OW ASSO CITY COUNCIL
MINUTES OF REGULAR MEETING
Tuesday, December 6, 2005
The Owasso City Council met in regular session on Tuesday, December 6, 2005 in the Council
Chambers at Old Central per the Notice of Public Meeting and Agenda posted on the City Hall
bulletin board at 5:00 p.m. on Friday, December 2,2005.
ITEM 1.
CALL TO ORDER
The meeting was called to order at 6:33 p.m.
ITEM 2.
INVOCATION
The invocation was offered by Reverend Mark Neumann, Faith Lutheran Church.
ITEM 3.
FLAG SALUTE
Vice Mayor Steve Cataudella led the flag salute.
ITEM 4.

ITEM 5.
READING OF THE MAYOR'S PROCLAMATION
Mayor Thoendel read a Proclamation recognizing the Pride of Owasso Marching Band for its
many accomplishments and proclaimed December 6, 2005 as The Pride of Owasso Day in the
City of Owasso.

ITEM 6.
PRESENTATION OF THE CHARACTER TRAIT OF SELF-CONTROL
Marinelle McPherson, a member of the Owasso Character Council, presented to the Council
Self-Control, the Character Trait of the Month for December 2005.
ITEM 7.
PRESENTATION OF THE CITY OF OW ASSO EMPLOYEE OF THE YEAR
Mr. Ray introduced Juliann Stevens, Administrative Assistant in the Managerial Department, as
the City's Employee of the Year and the recipient of the Eagle Award.
ITEM 8
CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF THE CONSENT AGENDA
A. Approval of Minutes of the November 15,2005 Regular Meeting.
B. Approval of Claims.
C. Approval of Ordinance No. 833, an ordinance approving OPUD 05-02, a
planned unit development containing approximately 241.74 acres, located on
the east side of North l29th East Avenue between East 116th Street North and
East 126th Street North.
D. Approval of an application for Early Retirement from Theodore Smith.
Mr. Cataudella moved, seconded by Mr. Guevara, to approve the Consent Agenda with claims
totaling $344,407.32, self-insurance medical claims & fees totaling $106,046.98 and payroll
claims totaling $376,997.17.

ITEM 9.
CITIZEN REQUEST TO ADDRESS THE CITY COUNCIL REGARDING THE
CONSTRUCTION OF THE YMCA FACILITY IMPROVEMENTS
Mr. Kelly Wilson addressed the Council expressing his concerns about the new YMCA being
built in Owasso. Ms. Susan Plank, CEO of the YMCA of Greater Tulsa, responded to Mr.
Wilson's concerns.

ITEM 10. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROV AL OF A FINAL DEVELOPMENT
AGREEMENT BETWEEN THE CITY OF OW ASSO AND TRACY
CONSTRUCTION FOR THE CONSTRUCTION OF REGIONAL DRAINAGE
IMPROVEMENTS AND AUTHORIZATION OF THE CITY MANAGER TO
EXECUTE THE DOCUMENT
Mr. Ray presented the item and stated Tracy Construction has not signed the development
agreement. Should Tracy Construction not accept the agreement, condemnation of the property
would be required to proceed with the project. Mr. Cataudella moved, seconded by Mr. Colgan,
for Council approval of the Development Agreement with Tracy Construction, Inc. in the
amount of $600,000.00, and authorization of the City Manager or Mayor to execute such
Agreement.

ITEM 11. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROV AL OF A MUTUAL AID AGREEMENT
BETWEEN THE CITY OF OW ASSO AND THE OKLAHOMA AIR NATIONAL
GUARD FIRE DEPARTMENT, AND AUTHORIZATION OF THE MAYOR TO
EXECUTE SAID AGREEMENT
Mr. Rooney presented the item. Mr. Cataudella moved, seconded by Mr. Guevara, for Council
approval of a mutual aid agreement between the City of Owasso and the Oklahoma Air National
Guard Fire Department, as stated above.

ITEM 12. CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR COUNCIL APPROVAL OF RESOLUTION NO. 2005-20, A
RESOLUTION CALLING FOR AN ELECTION TO BE CONDUCTED FOR
CITY COUNCIL WARDS 1, 2, AND 4
Ms. Stevens presented the item. Mr. Colgan moved, seconded by Mr. Guevara, for Council
approval of Resolution No. 2005-20.

ITEM 13. REPORT FROM CITY MANAGER.
Mr. Ray stated that, due to an anticipated increase in home sales after the new year, the City will
grant early building permits, which will allow a permit to be given when the entire infrastructure
is not complete - as long as certain criteria is met by builders. This will enable builders to obtain
a permit to build 'spec' homes through May of2006.

ITEM 15. REPORT FROM CITY COUNCILORS
Vice-Mayor Steve Cataudella reminded citizens of the Owasso Parade on Saturday December 10
at 9:30am along Main Street.

Mr. Colgan moved, seconded by Mr. Cataudella, to adjourn.
