PUBLIC WORKS DIRECTOR SUBJECT: WATER BOOSTER PUMP STATION CHANGE ORDER DATE: July 11, 1996 BACKGROUND: A construction contract for the Water Booster Pump Station was awarded to Landco Construction Co. on March 5, 1996. Prior to receipt of bids on February 26, 1996, a Mandatory Pre -Bid Conference was held on February 14, 1996. The objective of the booster pump system is to increase pressure to an area of our water distribution system that lies at a higher elevation and not adequately supplied by gravity from the water tank on the west side of Highway 169 at 96th Street North. Engineering design of the booster system incorporated a combination of gate valves and in -line check valves to keep water pressure zones in the distribution system separated. The booster pump would be capable of pumping water into sections of the distribution system not requiring increased pressure unless valving is installed to isolate portions of the system. GATE VALVES SUBSTITUTED FOR CHECK VALVES: The design indicated two check valves to be installed: 1- at the booster station and 2- south of Windsor Lake subdivision. Both of these valves were placed to enable water to flow into the pressurized portion of the system from the gravity fed area off the water tank should the booster station fail to operate. The check valves would function without any person having to take actions to keep customers supplied with water. At the Pre -Bid Conference, discussion was held concerning the need for check valves in the system. It was felt, by many contractor present at this meeting, that burying these check valves would pose maintenance problems in the future. No vault or meter can was provided for access to the valves. As a result, it was felt that the check valves should be replaced with gate valves and the bid documents were amended to reflect this change. Bids submitted and awarded did not include check valves. Page 2 Change Order - Water Booster Pump station CHANGE TO ORIGINAL DESIGN CONCEPT: Since the bid award, further investigation into operational feasibility of using gate valves to isolate the pressure zones was conducted. Although gate valves could effectively close the connection between zones, returning to the original design concept of using check valves has distinct advantages. During fire emergencies, there may be a need to increase the volume of water available beyond the capabilities of the booster pumps. It would be necessary to open gate valves isolating the pressure zones. In this case, fire fighting personnel would need to know the location of the gate valves and /or call Water Division standby personnel to operate the valves. In a practical sense, firefighters should not have to be diverted from their primary mission in order to increase water flow. At times when the booster station becomes inoperable (i.e., power or pump failure), Water Division personnel would need to be called to manually open the gate valves. Unless the gate valves were opened, no water could flow into the portion of the distribution system normally supplied by the booster pump station. Customers would be out of water until the problem is fixed or the gate valves opened. Use of check valves would enable water to flow from the gravity fed portion of the water distribution system during periods of high flow (i.e., fire fighting) and power or equipment failure. At other times, boosted pressures would remain isolated. Therefore, staff has determined that the original design concept of using check valves most appropriate. CHANGE ORDER: Since the bid documents were amended eliminating the check valves, a Change Order to install check valves was submitted by Landco. The amount of a Change Order reflects installation of two check valves and large diameter meter cans for access and an associated reduction for the bid amount for installation of two gate valves that have been eliminated. The net amount of the change is $1,212.12. The above change was not presented by the contractor and discussed with staff until most of the piping work at the booster station site had been completed. As a result, it would not have been productive for the work to stop awaiting acceptance of the change order by the Authority. Therefore, the City Manager authorized the change to proceed. RECONUvIENDATION: Staff recommends Trustees approval of the Change Order No.l in the Water booster Pump Station contract for the installation of check valves for the water booster pump station with Landco Construction Co., LLC in the amount of $1,212.00.
