Resolution No. 2005-01, a resolution authorizing a Loan Agreement and Revenue
Anticipation Note between the Owasso Economic Development Authority and the City of
Owasso, and authorization of Chairman to execute all necessary documents related thereto.

Thursday, December 9, 2004
The Owasso Economic Development Authority met in regular session on Thursday, December 9,
2004 in the Main Conference Room at Owasso City Hall per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 p.m. on Monday, December 6, 2004.

ITEM 2: REQUEST APPROVAL OF MINUTES OF THE OCTOBER 14, 2004 REGULAR
MEETING OCTOBER 19 2004 REGULAR MEETING AND THE OCTOBER 22,
2004 SPECIAL MEETING.
Mr. Akin moved, seconded by Mr. Cataduella, to approve the minutes of the October
14, 2004 and October 19, 2004 regular meeting, and the October 22, 2004 special
meeting, by reference made a part hereto.

ITEM 4: PRESENTATION OF FINANCIAL REPORT.
December 9, 2004
Ms. Bishop was present. A financial report was supplied to each member present.
After a review of the report, no questions were asked of Ms. Bishop.
ITEM 5: UPDATE FROM ECONOMIC DEVELOPMENT DIRECTOR
Mr. Hayes reported on economic development activities in the city. Mr. Enzbrenner
arrives at 10:15am.
ITEM 6: REPORT FROM COMMUNITY DEVELOPMENT DIRECTOR
Mr. Wiles was not present for a report. Mr. Hayes gave a brief overview of the
building permit report for the month of November 2004.
ITEM 7: REPORT FROM PUBLIC WORKS DIRECTOR
Ana Stagg, Public Works Director gave a brief report on various street development
projects, and other Public Works related items.
ITEM 8: REPORT FROM OEDA MANAGER
Rodney Ray, City Manager, gave a brief report on hospital development activities.
Discussion regarding the stormwater fee was held and members were informed that
more discussions were to be expected in January 2005. Mr. Sokolosky excused
himself and exiting the meeting at 10:55am.

TRUSTEES

SUBJECT: ECONOMIC DEVELOPMENT DIRECTOR'S REPORT
DATE: January 6, 2005
Progress continues on the commercial sites in the 961h Street retail corridor. Site work is
continuing and construction on the buildin s will kick off in a few weeks. Target has certified
and taken their pad, effective December 28` . Belk and Hobby Lobby are scheduled to take their
pads in January. Engineering is complete on the Garnett Road and 96`h Street improvements to
coincide with the opening of the Smith Farms center and the projects will be out to bid in a few
days. Waterford Place at 96`h and 129`h is completed and about 80% leased according to the
developers.
Construction continues on two new retail / mixed use projects on 86`h Street. One project is just
east of the entrance to the Greens Apartments and is called the Renaissance Center and has a
GLA of 19,300 sq. ft.. The other project is the renovation of the First Baptist Church property.
Fuddruckers Gourmet Hamburgers and The Lanes at Coffee Creek, a 32 lane bowling and
recreational facility, are both are both reporting good numbers from their opening weeks.
I am in the process of updating and revamping the Economic Development website. The site
will have a completely new look and will be more user friendly. All the new marketing material
will be included, as well as the other material that is relevant.
The Bailey Medical Group and the Owasso Medical Campus (St. Johns Healthcare Systems) are
both at the building permit stage. Both groups have received final site plan approval from the
Planning Commission and the Owasso City Council. Site preparations should begin soon.
