AYE: Barnhouse, Burris, Helm, Ramey, Ewing NAY: None Motion carried 5-0. ITEM 7: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REOUEST FOR FINAL ACCEPTANCE OF WORK PERFORMED UNDER CONTRACT I. PHASES I & II FOR MANHOLE AND SEWER LINE REPLACEMENT. BETWEEN THE CITY OF OWASSO/OWASSO PUBLIC WORKS AUTHORITY AND T-G EXCAVATING INC. AND AUTHORIZATION FOR FINAL PAYMENT AND RELEASE OF RETAINAGE TO THE CONTRACTOR. On April 18, 1995, T-G Excavating was awarded one of the four contracts for the manhole and sewer line replacement project. This contract consisted of 12,415 feet of pipe bursting (pulling a bursting head and new plastic pipe through an existing clay the sewer line). The Notice to Proceed was issued on May 31, 1995, with a 180-day completion date of November 27, 1995. Although the work was completed on December 1, 1995, the contractor has been completing punch list items since that time. All items on the list have been completed. Mr Ramey moved, seconded by Mr Ewing to accept the work performed under this contract, release the retainage, and authorize a final payment to T-G Excavating Inc in the amount of $48,267.45. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A CONTRACT FOR ULTRAVIOLET DISINFECTION REPLACEMENT LAMPS. The Ultraviolet Disinfection Lamps used at the Wastewater Treatment Facility to control harmful pathogen bacteria organisms in the discharge to the receiving stream have a life expectancy of approximately 7500 hours. The lamps must be replaced on a yearly basis and are scheduled for that replacement as a part of the continuing maintenance program. Sealed bids were received from two vendors, both meeting the specifications. The low bidder has supplied the lamps since the initial installation. Chairman Burris moved, seconded by Mr Ramey, to award a contract Owasso Public Works Authority February 20, 1996 for 168 ultraviolet disinfection replacement lamps to Infilco Degremont Inc in the amount of $3150, and authorization for payment. ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE AWARD OF A CONTRACT FOR THE BULK PURCHASE OF LOW DENSITY POLYETHYLENE YARD/LAWN WASTE BAGS. In the spring of 1992, the city of Owasso began selling plastic yardwaste bags to be utilized in the mandatory yardwaste separation program. The last bags were purchased by the city in April 1995 in a lot of 20,000. Approximately 7000 bags remain on hand, which is not sufficient to complete the 1996 collection season. Specifications for the collection bags were sent to ten vendors, with sealed bids being received from two vendors. Mr Ramey moved, seconded by Chairman Burris, to approve the purchase of 20,000 bags from Dyna-Pak Corporation of Lawrenceburg, TN in the amount of $2562.56, and authorization for payment. PUBLIC WORKS DIRECTOR SUBJECT: AWARD OF CONSTRUCTION CONTRACT WATER BOOSTER PUMP DESIGN DATE: February 28, 1996 BACKGROUND: In March 1993, the Trustees of the Owasso Public Works Authority executed a contract that provided for the acquisition of one and one-half square miles of water service area from the Rural Water District #3 in Rogers County (RWD#3). The area was approximately one-half mile north of 96th Street North to 86th Street North between 129th E. Avenue and 145th E. Avenue. Two water lines were constructed by the city to remove customers from the Rural Water District system and provide service from the system operated by the City of Owasso. The customers from the Rogers County system were transferred to the system operated by the City of Owasso on September 2, 1994. Prior to the transfer, Rogers County had been pumping water to its customers at pressures in the range of 70-80 psi. Following the change to our system, these same customers have had pressures in the range of 40-45 psi. Although the present water pressures to these customers is well above the minimum required by the Oklahoma Department of Environmental Quality, the level of service expected by these customers has decreased and we have received numerous complaints. Most of the complaints are a result of low pressure during high water use periods, especially in the warm weather months. Potential solutions to increase pressures in the service area have been evaluated. These solutions include extending a 12-inch water line along 96th Street North from 129th E. Avenue, providing a pump station to increase pressure in the higher elevation area, modification of operational procedures to provide additional pressure from the City of Tulsa system, and interconnections with Washington and/or Rogers County Rural Water Districts. Page 2 Water Booster Pump Construction Contract Staff met with the Rogers County Rural Water District #3 manager in October 1994 to discuss the possibility of temporarily restoring service to our system while we assessed long-term options to increase pressure. It was suggested that we needed to discuss options with Washington RWD#3. Discussions with Washington RWD#3 were initiated in October 1994. Meetings were held. with the District to discuss details of our problem and provisions for interconnections with their system. A contract for connection to serve the low pressure area was presented to the Authority on July 18, 1995. Due to a disparity of water rates between the Washington RWD#3 and the rate presently charged the customers north of 96th Street North, the Authority voted not to execute the agreement (see attached copy of the minutes). BOOSTER PUMP STATION: As a result of the above action by the Authority, staff has held conversations with three consulting engineering firms for design services for a booster pump station to serve the area. The Trustees awarded Cantrell & Associates, an Owasso engineering firm, a contract to design the pump station at the August 15, 1995 meeting. The booster pump station has been designed using the following parameters: - Pressure is to be increased to approximately 60-65 psi at the highest elevation; - When pressure is increased, there would not be an surges or pressure spikes in the distribution system that could create operation problems; - The designed system will need to supply approximately 150 existing customers and be expanded to approximately 300 future customers as development occurs; and -Data pertaining to the existing and future system flows and pressures are based on the results of the KYPipe water distribution system model maintained by INCOG. Location of the station was a significant factor in completing the design. Two locations were identified along the north property line of the Owasso First Assembly of God church. These locations are in utility easements adjacent to: 1 -the 129th E. Avenue right-of--way and 2 - on the northeast corner of the church property adjacent to Windsor Lake I. Staff has met with the pastor to discuss the options. Various pros and cons for each location were identified. Although placed back from the road and including landscaping, the station would be very visible if located along 129th E. Avenue. It was estimated that construction costs would be less if the station was to be located adjacent to 129th E. Avenue, since costs to extend electric service would be reduced. Placement of the station at the rear of the church property was chosen to be better aesthetically; however, drainage from the station, operational accessibility and increased costs of construction due to electric service requirements were considered by staff to be potential limitations. Evaluation of the aesthetics of the site in detail resulted in selection of the site in the northeast corner of the church property. Plans were developed based on this site selection. Page 3 Water Booster Pump Design BIDS: Plans and specifications for the station were completed in January. A mandatory pre-bid meeting was held on February 14, 1996 and bids were received on February 26, 1996. Bids were received from three (3) bidders, as summarized below: Landco Construction Company, Inc. $62,612.00 Ram Engineering and Construction, Inc. 68,968.00 Judd Brothers Construction company 69,900.00 Cantrell & Associates has reviewed the bids and recommends award to Landco Construction, the apparent low bidder. Landco has done other work within Owasso for various developers and have acted as a subcontractor for the water line replacement project the was completed in 1995. Landco has worked well with staff on past projects. FUNDING SOURCE• Funding for this project was not anticipated in the FY95-96 Budget. Staff had anticipated Authority approval of a contract for interconnection with the Washington County Rural Water District #3, which was rejected on July 18, 1995. Therefore, approval of the contract will require funds to be appropriated from the OPWA Operating Account reserves (the beginning FY95-96 uncommitted balance was $232,000). The engineering fee paid to Cantrell & Associates was $6,900. RECOMMENDATION: Staff recommends Trustees approval of a contract for the construction of a water booster pump station with Landco Construction Co. , Inc. , Owasso, Oklahoma in the amount of $62, 612.00. ' In addition, staff recommends Trustees approval of a supplemental budget appropriation to the OPWA Water Capital Outlay account in the amount of $62,612.00. ATTACHMENTS: 1. ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO AN AGREEMENT WITH WASHINGTON COUNTY RURAL WATER DISTRICT A one-and-one-half square mile water service azea in the area of 96th Street between 129th and 145th East Avenues was acquired from Rogers County Rural Water District #3 in Mazch 1993. The City of Owasso constructed two water lines to provide service to those customers. This resulted in a drop in water pressure for those customers. Several solutions have been evaluated, including an interconnection with Washington County Rural Water District #3. The District would provide assistance to the City for the area south of 96th Street North. A water line would need to be constructed by the District to provide the service. Costs for the installation of the line would be at the District's expense. In exchange, the 60 water customers presently served by the City of Owasso north of 96th St would be purchased by the District for $25,000. A large Owasso Public Works Authority July 18, 1995 group of residents attended the meeting. Approximately 25-30 voiced strong objections to this plan and suggested that the city look at other options. They felt that the city was trying to solve the problems of the people on the south side of 96th at the expense of those on the north side. Water rates would increase for that area proposed for purchase by Washington County RWD#3. Following a lengthy discussion, Chairman Burris moved to table the issue to give the city time to again conduct meetings with Washington County RWD#3 and consider other options. The motion did not receive a second and it was withdrawn. Mr Ramey moved, seconded by Chairman Burris to deny approval of the agreement with Washington County RWD#3 and to look at other options to improve the water pressure in the area mentioned. BACKGROUND: Should the Trustees award a contract under Item #7 of this agenda, a supplemental appropriation of $62,612 is necessary to fund the contract. Such funds are available through the OPWA reserves. Those reserves currently stand at $232,000. If an appropriation of $62,612 is made, the reserve balance will be reduced to $169,388. RECOMMENDATION: The staff recommends that an appropriation of $62,612 be approved by the Trustees, however, such recommendation is forwarded only in the event Item #7 is previously approved. PUBLIC WORKS DIRECTOR ~~ ~~ 99TH STREET FIRE HYDRANT REPLACEMENT February 26, 1996 On January 19, 1996 a fire hydrant located at 10104 East 99th Street North was struck by an automobile and broken off from the 6-inch water main. The accident occurred at approximately 11:30 p.m. Stand-by water and wastewater rsonnel were dis atched to this locati n Pe p o to make repairs. The hydrant was struck with such force that the hydrant was removed and the 6-inch water line required repair. After examination and evaluation of the hydrant, it was determined that the hydrant was damaged beyond repair. Anew hydrant is required. QUOTES FOR REPAIR MAT ; Three (3) suppliers of fire hydrant repair materials were contacted and requested to submit quotations. Materials for an emergency repair of this nature are purchased as part of Water Division operating supplies (Line Item 61-520-5220). Sufficient funds are available at this time. A claim is currently being processed to compensate the City for labor, hydrant materials and associated repair appurtenances.
