proposed budget for FY 1997-98. Mr Wilken moved, seconded by
Dr Bode, to approve the request to solicit bids for the construction of a restroom facility at the
Owasso Sports Park.

ITEM 17: CONSIDERAOR CITY COUNCIOLPAPPROVALTOF A CONTRACT FOR
RE VEST
POLICE UNIFORM CLEANING SERVICES.
' In April of this year, bid specifications for laundering and dry cleaning of police employee
uniforms were developed and sent to all dry cleaning businesses in Owasso. This action is taken
prior to the beginning of each fiscal year. The specifications included cost of cleaning per
individual item. Icky's Three Lakes Laundry submitted the only bid. Icky's has been awarded
the bid for the last three years. Dr Bode moved, seconded by Mr Helm, to approve a one year
contract with Icky's Three Lakes Laundry & Dry Cleaning as submitted in the bid proposal, for
the purpose of providing uniform cleaning services to the Owasso Police Department.

ITEM 18: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST TO AWARD A BID FOR THE PURCHASE OF GASOLINE AND
DIESEL FUEL.
Mr Ray told the Council that the outsourcing of fuel management services has occurred since
the first contract was awarded in October of 1993. An evaluation of the program indicated that
it should be continued. Bid specifications were developed and bid packets mailed to five
vendors. Bids were received from Go! Systems (the current vendor) and Fuelman of Oklahoma
and were opened on May 27. Bids were based on the OPIS average wholesale cost of fuel plus
a set margin. GO! Systems bid a margin of 6C per gallon and Fuelman's margin was 9C per
gallon. Language was added to the current bid specifications and contract that will allow the
contract to be extended on a yearly basis for up to three years without rebidding, if agreed to '
by both parties. Dr Bode moved, seconded by Mr Helm, to approve a contract with GO!
Systems to provide gasoline and diesel fuel through June 30, 1998 at a bid margin of 6G per "'~
gallon, based on the OPIS average wholesale cost of fuel on a weekly basis, and that the Mayor
be authorized to execute the necessary documents.

Mr Ray and Ms Bishop presented the proposed FY 1997-98 budget to the Ciry Council and
briefly discussed the document. Mayor Barnhouse moved, seconded by Dr Bode, to conduct
a public hearing on June 10, 1997 at 7:00 p.m. in the Owasso Community Center to solicit
public comments relative to the proposed budget.

ITEM 26: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
CONTRACT BETWEEN THE CITY OF OWASSO AND THE IAFF LOCAL
~ #2789 (FIREFIGHTERS).
Mr Ray said that the Ciry and the IAFF, Local #2789, had reached a tentative agreement on a
contract for FY 1997-98. The proposed agreement increases cost to the Ciry by $31,153.50
(5.19%). It gives the City the tools to better manage and reduce overtime costs, develops an
incentive plan, increases a retirement benefit, and continues a salary enhancement package.

IAFF Local #2789 for FY 1997-98, providing for wages, benefits and other working conditions,
and that the Mayor be authorized to execute the document on behalf of the City Council.

ITEM 27: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
CONTRACT BETWEEN THE CITY OF OWASSO AND FOP LODGE #149 ~
(POLICE).
Mr Ray said that the Ciry and the FOP Lodge # 149 had reached a tentative agreement on a
contract for FY 1997-98. The proposed contract increases cost to the Ciry in the amount of s
$35,220.24 (4.88 %). It develops an incentive program, adds a retirement benefit, gives the Ciry
more management control over overtime costs, removes language impacting overtime costs, and
provides a continuing salary enhancement program that maintains the department's status as one
of the highest paying in the region. Dr Bode moved, seconded by Mr Wilken, to approve a
contract between the City and Fop Lodge #149, providing for wages, benefits and other working "~
conditions, and that the Mayor be authorized to execute the document on behalf of the Ciry
Council.

MINUTES OF SPECIAL MEETING
Tuesday, June 10, 1997
The Owasso Ciry Council met in a joint special session with the Owasso Public Works Authority
and the Owasso Public Golf Authority, on Tuesday, June 10, 1997 in the Activities Room at the
Owasso Community Center per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin board at 4:00 p.m. on Friday, June 6, 1997. The purpose of the meeting was to
conduct a Public Hearing to present the proposed 1997-1998 budget for the Ciry and Trust
Authorities and other Funds of the City, and to gather citizen input regarding the proposed
•~ budget.

BACKGROUND:
~ The City of Owasso has received a request for the annexation of an approximate 20 acre parcel
of land located on the north side of E. 96th Street North, directly north of the Pleasant View
' Addition. The subject property is owned by the Muriel Johnson Living Trust and the subject
map and legal description are attached for your information and review.
The subject property is currently zoned RE (Residential Estates) within Tulsa County. The
Owasso Zoning Code allows for the City Council to annex and zone property under one
~ ordinance if the property retains the existing zoning classification once annexed. To summarize
what this means, if an applicant already had zoning established in Tulsa County and wants to
maintain that same zoning in the city limits, no rezoning process is necessary. The applicant
has not indicated a desire to maintain RE zoning, therefor, zoning would revert to AG
~ (Agriculture).
!~ The Technical Advisory Committee reviewed the annexation request at their May 28, 1997
regular meeting. At that meeting, area utility providers and staff are afforded the opportunity
to provide comments regarding the annexation. No utility providers had comments regarding
the request.
Copies of the City of Owasso's annexation policies and procedures are attached for your
information and review. The subject property would meet all of the noted policy guidelines.
The notice for annexation was published in the May 29th and June 5th additions of the Owasso
Reporter to notify the public of any possible Planning Commission action related to the
annexation request. The notice for annexation was also published in the June 12, 1997 Owasso
Reporter to notify the public of any possible Council action.
The Annexation Committee reviewed the request at their May 29, 1997 regular meeting and
unanimously recommended approval of the request. The Owasso Planning Commission
reviewed the request at their June 10, 1997 regular meeting and also unanimously recommended
approval of the request.

ANNEXATION POLICY
1. While there is no minimum tract size, properties of larger than
20 acres are preferable.
2. All properties should be contiguous to existing city limits.
3. All properties should be annexed into the city limits as the
- lowest zoning classification, that is,- AG, agricultural.
Landowners may then petition for rezoning if -they desire
further development of their .property. All legal uses annexed
- into the city will be legal, but non-conforming, which means
that they may continue but cannot be expanded without proper
zoning. ~ .
~ 4. All public infrastructures that do not met city standards will
~ not be improved by the city until brought to the city standard
and accepted by the City Council. Such public facilities must
be improved at owners expense by the establishment of a special
assessment district or some other financing method.
~ 5 . Where a ~ city limit boundary ends at a dedicated street, the
boundary will not include the street right-of-way. This policy
will establish consistence and allow city employees and
citizens to know where the city boundaries are.
~ 6. Properties that are rejected for annexation should not be
considered for annexation for a six month period after
rejection by the City Council.

3. Muriel Johnson - A request for annexation of an approximate 20 acre parcel of land
described as the W/2 of the SE/4 of the SW/4 of Section 16, Township 21 North, Range
14 East.
Mr. Rooney presented the annexation item. The property is zoned RE (Residential
Estates) and the applicant has not indicated a desire to maintain the property at RE
zoning, therefore, the zoning revert to AG (Agriculture). The Technical Advisory
Committee reviewed the annexation request at their May 28, 1997 regular meeting. There
were no comments or problems from the TAC members on this item.

SUBJECT: ANNUAL LEASE RENEWAL BETWEEN CITY AND TULSA COUNTY
HEALTH DEPARTMENT FOR BUILDING USED BY CHAMBER OF
~ COMMERCE

~ BACKGROUND:
' On August 16, 1988, the Ciry Council adopted Resolution 88-11 calling for the return of
property donated to Tulsa County and subsequently used as a site for a Tulsa Ciry-County Health
Department facility. The property had been donated to the County in 1971, and the building was
1 constructed on the property in 1972. Mayor Stacy Lamb signed Resolution 88-11, and it was
presented to the County on August 19, 1988. The request for the return of the property was
made pursuant to a reorganization plan adopted by the Health Department that closed its facilities
' in many of the County's municipalities and concentrated its efforts on a regionalization of
services (ie their Collinsville facility remained open and now serves Owasso, Collinsville, Sperry
+~* and Skiatook).
With the closing of the Owasso facility, the City Council believed the building should be deeded
back to the City since it was located on property donated to the County. Unfortunately, the
County did not agree with the City's request and submitted acounter-proposal that included an
offer to sell the building to the Ciry.
After further discussions, Commissioner Harris offered a compromise that would make the
facility available to the City on an annual basis at a cost of one dollar per year. In October of
1988, the City-County Health Department agreed to the proposed lease concept. Subsequently,
~ in January of 1989, the City and County entered into a "one dollar per year" lease agreement
that was renewed in July of 1989 to coincide with the two entities fiscal year. Since July 1989,
' the annual lease has been renewed each year. The attached lease agreement was received from
the County on June 6th and has been placed on the Council agenda for action. A review of the
document indicates there are no material changes from past year's agreements. The agreement
has been sent to Mr Cates for his review.

Please note that the Ciry has sub-leased the facility to the Owasso Chamber of Commerce since
January 1989 at an annual lease charge of $1.00. Additionally, it should be noted that the
OEDA spent $4400 in August of 1989 to repair and improve the building. It should be further
noted that the lease with the Chamber is being presented for approval in the next item. The
lease agreement with the Chamber is for a period from July 1, 1997 through June 30, 1998 (the
lease with the Chamber is proposed to be changed to a fiscal year to coincide with the lease the
City has with the Counry).
RECONIlVIENDATION:
The staff recommends Council approval of the lease agreement with the Tulsa City-County
Health Department for fiscal year 1997-98, and that the Mayor be authorized to execute such
document.

LEASE RENEWAL AGREEMENT
t This Lease Renewal Agreement is entered into by and between the Tulsa City-County
Health Department, hereinafter called "TCCHD", and the City of Owasso, a municipal
corporation, hereinafter called "Owasso."
RECITALS
1. On or about July 1, 1996, TCCHD and Owasso entered into a Lease Agreement
' whereby the TCCHD would lease to Owasso certain premises for the joint use of the
parties.
2. The TCCHD and Owasso wish to extend the Lease Agreement for an additional
year.
NOW THEREFORE, in consideration of the mutual covenants and agreements herein
contained, and intending to be legally bound, the parties hereto agree as follows:
1. TCCHD and Owasso agree that the Lease Agreement is extended and renewed
hereby for an additional term of one year ending June 30, 1998.
2. All other terms and conditions of the Lease Agreement shall remain unchanged.
3. This Lease Renewal Agreement shall become effective July 1, 1997.

BACKGROUND:
' In July 1989, the City acquired use of the Tulsa City-County Health Department facility located
at 315 S Cedar, for a lease payment of $1.00 per annum. The lease agreement with the City-
, County Health Department has been renewed annually, and is scheduled for Council
consideration on the June 17, 1997 City Council agenda.
Since August 1989, the City has sublet the premises to the Owasso Chamber of Commerce for
' $1.00 per year. The term of the proposed lease is from July 1, 1997 thru June 30, 1998.
Because the current lease was on a calendar year basis and has expired, this request is for
Council action to approve a new lease for FY 1997-98, and will, if approved, change the lease
t to a fiscal year so as to coincide with the agreement between the City and County. (The
Chamber has agreed to the change in the term of the lease. )
' The proposed lease allows the Owasso Chamber of Commerce use of the premises for $1.00 per
year. The Chamber is required to maintain the building, provide all utilities, janitorial service
r- and insurance. The staff review of the lease indicates no financial requirements on the part of
the City. Additionally, Mr Cates has reviewed the lease as to form and content.
The lease is expressly contingent upon Owasso maintaining the primary lease with the Tulsa
City-County Health Department. Should that agreement be terminated, the agreement between
the City and the Chamber will automatically be deemed terminated.
RECOMMENDATION:
The staff recommends Council approval of the lease agreement with the Owasso Chamber of
Commerce and authorization for the Mayor to execute the document.

AGREEMENT
This Agreement is entered into this 17th day of June, 1997, by and between the City of
Owasso, Oklahoma, a Municipal Corporation, having its principal place of business at 207 South
Cedar, Owasso, Oklahoma, hereinafter referred to as "City" and the Owasso Chamber of
Commerce, anon-profit corporation, having its principal place of business at 315 South Cedar,
Owasso, Oklahoma, hereinafter referred to as "Chamber".
WITNESSETH:
For and in consideration of the mutual covenants hereinafter provided, City and Chamber
agree as follows, to-wit:
PURPOSE -The City is desirous of the Chamber conducting activities within the corporate
limits of City and environs in close proximity thereto, such activities calculated to foster and
promote commerce and economic development within said City. The Chanlber is amenable to
performance of such activities. The parties are desirous of setting forth each party's
understanding in terms of the activities required of Chamber by City and the assistance,
monetary or otherwise, City shall provide Chamber in respect thereto.
TERM -The term of this Agreement shall be for a period of one year beginning the 1st day of
July, 1997, and ending the 30th day of June, 1998. Renewal hereof, under like terms and
conditions, may only occur by virtue of affirmative action taken by the governing bodies of both
respective entities. City shall, during the term hereof, allow Chamber, for conduct of its
activities, non-exclusive use of the facility located at 315 South Cedar, Owasso, Oklahoma, and
popularly known as the former Tulsa City-County Health facility. However, such use is
continually dependent upon the City being Lessee thereof under a lease with the Tulsa City-
County Health Department, as well as Chamber adherence to all reasonable rules and regulations
existing or as may hereinafter be promulgated by City pertaining to the use of said facility.
COMPENSATION - In consideration for the use and possession of these premises, Chamber
agrees to pay City the total sum of $1.00 payable on or before July 1, 1997.
OTHER -Chamber shall maintain in good condition the exterior of the premises, including all
exterior walls, roof, foundation, downspouts, sewers, and paving and parking areas. Chamber
further agrees to maintain the interior structural and nonstructural portions of the building,
including painting and ordinary repairs and maintenance of plumbing, floor drains, floor
covering, light fixtures, air conditioning and heating. Chamber may, at its own cost and
expense, alter or remodel the interior of the premises in any manner it desires, provided, first,
the structural strength of the building shall not be impaired by such work, and second, that the
plans and specifications for such alteration or remodeling shall be submitted to City, who must
approve the same before any work has commenced. In this connection, it is also agreed that
Chamber shall indemnify and hold the City harmless of, from and against any liens for labor and
material resulting from such alteration and remodeling.
Chamber agrees to provide all janitorial services and utilities for the entire facility,
including the provision of the necessary toilet and janitorial supplies, as well as the labor and
materials for outside yard maintenance of the facility.
Chamber agrees to carry and keep in force during this Agreement, policies of insurance
on Chamber's contents, as well as insurance on the building and its contents.
ENTIRE AGREEMENT -The provisions hereof shall constitute the entire agreement between
the parties hereto. No modification, amendment, or alteration of the terms hereof shall be
effective unless reduced to writing and executed by both the parties to this Agreement.
GOVERNING LAW -The construction, interpretation and enforcement of the terms of this
Agreement shall be governed in accordance with the laws of the State of Oklahoma.
SUCCESSORS, ASSIGNS -The provisions of this Agreement shall inure to the benefit and be
binding upon the successors and assigns of the parties hereto.

' BACKGROUND:
~ Pursuant to statutory and Charter provisions, an annual operating budget for the General Fund,
OPWA Fund, OPGA Fund and other funds has been developed and transmitted for your review.
Legal notice of a public hearing was given in the Owasso Reporter on June 5th, and such
hearing was conducted on June 10th. The public hearing provided opportunity for citizen
~ comment and questions relating to the proposed budget. Copies of the budget were distributed
to 74 citizens and have been available for public review at the Owasso Library and Ciry Hall.
State statute requires adoption of an annual budget by the Ciry Council through a resolution.
Resolution #97-07 with Attachment "A" (budget summary) provides for the adoption of a fiscal
year budget for the General Fund and other funds of the city.
RECOMMENDATION:
The staff recommends City Council approval of Resolution #97-07 adopting a FY 1997-98

A RESOLUTION PROVIDING FOR THE ADOPTION OF AN ANNUAL
OPERATING BUDGET FOR THE GENERAL FUND AND OTHER FUNDS
AS ESTABLISHED BY THE OWASSO CITY COUNCIL; CLASSIFYING
REVENUES FOR EACH FUND; ESTABLISHING LEVELS OF
EXPENDITURES BY CLASSIFICATION AS PROVIDED BY STATUTE; AND
ESTABLISHING AN EFFECTIVE DATE.
WHEREAS: It is the intent of the Owasso City Council to adopt an operating budget
for fiscal year 1997-98; and
WHEREAS: The adoption of such budget is vital to the continuation of services to the
citizens of Owasso; and
WHEREAS: Public access to the adopted budget is desired; and
WHEREAS: Certain publication and filing requirements are mandated by State Statutes.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OWASSO, OKLAHOMA:
THAT: The revenues, expenditures and transfers as shown on Attachment "A" be
adopted for each fund; and
THAT: The effective date of this Resolution shall be July 1, 1997.
APPROVED AND ADOPTED this 17th day of June, 1997 by the City Council of the
City of Owasso, Oklahoma.

Executive Asst to City Manager
This committee was formed following the 1988 tax extension bond election for the purpose of
maintaining a strong citizen participation effort throughout the life of the sales tax extension and
to insure the proper use of revenues generated. The committee meets on the second Monday
of January and July at 7:00 p.m. in the Community Center. Meetings are approximately two
hours in length.
Duties of the committee consist of reviewing all financial records relating to the 1988 Sales Tax
Extension and acting as a public information liaison.
Members of the committee are appointed by the Mayor with Council confirmation for the life
of the sales tax extension. Legally the term of office is defined as "throughout the life of the
Sales Tax Extension (10/ 1 /2007) or until resignation" .
