The Owasso City Council met in regular session on Tuesday, June 17, 1997 in the Council
Chambers at the Owasso Community Center per the Notice of Public Meeting and Agenda
posted on the City Hall bulletin board at 4:00 p.m. on Friday, June 13, 1997.

Dr Standridge moved, seconded by Dr Bode, that the following claims be approved as
submitted: (1) General Fund $40,400.60; (2) Workers Comp Self- Insurance Plan $6,441.89;
(3) Ambulance Service Fund $2,399.38; (4) City Garage $1,466.20; (5) Capital Improvements
$338.01; (6) Payroll $135,650.88; (7) City Garage Payroll $2,782.11.

ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
REQUEST FOR ANNEXATION OF AN APPROXIMATE 20 ACRE PARCEL
OF LAND LOCATED EAST OF THE NORTHEAST CORNER OF EAST
96TH STREET NORTH AND 129TH EAST AVE FURTHER DESCRIBED AS
A PORTION OF THE WEST HALF OF THE SOUTHEAST QUARTER OF
THE SOUTHWEST OUARTER OF SECTION 16, TOWNSHIP 21 NORTH
RANGE 14 EAST TULSA CO Y OKLAHOMA
Mr Rooney said that the City has received a request for the annexation of an approximate 20-
acre parcel of land located on the north side of East 96th St N, directly north of the Pleasant
View addition. The property is owned by the Muriel Johnson Living Trust. The property is
currently zone Residential Estates within Tulsa County, and will revert to Agriculture if
annexed. The request has been reviewed and approved by the Technical Advisory Committee,
the Annexation Committee, and the Planning Commission. Mr Wilken moved, seconded by Dr
Bode, to approve the annexation request made by the Muriel Johnson Living Trust.

Prior to any presentation or discussion, Dr Bode recused herself from the discussion and voting.
In July 1989, the City acquired use of the Tulsa City-County Health Department facility located
at 315 S Cedar, for the sum of $1.00 per year. That lease agreement has been renewed annually
since that time. In August 1989, the City sublet the building to the Owasso Chamber of
Commerce for the same amount. The term of the lease with that term to a fiscal year

through December 31, however, the proposed lease changes
coincide with the agreement between the City and the County. The Chamber must maintain the
' building, including insurance, as a part of the lease agreement. John Groth asked if the County
leases the building to the City of to the OEDA. Mr Ray replied that the lease is with the City.

Ms Bishop presented Resolution #97 -07, which adopts the , FY97 -98 budget for all funds
administered by the City of Owasso. Dr Standridge moved, seconded by Dr Bode, to approve

ITEM 12: REPORT ON YMCA /RECREATION CENTER RENNOVATION.
Mr John Swift, Chief Executive Office of the YMCA of Greater Tulsa, reported to the Council
that extensive repairs have been made to the plumbing at the pool. Painting has also been done.
The initial rennovation at the YMCA facility (Recreation Center) has been completed and a
dedication will be held at noon on Friday, June 27, 1997. The YMCA Board will be meeting
at the facility immediately following the dedication.

ORDINANCE.
WHEREAS, pursuant to the provisions of Title 11, Section 21 -103, et seq., of the
Oklahoma Statutes, the City of Owasso is permitted to annex additional territory provided a
petition in writing, signed by not less than three -fourths of thfter legal voters and same of not
less than three- fourths (in value) of the property
contiguous to the corporate limits of the City of Owasso, requesting that said property be
annexed and added to the City of Owasso is submitted; and
WHEREAS, notice of the presentation of said Petition was given by the Petitioner by
publication in the Owasso Reporter on May 29th, June 5th, and June 12, 1997, a newspaper of
general circulation published in the City of Owasso, Oklahoma, and notice was given that said
Petition would be considered by the City Council of the City of Owasso, at a meeting to be held
on June 17, 1997 at 7:00 PM at the Community Center, Owasso, Oklahoma; and
WHEREAS, on the 17th day of June, 1997, said Petition was duly considered by the City
Council and was determined to have complied with the provisions of Title 11, Section 21 -103,
et seq., of the Oklahoma Statutes, and further, that proper legal notice of presentation of said
petition had been given; and
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
OWASSO, OKLAHOMA, TO WIT:
Section 1. That the following described territory lying in Tulsa County, Oklahoma which
is contiguous to the present corporate limits of the City of Owasso and described in the petition
presented to the City Council in accordance with the provisions of Title 11, Section 21 -103, et
seq., of the Oklahoma Statutes, and more particularly described as follows, to -wit:
The West Half of the Southeast Quarter of the Southwest Quarter of Section 16, Township 21
North, Range 14 East of the Indian Base and Meridian, Tulsa County, State of Oklahoma,
according to the US Government Survey thereof, containing 20 acres, more or less
be, and the same is hereby annexed to, made a part of, and added to the City of Owasso,
Oklahoma, and the corporate limits thereof be and are hereby extended to include the above
described territory and real estate.
Section Z. That from and after the passage and publication of this Ordinance, the real
estate and territory described in Section 1 hereof shall be a part of the City of Owasso,
Oklahoma, in Ward One thereof, and all persons residing therein as well as all property situated
thereon, shall be and are hereby declared to be subject to the jurisdiction, control, laws, and
ordinances of the City of Owasso, Oklahoma, in all respects and particulars.
Section 3. That there be filed in the office of the County Clerk of Tulsa County,
Oklahoma, a true and correct copy of this Ordinance, together with an accurate map of the
territory hereby annexed.

BACKGROUND:
The City of Owasso currently maintains seventeen storm warning sirens. In order to keep those
sirens functioning properly, the staff initiated a preventative maintenance program in fiscal
1995 -96. The program was based on the use of a maintenance contract that required each siren
' to be inspected twice each year on dates to be determined by the Civil Defense Director. The
contract requires that any siren found to be inoperable during the semi-annual inspection is to

The staff recommends that the City Council extend a contract for preventative maintenance and

amount of their original bid, $3750, plus a 25 % allowable mark -up for repair parts.

A final inspection for streets and drainage was attended by Public Works and contractor
Pe rsonnel on June 25, 1997 and the attached punch list was delivered to the developer on
June 25th. Recommendation for acceptance is contingent upon completion to the punch lists
prior to the July 1, 1997 Council meeting.
The developer is to provide one -year maintenance bonds for the water, sewer and drainage and
' a two -year maintenance bond for streets. This recommendation is also contingent upon receipt
of the proper bonds prior to the July 1, 1997 Council meeting.
' RECOMMENDATION: sewer, streets and drainage
Staff recommends acceptance of the Central Park II water, sanitary
contingent upon completion of all punch lists to Dune City's trsfaction and receipt of the
' maintenance bonds prior to the July 1, 1997 City C meeting.

valve box lids so lids can be opened. Valve operation
could not be tested.
2. 126th E. Ave. and 87th St. No. - South valve. Same
comment as #1.
3. Valve box, Line C, going into 89th St. No. - Valve box
is buried. Locate and raise box to grade.
4. Line D, Lot 23, Block 1 - Extend the line and blow off
hydrant to 10 feet inside property line.
5. Line E, west valve, going into 88th St. No. off of
127th - Valve box is buried. Locate and raise box to grade.
6. Line F at Lot 31 - Valve box is buried. Locate and raise to
grade.
7. Line G, 126th E. Ave. and 87th St. No., west valve box - Valve

Sanitary Sewer System
1. General comment - All pipe penetrations into manholes shall be
grouted around the full outside perimeter of the pipe. This includes
Manholes L, Ll, C10, C9, C8, C7, C6, D1, D2, F1, F2, B3, B29
B1, A4, A3, A2, A5, A6, A7, G1, C4, C3, C2, A8, A9, A109 All,
Al2, A13, E1, J1, E2, E3, E4, and E5.
Additional comments:
2. Manhole (MH) CIO - Grout brick. Thickness of mortar is required
to be I" on the outside of the MH and one -half inch on the inside.
3. MH C9 - Seal infiltration at joint, east side.
4. MH C6 - Seal infiltration.
5. MH C5 - Seal infiltration.

Storm Drainage
1. Clean silt and debris from all curb inlet boxes.
2. Junction Box C2 - Holding water. Check grade of
outlet pipe. Box has a sanitary sewer lid, replace
or grind off sanitary designation.
3. Clean silt and debris from all junction boxes.
Streets
1. Clean silt and debris from streets and repair silt
fence (imbed bottom of fence).
2. Add silt fence at areas which are currently depositing
silt on streets.
3. Efficiency of curb drainage will be inspected during the
maintenance bond period.
